Reasons For Upgrading: He has been leading the Monsuta for a while now, and has repeatedly displayed his strength for many to see. He is capable of quite a lot, as evidenced by the fact that his reitsu in the Green event was enough to cause earthquakes while in his base form. He has been improved upon constantly, continuously getting stronger and stronger, though it's been a while since his last tier-based upgrade, and he has done a lot in that time gap. I believe he has proven hes worthy of this on multiple occasions. Here are some examples. (Note: These are all recent examples, Stefan has done a lot more since I came back from my leave)
The fact that Stefan has repeatedly dealt blows that would kill almost anyone else to Moonie is evidence in itself: https://www.platinumhearts.net/t8364p10-moonless-void#55245 Stefan is doing combat against one of the Vizard Corps stronger Lieutenant Colonel's, Andrew Takahashi, an 0-5++, and has so far forced him to dodge an attack, as well as potentially doing major damage with a light blow: https://www.platinumhearts.net/t9043-flash-of-fire-and-lightning-gin#56411 In this thread, Stefan has been fighting an Espada who is currently in her Ressureccion form while in his base form, and has been doing so with his bare hands, despite being a swordsman. Ended up one-shotting her while in base form with his Zanpakutō. https://www.platinumhearts.net/t8999-ally-testing#56389 - Finished In this fight, Stefan has been fighting one of the Monsuta Commanders, and the Commander's Vice. For the most part he hasn't used a sword for combat, and is still in his base form. Meanwhile Sherri is in her Shikai form with her Hollow mask on, and Tora is in Bankai with his Hollow mask on and Stefan has repeatedly dealt punishing blows to both despite remaining in his base form with no Hollow mask. There he fought a powerful adversary, Austin, and by using the URE sphere and the Kuro Suso, he was able to bring himself up to the power level of 0-2++, if not even slightly higher.
