Meticulous and resolute, Byakuya Kuchiki continued his work in the office of the Captain Commander. In the wake of the Gotei’s disbandment, there was much to discard, much to claim, and even more to comprehend. Seated behind the large desk, Byakuya sifted through stacks of paperwork, having neatly organized those he had already reviewed. Each document held significance in some fashion, and he refused to overlook a single detail.
Byakuya's zanpakuto remained at his side, a constant reminder of the vigilance required in these uncertain times. Though the office now bore his presence, he was wary of any attempts to defile or claim it in his absence. Byakuya would not lower his guard, at least not until order was fully restored. Raising his gaze from the contents of a file, Byakuya turned to the door, sensing an unexpected presence coming his way. There were very few in the building now, so curious, he set the file down and stood, waiting for them to make their entrance.

"Love what you've done with the place. Came by to see how you're doin." Kuukaku's voice preceded her as she walked into the office, she could tell he was watching the door by her reikaku, and so she didn't bother knocking for entrance or anything like that. Unlike usual, she didn't show up with her bodyguards. They were waiting outside. Koganehiko and Shiroganehiko were busying themselves talking about the state of things, good, she didn't need them in here.
Her attention shifted to the zanpaku'to by the man's desk as she came to a stop a short distance from the desk, remaining standing as she returned her attention to the man himself. Yep, just about what she expected. Certainly the reaction fo the gotei to him rolling in certainly spoke to their feelings about the nobility. Well, not that she imagined it was that simple. Still, you had to admit, the timing was pretty pointed.
"Hope you don't mind me stoppin by. Heard the news this morning." She explained as she watched the man, looking over the reports that he was poring over. She almost asked him if he didn't have people who were supposed to be doing that for him. But well, she supposed given the state of things, he couldn't really trust a whole lot of people could he? So he wound up stuck in here, reading an endless stream of documents.

Watching Kuukaku Shiba enter without so much as a knock was mildly irritating, though Byakuya would never reveal such a sentiment. His plans to operate from this office had yet to be formally announced, so the lack of decorum wasn't truly disrespectful. Besides, he was well aware of her bold and spirited nature; receiving a more conventional entrance seemed unlikely.
Still, traditional formalities would not be abandoned by him.
"Welcome, Lady Shiba," Byakuya greeted, his tone as composed as ever. "If I may inquire, what, exactly, have you heard of our current situation?"

"Kuukaku." She corrected, though with far less internal grating than he no doubt had. She simply corrected him, though frankly with him, it was equal parts likely whether or not he would actually listen or just continue calling her Lady. Not like his etiquette was why she was here.
"A lot of nonsense. Some less than nonsense. Mostly people being lost, panicked, or just confused. But well, the notifications didn't leave much to the imagination." She peeled a rolled up message., A Copy of the orders that Erika had handed down and had been distributed. she went ahead and slipped it back into the little pocket it'd been previously tucked in before canting her head a bit to the side as she regarded the young man she'd watched grow into ... well this.
"So, with the gotei gone, I was rather curious just what it is you planned on doing now." She got to the reason she'd showed up, at least one of them. The other reason was technically a subsidiary of this reason. Indeed she was curious as to just how he planned on... handling the multitude of situations that were now squarely in his lap.

Byakuya’s gaze remained steady. As the copy of Masamune’s final orders briefly reappeared, only to vanish again, he caught a subtle note of disapproval from Kuukaku. While he expected that, he did wonder what she was expecting here—to find some hint of indecision? There was none of that.
“My plans, Kuukaku, are straightforward,” he replied evenly, his eyes closed. “I intend to continue the duties that shinigami have been bound to. The Soul Cycle requires balance, and for that, an effective force must exist.”

Kuukaku closed her eyes and took a slight breath as she received such a canned answer. She turned away from him and took a moment to look around the office. Not like she'd ever actually been here before, and so she took a moment to survey the place. No doubt there would be an absolute mess of paperwork.
Of course. What leader WOULDN'T sequester themselves into their goddamn office looking over papers? But then again who knew if that wasn't just leftovers from the previous Commander. Frankly she didn't know the first thing about what this job actually entailed. How very amusing it'd be if all that Byakuya had actually signed up for was just a shitload of paperwork.
"You should be plenty aware that that's not all I'm talking about. And even besides that, Balance is more than managing the World of the Living. You have to manage this one as well." She murmured, glancing over her shoulder at the man as she let her attention meander back to him.
"The rukongai was already unhappy about the hollows that laid waste to things just during the invasion. Whether you like it or not, your appointment is another pressure point on an already suffering rukongai. It's not being left by itself, naturally. The Shiba, as well as a number of other groups with interest in the restoration of the damage will be working on helping them out." She stated firmly, turning herself back towards him, now fully intent on the man. Certainly this was a lot to put on a man who was already struggling on one front.
But this sure was the goddamn job he signed up for.
And so rather than slack, she kept a firm stare on him as she waited for his response and further elaboration.

