Shinryu doubted in many showing up but figured with his new position as Vice Captain of the Omnitsukido and Second Division alongside there currently being no Captain, that what he could do was at least try and develop an information network. And the base of that was to establish who the network consisted of: The other remaining squads. Their leadership was paramount in each of their divisions naturally but more importantly, sharing information with them on Onmitsukido movements as well as creating a line of communication could lead to more effective awareness of the battlefield and thus, more effective operations. Not to mention, he was interested in learning more about his fellow Vice Captains and Captains. Being the Active Captain didn't give him much leeway and because this wasn't an official meeting, no-one could show up and it would be no foul. Irritating sure, but no foul all the same.
"Oi, I really do hope someone comes. I made good intent to establish and set up the whole thing myself."
Shinryu pondered out loud to himself as he observed the room. There was a total of sixteen assembled tables for the thirteen squads, the kido corps, the royal guard, and a final table for anyone else who someone felt the need to arrive unannounced and uninvited. That table, unlike the others, had no snacks on them. Every table having various snacks, folders of information regarding what the Onmitsukido knew(or rather, knew and was privy to share) and on the snackless table, a collection of dunce hats for Shinryu's own amusement. Though it was more of a parlor joke than anything. If the uninvited were deemed unworthy of the information, they would be forcibly removed. With the hats upon their heads. Because why not? All the same, Shinryu simply pressed his forehead to his index finger and pondered before being interrupted.
You know Shinryu-kun, if no-one comes we can always hold the meeting ourselves. A special party hue hue hue!
Oi Shibo-obaachan, if you had bigger, more noticeable balls I might take you up on that offer.

Amidst the internal little spat himself and Shibo Aijin were incurring onto each other, Shinryu made note of some noises outside the door of the meeting location. He could simply hone in on their Reiatsu and figure out who it was but to be honest, it wasn't really worth the effort and Shibo Aijin was distracting enough as it is that in retrospect, he's surprised she hasn't gotten him killed with her antics when in mid combat. All the same, Shinryu was prepared to welcome whomever arrived and hopefully get some work done.

As he was dealing with his internal squabble a lovely young lady would walk in the room. It would be no surprise he noticed her footsteps be for sensing her approaching as she has very little spiritual pressure about her. it was so week that she was almost the level of a powerless human at 5-0. she has on no Shihakusho or haori of any kind, but just a black collared school-girls outfit. The only thing suggesting that she was supposed to be here was an armband which carries the 12th division symbol strapped to her right arm.
The girl would quietly walk past some of the tables instead of taking any of the open chairs she would simply walk over to a wall and lean against it. "Hate to be the bearer of bad news here, but I don't think anyone else is coming. Can't say i feel any of the captain's approaching this way. If you wanted there attendance you should have ask the commander to issue a mandatory meeting." the girl would stretch her hands up and reset them behind her head. this would make her feminine features more noticeable along with the small tanto blade strapped to her hips.
"If you don't mind id like to be quick about this... Its unwise to waste time waiting for others if we can do something productive with it instead. Don't you think so? Vice Captain of division two Kimoi, Shinryu. '' The girls voice was smooth and sweet, making it soothing to the ears.

Without warning, in very brief fraction of a second a mammoth level of reiatsu would resound throughout Seireitei, high enough to dwarf a reiatsu even at the level of a Vice Captain. Normally, such a level would go so far as to even incapacitate some beings nearby, but the time in which the reiatsu rose was too short to induce any actual effects. And the central location of the released reiatsu? In front of the Second Division's Quarters.
The source was Yukari Unohana, Vice Captain of the Fourth Division, renown for a few things, including her overbearing reiatsu. Normally, she wouldn't ever raise her spiritual energy to such an extent, keeping it constantly under check and control; however, she also felt it necessary to announce her presence before coming in--for the sake of formalities. Thus, a short raise in spiritual pressure served as a warning before Yukari would enter the quarters.
There was little necessity out of Yukari's visit. Rather, it was something she would do out of formalities. It was widely known that the Lieutenant of the Fourth Division was big on manners. In fact, her simple presence kept many of her shinigami on edge, pushing them to retain polite antics. Even a simple blast of her Reiatsu would serve as a warning, as if she knew whether or not those in her division were not withholding decency, like she was watching.
Nevertheless, her actions in these moments would be brought about by respect一respect for the Vice Captain that earned his position, as well as respect towards their diligence in--despite being new--taking the initiative to call upon an unofficial meeting.
Coming in, Yukari took sight to a few empty tables, all seemingly fitted out to the number of divisions in the Gotei--although, there was an extra one that seemed to stand out, dunce hats laying atop them. She attempted to gather for what reason they were there, but such logic seemed to surprisingly be out of her reach.
On the other tables were snacks and files; overall, this seemed to be a well prepared meeting, clearly taking quite a bit of effort to set up. With that thought in mind, Yukari was glad she had come, at least to have avoided making these efforts all for naught.
Something else she couldn't help but notice was the lack of people. By her count, only two others were there: Shinryu Kimoi, the one whom called the meeting together, and someone else she was unfamiliar with, who didn't seem to even be dressed in the traditional Shinigami garbs.
Setting aside Yukari's momentary scan of the room, she set her actions in order, bowing to both beings and putting the formal greetings in place. Afterwards, she would take initiative and see herself to the table designated for those of the Fourth Division.

