I'm going to go ahead and give both of them the all clear. However, Kaito will only be able to go into his 0-5 state once he reaches Shikai and above. So in his base he will get a boost to 1-1++ and he'll get the full 0-5 when he releases. You all most also make your power upgrade threads to be approved.

Rule One: You may only purchase a maximum of three upgrades every week for one character. Rather you do it in one settings or throughout the course of different days, this rule will still apply to keep people from spamming the thread.

As per that rule, you can only have either the tier upgrade or the skill upgrades for this week.

Also, your math is off. It would equal to 3.3mil yen for all six of those. 1.8mil for the tier upgrades and 1.5mil for the skill upgrades.
