Just to make sure I'm specific I earlier requested for Hiroshi Saito to be a Seated member in 3rd Division. I now want to specify it to the next open seat which is 3rd Seat

Due to what UHCM has told me, and what was recommended, I am removing Poliro from his position for losing to Gilgamesh as required by Central 46 and the Gotei 13.

Supporting this decision, Portal was required to make a certain number of threads in a certain time period to get poliro's tier back, and he failed to do so. Therefore, Poliro is stuck at 4-3, which is NOT good enough for captain.

I would like to reserve captain of squad 7 for an app I am currently working on.
