» Alignment: Chaotic Good
» Base of Operations: Rukongai, Soul Society.
» Summary: Backed by merchants, members of Central 320, and various formerly-criminal organizations, the Jikōto is an evolution of the Sakutaiso formed after the Arrancar Invasion of Soul Society and the dissolution of the Gotei United. The group operates as something in between a police agency and a national guard for the Rukongai. However, the general vibe of the organization is not a police force but a rough-and-tumble yakuza group. There is a strong emphasis on brotherhood, family, and a sense of togetherness within the organization that makes it far less of a stick-in-the-mud than the previous Sakutaiso.
» Requirements: The Jikōto has no racial regulations, only that they must be willing, able, and desiring to defend the Rukongai.
OBJECTIVES
» Protection of the Rukongai: The first and primary goal of the Jikōto is maintaining peace within the Rukongai. Whether this is by (selectively) enforcing the laws with sometimes-questionable means or by defending against potential invaders, the Jikōto is tireless in its defense of the districts many call home. Although this does limit their capability of responding to threats usually to those within the Rukongai, by not splitting their focus they are better able to respond to the threats that do affect them.
» Vengeance: A secondary goal of the Jikōto is to enact revenge and mete out justice against those that attacked the Soul Society with the Arrancar incursion. From the leaders to the soldiers to the enablers, anyone and everyone who participated in the attack is wanted by the Jikōto for questioning at the least and execution at the most. Because of this goal, they are more lenient on who they recruit.
» Kyōdaitō: (兄弟道; Way of Siblings) This is less a goal and more of a way of operating, as well as a reminder of where the Jikōto started from. The founder disliked the us-vs-them mentality between the various castes in the Soul Society—Gotei vs others, Nobles vs commoners, East vs West, etc. In the chaos after the Arrancar Invasion, aren't all the people living under the same roof? Members of the Jikōto are encouraged to look at their bretheren within the organization as if they were siblings, and to keep not only themselves in line with the principles but also to hold their "siblings" accountable as well.

» Kitabara-jō: (関束輩城; Peoples' Governing Castle) This building is the headquarters of the Jikōto. This, like many of the Jikōto's property, is a repurposed building. In particular, Kirabara-jō was a walled storage yard built by a paranoid merchant who desired to safeguard his products above all else. New construction has renovated many of the warehouses into proper facilities, and a new main office that towers over the walls was finished as the capstone of the project. It is located in District 66 West.
» Ōchōyama: (凹頂山務所; Hollow Crown Mountain Prison) A new detention facility and prison built out of a former mining complex, Ōchōyama Prison is the civilian version of the Maggots' Nest. Inmates are tasked with mining rock, dirt, and metal ore that is then processed into materials for rebuilding the Rukongai.
» Sakutaiso Resources: The Jikōto has quite a few of the Sakutaiso's precincts in the Rukongai under its control; and as such they have access to information, equipment, and personnel from these locations. In addition, these act as forward operating bases and outposts for the Jikōto.
HIERARCHY
» Overview: The Jikōto is split between multiple Sections. Each Section is headed by a Section Chief and is supported by a Deputy Chief and senior officers. Unlike organizations like the Gotei or the Vandenreich, few personnel are permenantly assigned to a superior officer. This allows the lower-ranked personnel to mingle amongst themselves and allows Section Chiefs to select an ideal team for missions they are assigned.
» Uniforms: The Jikōto standard uniform is a black western-style suit with black pants and dark-colored boots. The coat's wide, stiff lapels are more like banners. and are dyed a rich azure. Section Chiefs, Deputy Chiefs, and Senior Officers permenantly assigned to a Section will have a different color and/or pattern on the lapels. A simple version of the uniform is a pair of black armbands with the group's emblem sewn into it.
» Bureau Chief: (Kyokuchō; 局長) The Bureau Chief is the head of the Jikōto. This is the position that oversees all high-level planning operations for the organization as well as acts as the group's representative unless delegated elsewhere. The Bureau Chief approves or denies all appointments for Section Chiefs and can act as a Section Chief if need arise.
» Section Chief: (Kachō; 課長) Section Chiefs are the highest rank outside of the Bureau Chief. Their duties are determined by their specialty—of which there can be multiple of the same. Each Section Chief is the head of their Section. Each Section is only permanently staffed by their Section Chief and the Deputy Chief. When a Section Chief is tasked with a mission, the Section Chief creates a team to complete the mission from the entire pool of Senior Officers and Officers. This allows for mission flexibility and promotes camaraderie amongst the members.
Section Chiefs are expected to be paragons of what it means to be part of the Jikōto. They are expected to be able to defend the Rukongai at all costs. Although there are not specific requirements at this time, Section Chiefs are expected to be able to handle higher-level threats than other members may be capable of.
» Deputy Chief: (Fukukachō; 副課長) Deputy Chiefs are the second-in-command for each Section. They oversee most administrative operations regarding the Section. If a Section Chief is unavailable, their Deputy Chief is in charge of the Section. These are normally the only other permanent position within the Sections. Although not always the case, it is not uncommon for Section Chiefs to foster growth within their Deputy Chiefs so as to prepare them for promotion. The Bureau Chief has a special position of Deputy Bureau Chief that acts as their equivalent of a Deputy Chief.Section Chiefs appoint their own Deputy Chief.
» Senior Officer: (Junsachō; 巡査長) Senior Officers are trained and experienced members of the Jikōto. These are members that have proven themselves worth of trust within the organization, but have not yet made it to the position of Deputy Chief. They oversee most day-to-day operations within the organization. Senior Officers may also occasionally be placed as permanent fixtures to Sections as Permanent Officers. These are usually individuals who have high compatibility with their Section Chief or Deputy Chief.
» Officer: (Junsa; 巡査) Officers are the rank-and-file of the Jikōto. They have no specific requirements for joining other than the want to help the Rukongai. Officers are not put into any specific Section, and as such may be called to assist a different Section per mission.
