Chang is a near-middle-aged Chinese man, and has been confused as a 'Celebrity from the Second Turn of the Millenium' many times by film buffs. However, each time he shrugs them off saying 'he's not that popular.' Chang has almond-colored eyes, though unless someone breaks or removes his trademark teardrop sunglasses, his eyes will never be seen. His jet-black hair is always swept to the right and held in place by a light coating of gel. Chang always sees that his facial hair is unnoticable and that there is only a small bit of sideburns showing. He has no tattoos or scars.
Chang's outfit is quite normal for someone in his business, but him wearing it no matter the weather is what is not normal. His trenchcoat is a graphite color whereas his three-piece suit is just a deep grey with a blue tint. He wears a white muffler around his neck, but it doesn't wrap all the way around as he just lets it hand over his shoulders. His loafers are custom-made and meant for comfort and silence. His most trademark piece of clothing is his teardrop sunglasses. His eyes can not be seen through them, as they are pitch black. However, thanks to modern glass-tinting techniques, he can see through them as if they were not there. Chang is always seen with a cigarette in his mouth, and his brand is a cheap one.

- Personality: Chang is, well, to be honest, not someone one can take seriously. He's a smartass most of the time, and his sense of humor makes people slam their heads into walls. Chang rarely says anything that isn't sarcastic or remotely serious. Unless he's dealing with the Russians or with Hong Kong, then Chang is his usual, casual self. Even in a gunfight with grenades being thrown at him, all Chang does is smile and continue what he was doing... of course eliminating anything that gets or looks to be getting in his way.
Of course, his goofy demeanor is half just for show, but he really has that horrible, horrible, horrible sense of humor down to his core. Chang is truly a cold, cynical man who has no real sympathy left for anyone who is forced to participate in murders and wars, as well as those who preach World Peace while dropping bombs on their neighbors. He says the words 'morality' and 'justice' never fitted him because of that. He's been called an 'inhuman monster' because of how cynical and unsympathetic he is, but he loudly laughs that off every time.
Chang cares for everyone under him in the Triad, but he has a special teacher-student relationship with 'Two-Hands.' To his old student, Chang is even more casual and relaxed around her. He calls her by her nickname, Two-Hands, most of the time, but he knows calling her by her actual name would grab her attention faster than white on rice. He likes working beside her when he can, as it's not every day that expert gunslingers like them like each other enough to be called 'friends.'

- Human Skills: Being raised in a section of Hong Kong not very well policed along with being a former member of the Hong Kong police and part of the Triad kind of makes your survival instincts a little sharper. Chang is an expert marksman, which is why he prefers the .22LR over most cartridges, but he does have a certain knack for a 9mm cartridge.

- Quincy Items: The only item in Chang's inventory that relates to his Quincy craft is known as Zuihou Yi Tou. The full name is Zuìhòu Yī Tóu: Ràng Tā Biàn de Hěn Zhòngyào (最后一投: 让它变得很重要; lit. Final Shot: Make it Count). The container is disguised as one of his trademark cigarettes. The only difference is there is a small grey band about halfway down the shaft of it. The band extends from the side, so he knows not to grab it. Inside of it, there is enough reishi for a single post's full barrage.Thus, if all of the Reishi in an area is gone, this allows Chang to be able to fire for one post. The container is protected by quite a durable container, meaning that unless Chang breaks it himself or if something of immense power directly hits it, the reishi has no chance of leaking out.
- Quincy Cross: Chang's cross... isn't a cross per se. Chang's cross was his great-grandmother's, and it was split in half because of her being disowned by her family. The 'cross' was a full silver Coptic Ankh necklace, but it was split exactly in half by the Triad. Chang's family was only given half of it. When Chang took over the Hong Kong branch of the Triad, he found the ankh's other half. Chang has embedded the ankh's halves onto the side of the slide, with them each wrapping around the muzzle.

- Type: Dual Guns
- Appearance: Chang's bows are not unique in the form they take overall, but rather the model of gun themselves makes the bows unique. The bows take the form of two stainless steel Beretta M76 handguns. A gun that is over four centuries old still works like a new one in the hands of someone like Chang. The guns have a custom ivory handle with microcarvings that allow the reishi to be channeled even stronger. The guns can still fire their normal .22 LR rounds, but they still have the functionality of a Quincy's bow. His arrows are small just like the .22 LR in diameter, but they take up the entire 6 inch barrel. Engraved on the handles are the characters 天帝双龍 (Tin Dai Shuang Long ; Heavenly Emperor Twin Dragon).

