Approving this since I discussed this with him on skype and allowed for those upgrades to finally be processed at once. The reason I'm allowing it is because the tier upgrade store one will be covered through his event threads, the world reformation skill upgrade is from that event and I'm allowing an EXP boost for the Moon Massacre mission.
