Denied for the same reasons.
This is from the Class Division section on the first page:

... In the first year are the 15 to 16 year old Underclassmen. They treat all those above them with respect. In the second year are the 16 to 17 year olds. They are in the middle--they neither gain nor give much respect. Finally, the Third Years--the 17 to 18 year old Upperclassmen.

As for Aka, the following are approved: Shisome, Koko, Yukiko.

Chris and Lilium are denied for the reason of looking way too young. Satsuki is not approved, so she is denied as well.

Eh, just put her around 14-15. I said 12 because she's 4'8 and has no chest. XD most people, that qualifies as lol 12.

I should really have specified it properly. The "visual age" only applies to spiritual beings. Humans go by their actual age.
