Shunsui smiled warmly at his fellow captains as the last one to arrive made themselves comfortable. He took a moment to look towards each of them before bowing his head and adopting a more solemn, serious, expression. Although he generally exemplified a foolish demeanor, he had no difficulty shedding it when serious matters were at hand.

"First of all, I'd like to thank you for taking the time out of your busy days to make it here. There are a couple matters on the agenda I'd like to discuss today, the more severe of which is twofold. Why don't we start there?"

He glanced around the room once more to make sure he had everyone's attention before he truly began.

"As I'm sure you're all aware, being captains of your own divisions with the same resources that are at my disposal, we've been having some problems lately. In the past few months there have been no less than four invasions into the Soul Society. Now, I can't speak for all of you, but I, for one, remember when an invasion of our home was unheard of. This has become more and more of a problem over the past four hundred years, and I believe I know what the cause is. To put it plainly, we've neglected the Rukongai districts under our control for far too long. They don't have nearly the defenses that are at the beck and call of the Seireitei, and to look at them you'd think we don't care at all. In my opinion, integrating the Rukongai into the Seireitei, at least in a superficial manner is where we need to start if we're ever going to be rid of this constant nuisance. We need them to be at least presentable, and they need thier own defenses, even if they aren't to the level of what we have here. If I remember correctly, something of this sort has been attempted before, but those advancements have since fallen through. We can do better."

Finished with his long-winded speech Shunsui looked to each of the captains individually, being sure to make eye contact before he moved on.

"Any suggestions before I make my own?"

The red-head captain of the third division, for all you uneducated ones that was the group that handled research and development. Basically the gang of nerds. He had came in quite early as shocking as it might've been the captain was here early but that was purely to get to choose his seat. He wanted the ideal spot you see. So he'd be seated in his "ideal spot" and wait for the meeting to comence which it of course did with one of the most veteran captains of the history of the Gotei bringing it to order.

He watched the others, listening carefully as he did so until Shunsui asked for suggestions. If one thought that the man who was supposed to be the smartest and captain with the biggest ideas was Zeda they'd have just won a million dollars.

"I have a suggestion."

He was new, but far from the newest in terms of promotion regardless he had many ideas for this manner.

"We control a large quantity of Sekkiseki, for one we could begin implementing another and larger wall around the Rukongai. But this will be hard, we all know how vast the Rukongai is. Instead I have a better idea. For those that aren't aware Sekkiseki emits a wave of spiritual energy that nullifies spiritual phenomenon. It's why they cannot invade the Seireitei but the Rukongai is free game. Instead, by taking this ore I could create inhibitors around the Rukongai. This would create an area that not only prevented direct dimensional portals into the districts but also weaken them as they moved in. Keeping in mind that the effect becomes worse through further exposure, now with it we can create small seals, applied to teams before going into the Rukongai to negate this effect for ourselves. Our would-be invaders would lack any real threat by the time they reached our gates. That's my suggestion anyway."

Leaning back a little he had a grin that said he was proud of himself, in his mind it was genius. Simple yet taking advantage of the large space and monopoly that had on the resource that was honestly rarely used.

Arriving not a moment too late, there was the Captain of the Fifth Division: Henrex. The Stealth Force Captain was not exactly keen on the idea of a Captain's meeting at first. But, after the situation that had happened with Malia and how badly it seemed to have scared her, he quickly changed his mind. Ergo, as the male seated himself in the room, he would be just in time for Shunsui's mention of the recent invasions.

It was something that heavily irritated him. After his immense attempt to protect Soul Society with his most prized creation, The GRID, people still found their way around it, and now there had been an even larger amount. There were loopholes, yes, but they were loopholes that royally irritated him. Therefore, the male's hands clenched in his lap, while his expression remained stoic. The suggestion mentioned by Zeda was one that sparked his interest, and what caused him to suddenly straighten as it caused him to think of an idea.

"I have something. I could make an extension to the GRID, using my Code Crafter to make a program that can 'talk' with the original coding, allowing it to recreate its functions within the shell of the extension. Zeda could combine his suggestion with my own, and I could create the seals if need be."

It wasn't quite accurate to call Murasaki late, but she was certainly not what one would call on time, either. She arrived in a bit of a hurry, knowing full well she'd gotte sidetracked with talking to several of the recent additions to her division. She hadn't expected so many so soon, and without a lieutenant to delegate the work of introductions, it was on her to handle it. Nevertheless, she was here now, and that was all that mattered.

