I've yet to actually submit an upgrade for Atlas since his creation, that wasn't from a burst. At this point he's fought in WWIV, been spiritually tested via Arjana, and has had a fair amount of relatively difficult fights. I think with him stepping into a more leadership defined role, and the trials he's faced in the above threads, he's at least worthy of captain level. I could probably make the argument for higher skills, but honestly rather put that effort towards just a raw energy increase.
