Reasoning: Takehiko has proven himself a worthy candidate of a transfer but more so in his studies. Developing himself as a skilled Kaido user for the Gotei. He's spent a majority of his time hitting books or studying with very skilled kido users. Momo Hinamori being one of his mentor figures helping him grow more. This growth has to lead him to step forward a bit more when developing kaido based techniques and begin growing more.

Reasoning: She has been a member of the Gotei for over a hundred years now, among many minor accomplishments she once led members of the Thirteenth Division through an incursion upon New York eliminating a multitude of Demons that possessed the area before being chased off by Mana Asthavon. She has held a seated position with the Thirteenth Division as well as the Eleventh before the switch to the Gotei United in which she joined at the beginning of its fruition. Thus, being a member for the last year give or take, with little accomplishment for a smooth IC transition to the current time and roster.
