Name Of Character: Sumashuu Sagumi

Reasons For Upgrading: Sagumi has been around a long time, has been engaged with multiple big, bad people, and his tenure has involved many altercations(usually involving people flaking out but they're still there.) that he's come out neutral or ahead. So combined with his longevity in this I believe this merits an upgrade to 0-2.
