Nope. That is where you are wrong. It is not directly proportional to the amount. Are you saying just because a bowling ball and basket ball are the same size, (volume) they have the same mass and density? Haaah.
Example.
We all know Ichigo had a HELL OF A LOT of Reiatsu when he first fought Kenpachi. He impressed Kenpachi, but Ichigo's was never that dense. Kenpachi had a lot, and his was dense. Ichigo had a lot, but his was not dense, that's why he wasn't able to hurt Kenpachi. He made it dense somehow, likely through determination. Who knows. But the amount of Reiatsu is not and should not be directly proportional due to the reason i gave with the Basket Ball and Bowling Ball example.
Just because you have a lot of something does not mean it's dense.
Example.

Well im gonna pop my head round the corner and say: We have gone over our systems many upon many times. i even recall giving my own opinions into making something along the lines of what you are talking about. However, Tsu is correct when he says that changing an entire stat system = remaking apps which we really dont need to be doing right now.
Skills, masteries and all that, I barely even notice it in action. It just shows what you think of your characters skills in the way your developing them. If we start giving people numbers and percentages and frikin stat points, well... we may as well ditch this and go play Pokemon or Final Fantasy.
Now the stat shizz is out of my hair, im gonna say, what is really the point of making tiers labelled with "reitsu density" anyway? Half the time when your RPing, your not gonna be saying "oh no my density isnt sharp enough to cut that cheese with a sword." If you want to say their dense, say so in the app and make references to it.
Your speed and strength are affected by your tiers anyway but most of all, how you write your powers, abilities and racial attributes. If I make an app that says im slow, im slow. if i say im fast, im fast. As long as it fits the guidelines and we RP fairly its all cool. Having a little number that says "im 80% fast" will just make most people say "wtf?" and even more likely, overlook the thing cause its not really useful.
We be playing a RP forum, not an RPG forum.
If the tiers are gonna be refurbished, try not to add stuff we wont even pay attention to.

Being too specific is a bad thing. The open endedness that tiers allow us are best for the site, because no one can truly say that because their tier is higher they will win. Being too specific and adding in stats or anything like stats makes it too much of a calculated outcome, limiting the possible outcomes.

Not really. We just know how fast you are etc etc yadda yadda all the other attributes. It's safe to say no matter how strong you are, whether you be 250 strong, or "Master" strong, skill will always be a factor.
And chaozi, if this is going to be a Bleach RP, why not add in the factors that makes Bleach itself? Why cast aside some of the most important factors that make Bleach... well, BLEACH. And about your percentages thing, Chao, did you even read the initial post? I nver said a darn thing about percentages.
You should pay attention to every aspect of your character. There are obviously people who care out there, who care about it being fair and logical. While most people (almost all to be exact) don't agree with my idea for the stats, i'm sure they all would like for things to be logical and fair.
Would Bleach be Bleach if a 4th seat had the chance to attack a Captain and they sliced at the unsuspecting captain and severed his arm? No, It wouldn't Bleach, because in Bleach, the difference in the density of their Reiatsu would result in the 4th seat getting hurt instead of the Captain. Why have a Bleach RP if it wont follow [for this matter] an important aspect of the series itself?

Would the general follow the same rule as the racial for what tier gets what skills? ( Like 1-2 getting 2 advanced and 2 adept.)

thats great. so what tiers get what now? how many masters, adept, beginner etc etc does each tier get now that its been updated?

That is not getting updated, it will be the same, except you get the same amount for general and racial. Like, a 0 tier tier would get the same number of master-level in the general section as he would in the racial section.