Byakuya’s eyes followed her as she took in the room. When she turned back to him, her bluntness was met with a composed, unwavering calm. As it was, Byakuya was walking a line. With his initial plans destroyed, everything he was doing would start from scratch and build up. The only thing he knew he had under control was his own family, and that step had already been taken.
“The Kuchiki began their restoration efforts before the Central Forty-six meeting even occurred,” Byakuya stated bluntly. "Now, I will work to build an efficient force to do, as I said, the job of a Shinigami."
Right now, he was unwilling to say anything further. Much was in the air, and Byakuya would not give half-information to anyone, or any to those who he was uncertain of their motives. Though he had grown up knowing of Kuukaku, they rarely interacted and there was an assumption of little trust between them.
Still, there was one thing he could speak up on...
"I am sorry for the loss of your brother," Byakuya said, his tone a drop softer as he recognized the gravity of the words he spoke. "His dedication and loyalty were qualities I respected, and I recognize the emptiness his absence will leave."

That stern expression didn't improve as he offered his own response to her concerns. "And all the Money in the world isn't going to help if the Rukongai feels the weight of the Central 46's Foot pressing down on it's neck like it used to." Her voice was hard and clipped. "If you were still just the head of the Kuchiki that'd be all fine and dandy, but you aren't. You're looking to be the poster boy for the good ol Noble Brigade now, and whether you like it or not, you're the face of whatever THEY decide to do now. The mouth can make all the promises it wants if the hand is busy wrapped around your neck it won't be worth a damn, Kuchiki." She stated, her voice calm and heavy, not with anger or vim, but with tired understanding of what would be happening in the future.
In the brief silence that followed she gave him a chance to respond. But what she got instead of a reply caused her brows to knit together and her frame to tense slightly, her shoulders squaring slightly as she took several seconds to simply look Byakuya in the eyes before she closed her eyes. "Should the 'Captain Commander' be speaking so highly of a supposed traitor?" There was a cold, hard bitterness in her voice. Oh yes. She'd heard from Shishiyuki the situation surrounding her Brother's death, and there was a very pointed tone to her words as she addressed the man in front of her.

“The report of your brother being a traitor came from Kanae Nagoshi, a known traitor and convicted criminal,” Byakuya stated plainly. “I take her words as seriously as I would any criminals.” Anyone who knew Byakuya at even the most base levels understood his respect for the law, so his words should make it clear that he did not believe the report given by Kanae Nagoshi.
“With the disbanding of the Gotei United, the position of Captain Commander ceases to exist,” Byakuya stated, taking his seat behind the desk with his usual perfect posture. “I am free to speak as I choose. Central Forty-Six’s authority holds little weight—unless, of course, they intend to form a new organization aligned with their own interests. But with the growing resentment toward nobility, such a move would only incite a war, one I would prefer to avoid.”

Kuukaku's brows raised slightly at the curt response from Byakuya. She watched him closely as he delivered his response. So he didn't trust Kanae. Just what exactly DID he plan on doing about her then? Or more accurately, what exactly was it that he was planning? IN the same vein that he'd induced the authority of the Central 46 to be named Captain Commander, he seemed to just as freely call it's decision making power all but nonexistent from the way he was talking about things. A little ironic, that Byakuya was as much taking advantage of Miss Masamune's move as others were.
If only he hadn't gone and pulled that stunt at the meeting.
"You know you shot yourself in the foot with that Central 46 stunt. You know that right? All the shit you wanna give the nobility, you were still willin to use them as a venue for what you wanted to get. If you'd have just marched up to the Barracks and said you wanted to be Commander, you'd probably be in a whole different position." She murmured, furrowing her brows as she watched the man.
"Why'd you do it? If you really don't think the Central 46 has jack. Why bother getting their graces?"