- Background: Bai Ji-Shin Chang was born in a hospital a few miles from his parents' small abode in Hong Kong. Chang lived in the upper floor of a run-down half-apartment in a neighborhood in the Ha Tsuen district of the city. The area was full of buildings from the 20th century, as it was one of the poorest districts of Hong Kong. This also meant it was one of the most crime-infested. And Chang's family was no different than any other around him. In the neighborhood, you either payed the Triads or you were part of the Triads. Chang's family had been loyal to the Sun Yee On Triad for generations.
His father was a Cho Hai in the Sun Yee On Triad, which had finally knocked the 14K and Wo Shing Wo Triads out of their territory, no thanks to an outside force. Heung Chang, Bai Ji-Shin Chang's father, was promoted because he was the one that found the outsider willing to assist. He was truly not 'promoted,' but rather removed from his position as Hung Kwan, or enforcer. All Heung did now was set up meetings with businesses, the other Triads, and relay messages.
Chang spent most of his time outdoors, and his father wanted Chang to join the Sun Yee On Triad too and eventually become a Fu Shan Chu, which was the second in command of a Triad. So, Heung began teaching his son how to pickpocket at a young age. Eventually, Chang became the second source of income for the family. However, he'd soon have to bear that weight by himself.
In a meeting with the 14K Triad, Heung pushed his luck too far. The main Cho Hai of the 14K became irritated with Heung's proposal. Before anything could be said, the 14K Cho Hai shot Heung, which in turn caused Heung's bodyguard to shoot the 14K Cho Hai which caused the 14K Cho Hai to kill the bodyguard. The domino effect continued until eleven people were in shallow graves at the bottom of the sea.
Because Heung was very loyal, the Shan Chu of the Sun Yee On Triad said his organization would assist in providing income until Chang was 16. They fufilled their side of the obligation. However, his mother did not allow her only son to join in the organization that her husband had been killed for. Instead, she removed all traces of the Triad's influence in her house and brought Chang up in a way that made him feel like joining the Hong Kong Police would be the best job.
After graduation, Chang did indeed join the police force. He was simply a traffic cop at first, making sure people didn't park where they did not need to be. He followed every rule and regulation, much to the dismay of his corrupt superiors. His superiors were in the pockets of the Shui Fong Triad. The chief of police in his district was actually close friends with two Sin Fung, recruitment heads, of the Shui Fong Triad.
Those same two Sin Fung eventually made a mistake and parked illegally while getting a drink at a local bar on Chang's route. Chang put the ticket onto their car, and the two claimed they were immune and a small argument ensued. The two Sin Fung drew their pistols, but Chang was faster and shot both of them. Shooting two Triad members was normally a good thing, but not for this district. Chang was fired after his boss heard about what happened. Two days later, the precinct was firebombed.
Jobless, Chang returned home and met his mother and two men from the Sun Yee On Triad. They were there to offer him a position within his organization after they explained why he was fired for doing his job. Finally realizing that there was no justice in the world and everyone was there for greed, Chang accepted their proposal.
As a Chai, Chang did the normal things: extortion, blackmail, etc. Chang just made sure everything went smoothly. From making a delivery to picking up the protection money, Chang always met his deadlines. This was mainly because he didn't have the aspirations his father had. Chang just needed to get by, but he was doing quite a lot just for that. However, the one thing Chang was most skilled at was making sure that the opposing Triads lost members. Whenever there were disputes that erupted in gunfire, Chang was called there. He wasn't just skilled with the submachineguns the Triads had, but he had quite the expertise with the .45 Hardballer Longslides. Chang's style was unique as he never had just one Longslide in his hand.
During an escort trip to the United States, Chang noticed someone had tried to take his wallet, but had only taken the decoy. He chased the small figure to an alleyway, where he was met with gunfire from a handgun. This was after the meeting and he was on his way to the plane to leave, so he had no back up with him. After nine shots, Chang heard the sound of a clip being ejected and ran down the alley. He tackled the small shadow in front of him holding the glimmering handgun. She was an Asian-Caucasian mix no older than ten. He picked the girl up and took his wallet back. As he began to walk away, he told her to go home and she said that the alley was her home. Chang stopped and talked to the little girl a bit more, only to find out the girl was a homeless orphan, who plummaged and stole to make her living. Chang got a call saying the flight had taken off and that he had a ticket on the next flight. Taking his money, Chang bought a ticket for the girl too. He brought her back to Hong Kong, or rather he tried to. Instead, Chang's flight was to Thailand.
Chang tried to find a hotel, but the girl escaped from him. But that would not be the last he saw of her. Chang was there for business, actually. A new branch was opening in a small coastal city. The Shan Chu had sent a Heung Chu to Thailand to promote Chang to the position of Pak Tsz Sin, or administrative head. The Shan Chu also sent the necklace half of Chang's ancestor. Chang was now the head of this new branch of the Sun Yee On Triad.
Chang began to wear the twin halves of the cross and he'd get a strange feeling around certain odd-looking people. One of them approached him and tried to stab Chang, but he quickly drew his Longslide and fired... but it was not a bullet that emerged. Rather, Chang had not even drawn his Longlisde. In his hand was an ivory-handle Beretta M76. The projectile that had come out of the barrel was a white arrow-like object. Five years after they parted, Chang has once again met the girl from the US, this time in the very city he lived in. Chang taught her how to dual wield like he did, and told her that if she ever gets a 'tingly' feeling, that there would be a special gun she could draw from thin air. By that time, Chang had mastered being able to materialize the gun, and so he taught this girl, whom he had felt he had a strange connection with, how to do that on her own.
It has been three years since then. Chang still does the occasional business with that girl, and he's still involved in the Sun Yee On's south Thailand branch. He does not realize what he is, but he does know that there's a storm coming. He also knows he's one of the few that can fight the raging winds if it comes to Thailand.