As she listened into Shunsui's words, she paid visibly close attention, leaning forward and resting her head on her hands in a quite girlish gesture. She definitely thought that he had a point, and while she wanted to say something, she definitely wasn't sure what to say. It was nice, then, that both Zeda and Henrex spoke up, as it gave her some time to really consider the situation.

The girl did her best to pay attention to what the two other captains had said, but frankly, it mostly flew over her head entirely. She knew what sekkiseki was, sure, but all this talk of "inhibitors" and "code" was more than just a little bit outside Murasaki's purview, so she was pretty much back to just sitting in silence and waiting for someone else to say something smart. Eventually she'd probably have a comment to make, but a smart captain wouldn't try to speak on a topic she didn't know much about.

Captain of the Second Division

Arriving Fourth, just a few moments behind Captain Astillon, was Midori Hayashi of the Fou-… Second Division. She took the first seat she could and sat back quietly in her chair, remembering the old days where Captain’s meetings traditionally called for Captains to stand at the sides of the room. Once everyone arrived, the meeting began with Captain Kyoraku’s subject. Midori stayed silent still, her eyes closed and on leg placed elegantly over the other. With her hands in her lap, she listened intently to what the other Captains were speaking of. She had a different opinion about it all, but was not foolish enough to speak her mind in front of those present.

The fact was, she had no suggestions that would allow the other Captains to come to an agreement. Besides, it wasn’t hard for her to admit that a lot of this crap went over her head. She obviously knew what the sekkiseki was, but Henrex’s suggestion flew over her head entirely. She never understood the point of the GRID or how it worked, so trying to expand off of that was not going to be something she could chime in on. So, unfortunately, it was very likely she was going to end up silent throughout this meeting.

It seemed as if eons had passed since the last time all of the captains of the Gotei United had come together as one in a full on meeting. Something which was quite jarring for their commander to think of when flashing back to the days of old when these types of gatherings were almost commonplace. Was it a lack of connection? A failure of her leadership? Or were they just useless and never got anything done? As far as Ibiki was concerned, she'd rather her captains be on the field getting things done than wasting times in conferences. There was far too much important work to be done to waste much time sitting in some modly office.

Thus, the last one to enter was The Devil Captain herself: Ibiki Suika. When the horned beast entered into the room, there was a stern gaze held behind her amber eyes as the subject of the Soul Society's state of well being was something which she took with a heavy temperament. As far as she was concerned, whatever miserable state that this realm was under had been her fault due to her own failures as a leader to curb these problems which plagued the lands. Therefore, it was going to be her responsibility to fix it, listen to the suggestions her comrades had and oversee them to victory.

Ergo, not a single word uttered the fire-haired girl's mouth as she soon took her place toward the center end of a long, wooden oak table. Instead, The Captain Commander folded her arms, focused in on each of her subordinates and each them room to speak before adding in any type of input.

"If there is anything that I can assist with, let me know. I have my plans to eradicate this plague from our realm, but I want to hear each and every one of you captain's input before I move forward with my plan."


Stern, stiff and in-control; the voice of Ibiki was unwavering in it's resolve as she leaned back in her chair, gave a soft exhale of breath and allowed for this meeting to continue. All the while, the woman's head was a cluster storm of different ideas, worries, anxieties and fears being interwoven into a backdrop of determination to overcome these challenges and figure out a way in order to bring The Gotei back to its full glory.

Shunsui looked over as Ibiki entered the room.

"Ahh, thank you for joining us, Captain Commander."

Turning back to the center of the room he listened intently as his fellow captains spoke, taking in everything that was said. He was quite pleased with the ideas they put forth, as they gave him a vision of the future that was above and beyond anything that had previously existed in Soul Society.

"Zeda, that's an interesting idea. We do certainly have a monopoly on sekkiseki, how much time will be required for us to employ this as a useful defense though? I don't question the validity of the idea, I'm simply uninformed. How much ore would be required to create these inhibitors, and how many of them would we need. Furthermore, what will the extent of their power be?"

He gave the Yuudeshi captain ample time to respond before moving on to the next idea.

"Henrex, I enjoy your solution equally as much, but again, I can't claim to be an expert in the matter. What will the extent of the work be? More to the point, how big of a job will this be, and what kind of time frame do you find reasonable to get this done within? I have one final question. How difficult will it be to implement both of your ideas in concert?"

Again, Shunsui waited for a response before moving on. Having voiced all of his concerns though, he was ready to get to the second part of this problem.

