Personality: Weeping Angels, or Lonely Asssassins, are one of the oldest preditorial race in existance. They are sadistic psychopaths, but are also the only psychopaths to kill their victims nicely - when they are trying to feed, at least - and enjoy putting utter fear into the heart of their targets. Still, as their alternative name suggests, they are the loneliest beings in all the universe, as they can't even look at one another without turning into stone forever. One might pity this fact, but it should never be forgotten that the Angels themselves feel no pity and no sympathy for anyone but themselves.

Appearance:

Weeping Angels have no actual appearance, as they are an energy life-form. However, whenever someone observes them, they turn into stone statues resembling angels, covering their eyes unless they are about to attack. They grow fangs and claws whenever they are about to strike, and reveal their monstrous faces.
Whenever a Weeping Angel is starving, their stone form slowly decays - their wings disappear, facial features vanish, and if they don't feast on energy in time, they can even perish completely. For a race that cannot reproduce, every lost Angel is a heavy blow.

What Race: Quantum Anomaly

Powers: Weeping Angels have the 'perfect' defense mechanism in their bodies. They are an energy life-form, and can survive the void of space or travel through dimensions easily, but the moment another organic life-form looks at them - including their own kind - they Quantum-Lock themselves. What this means is that they take on the form of stone angels that we know them as, becoming unable to move at all, but they only appear to be simple 'stone' - a Weeping Angel in stasis or dormant state are nearly completely indestructible, nobody knows how to harm a Weeping Angel. The only way to defeat Weeping Angels is to make them look at each other, or at themselves through a mirror.
This is only their defense, though. Weeping Angels absorb real and theoretical energy, which allows them to - even dormant - drain the energy from, say, a flashlight pointed at them in a dark room, allowing them to move again by being invisible. This applies to any apparature working on electricity or spriritual energy alike.
In order to hunt their prey and absorb their energy, they displace people in time. By being touched by an Angel, the person gets thrown many years into the past and has to live their life again there - never meeting their other, younger self, even if they live long enough, or they'd erase themselves from time completely. By doing so, the Angel recieves the theoretical time energy from the days a person would've lived. However, normal people give nearly no food for Weeping Angels, thus being targeted only rarely when an Angel hungers. Usually, their targets are people 'complex' in time - Time-Travellers, world and reality hoppers, time benders, and the like. To touch people, Angels move insanely fast - although they slow down slightly right before touching someone. Even just blinking once can make an Angel leap an entire city block towards you, coining the phrase "Blink and you're dead". Weeping Angels are also physicially strong, able to snap a grown soldiers neck without any difficulty, for when they don't want to feed.
Weeping Angels can't talk, but when they kill someone directly, they can carry the persons 'voice' and speak with it, adapting some characteristics from it. These instances reveal that Weeping Angels are sadistic monsters and killers without any feeling for anyone besides hatred and hunger.
Now finally, there are two other 'rules' of Angels one has to keep in mind to stay alive:
What carries the image of an Angel, becomes itself an Angel: If you were to take a picture of a Weeping Angel in its stone form, and print it out, then you'd have just sealed a death warrant. The image takes on the exact same powers as a real Weeping Angel, they can even walk straight out of a picture into reality as a fuzzing apparation. They even retain their control over machinery in the vicinity to trap people and become harder to see. To destroy an apparation, the saving media needs to be destroyed, as it cannot be erased from it simply.
Never Look into the Eyes of an Angel: You're the safest around an Angel while constantly staring at it, but that also is what the Angel wants you to do - because if you stare into their eyes for too long, they plant a 'seed' into your receptors, making a Weeping Agel grow in your mind. As the Angel grows stronger, the person gets weaker, and the Angels often cause people to subconciously speak out the minutes left until their demise. Upon dying from this, a new Weeping Angel is born from the remains.

Brief History: The Weeping Angels were born at the dawn of the universe, and ever since other life was created, they have been the bane of any life-form able to interfere with the time-stream, being a prime target and source of food for the Angels. They are known as the boogymen of all worlds, only few people still remember them - but the Angels themselves always remember. The Lonely Assassins come for those special in time, and others they fancy, to turn them into Angels or devour their potential time - nobody is safe, nothing is sacred to them. The Weeping Angels are coming...