"Now that we've discussed the actual protection of the Rukongai a bit, I'd like to move on to the development of the districts. I have some ideas for this as well, and I think we'll need to get up with someone who is actually living in one of these districts. Someone who has first hand knowledge of exactly what problems drive the districts into disarray. But before that, does anyone else have something to add to this part of the discussion?"

Zeda's gaze shifted from gazing over the captain's to focus on Midori and his eyes narrowed as he thought about her for a few moments while working out the average area of the Rukongai combined with the average amount of Sekkiseki he'd probably need, he was analysing quite a lot of data in his mind but he still had brain power to focus on Midori, completely ignoring Shunsui for the moment.

"We'll need quite a lot exact figures are hard to think of right now given that the idea was only just conceived, there is the fact thought that the more we use the more effective it will be. Take it as we should not cut corners for the construction and be stingy. The idea should be relatively easy, for the Stealth Division's captain he has quite the intellectual capacity, it should be easy to rig together. There is however another thing that can happen."

He hadn't let his eyes wander from Midori until he winked at her and continued with his train of thought.

"We should put her in charge of the seals. Being that she is the Kido Specialist, I will help her understand the physics behind Sekkiseki and the nullification, basically... I need her help. Because not only is she the kido specialist here, she is also the healing specialist. I'll assist in making the seal able to resonate, which won't be easy however Midori can then build on it. If we can not only fight unaffected in the Rukongai, but also heal and the like. Well it would be hard for them to do anything against us now wouldn't it?" I also cannot say at this point in time how effective it will be alright? I'd need to play around with it but remember - more Sekkiseki equals stronger effect. That's all from me."

He sat back, he wanted to include as many captains as he could in this. He had yet to figure out what he could do with Murasaki or Ibiki, trying to think what facet of them he could use to make this defence all the more effective.

Henrex's head briefly turned to Zeda, his hearing tuning in to the words of the Research Division's Captain, his head lowering bashfully at the sudden praise. Instinctively, he wanted to shut down the praise or put it down to a level that wasn't so absurdly high for him. But, as Captain Kyoraku spoke, his mind went blank. Even with his big, bursting brain, Henrex found himself blanking now, of all times.

"Er..."

Shunsui had put up a great point, how long would this take him, and how big would this project be. Thinking about how much time it took him to make the Grid, it was easy for him to be able to take away a bit of time due to some of the easier bits of this operation -- the fact that this had features that he could port over from the original programming, altering them to fit the different designation.

"It shouldn't take...too long. A lot of it I can port over from the original, The GRID."

He paused, turning his head to Zeda for a moment, before turning his head back to Shunsui.

"As for your last question...I don't think it would be too hard. I could adjust it so that it could work well with him. There are a few other things that I could try, that I...don't think I should indulge into here, since..."

Henrex awkwardly looked towards Midori and Murasaki, a hand raising to the back of his neck, his voice growing even softer than before.

"...some seem confused about this stuff already."

“If I can say something real quick?”

Murasaki raised her hand as though she were a child in school, and waited until she was sure she had everyone's attention. Make no mistake, she was entirely aware of Henrex's words directed toward her, but she didn't really take any offense to them. She didn't get it, he was kind of just right about that one. She wasn't gonna pretend she got all this no problem.

“I think it could be really helpful if we maybe tried to give the people in Rukongai more way to defend themselves. I know it's a little of an extreme suggestion, but I bet it would mean a lot to them if there was some feeling that they were doing it themselves, ya know? I can't imagine it feels too great to be relying on us whenever something serious goes wrong, and even if a lot of the bigger stuff would be out of their reach anyway, it'd probably let them feel more self-reliant. Even if it was something as little as some formal swordsmanship lessons for anyone who wanted to come, I really bet that just feeling like they could make a difference would have a huge impact, and it would let us focus more on bigger things while they cover the day to day stuff.”

As she finished speaking, Murasaki took a long breath, rather winded from all that talking. How did people speak so easily like that all the time, anyway? She was honestly impressed, but noting tha she hadn't actually concluded her statement, and had instead simply let it hang in the air, she laughed quietly to herself before scooting back slightly in her seat.

“Um... I guess that's it. I know it might not cover the huge invasions, but I think it might be a good way to give the Fourth Division a little more room to focus on those. Not to say you guys aren't doing great, you are!”

Quickly adding a thumbs up to that statement, the young captain gave a smile to Captain Kyoraku as she addended her suggestion. The last thing she wanted to do was insult him.