At the tail end of this regal Shinigami came a rolling cloud of smoke. The smoke cloud had no concern over who inhaled it and what kind of temporary or permanent smoke damage it may cause. As the cloud thinned out, a young man with bright white hair and vibrant blue eyes could be seen causally walking behind it, a hand rolled cigarette hanging loosely out of his mouth and the evident source of the smoke. As he entered the room, the man flicked his cig onto the floor and rubbed it out with the heel of his foot, with as much care and concern one could expect of him, none at all.
Heading over to the section that denoted the 9th division, or what he assumed was the appropriate section, he flopped down "gracefully" onto the chair for a vice captain and kicked his feet up onto the chair for the captain. He of course had on the standard garb for a Shinigami, however his sleeves were not present, in fact it looked like they had been ripped off as if to make a normal outfit into a sleeveless tank. Around his right arm there was band with the white poppy that actually confirmed this to be Tatsuki Arashi, the Vice Captain of Squad 9. His attitude regarding the captain's chair telegraphed that he had no confidence that his Captain would show, and if he did, well he didn't much care.
Tatsuki, or Iki as he went by and urged his squad mates to refer to him by, had this air of rebelliousness and a sort of "cool kid More Duck" about him. What made this relatively funny was the fact that Iki didn't exactly measure up to some strong as hell punk. In fact he was tall, around six foot or more, with a lanky, only semi muscular tonnage. So instead of a thug he looked more like that one quiet kid who always stood awkwardly aside had decided to try working out instead of reading a book. A fact that if one were to bring up to him, he would assure you through violence that he had not just started working out and he in fact had some actual skill.
Looking around the room he noticed three other people, the man he assumed was the one that had called the meeting. See, Iki was actually relatively new to the position of Vice Captain himself, however his concern with familiarizing himself with everyone was on a scale far lower than this 2nd Division Vice Captain. It was a bit ironic considering he had joined the 9th Division in order to write powerful pieces and critiques on the Gotei 13 in his squad's rather infamous newsletter. One would think he'd get to know more about the people he intended to write about or even expose, but hey, that's why he was here now right? Continuing to keep this calm arrogance around him, he mentally prepared himself to absorb everything that happened here and prepare a statement piece in the next round of the newsletter.

Shinryu paused and made sure to take in a moment to observe the individuals entering the room. Shinryu listened carefully to each word and noted the otherrs entering the room, being pointed in the fact that only one was a Captain, the other two Vice Captains like himself. Even still, this would be enough to at least get something started. And he kept his intel in check and knew where each came from. And ironically enough, each of the divisions were ones of valuable use. She brought up how to bring an 'official' meeting but, Shinryu already knew the circumstances that made that difficult to put up.
"Oi Sweetie-Taichou, you're saying that like I haven't tried. I even put out snacks. All quips aside, every time I try to make the requisition to Sleepy-Taichou, his babysitters tell me 'He's resting this' and 'only urgent matters' that. You'd think they realize that resting or not, the Gotei 13 would need their Soutaichou in order to officially get anything done. So I decided give my hand at starting this up myself."
Shinryu said towards her, not paying any words to the others for the moment. He needed to recollect his thoughts before putting them into place and took a deep breath before paying his thoughts mind as he made a mental note of what he needed to be done. And then made a collective note in his mind.
"The information on the folders is what salvageable and active information we have on current enemy activity. Given the circumstances, the Patrol Corps was done a solid job in gathering intel given the elusive nature of the newer enemies as of late. Having their own place to reside outside our reach makes the efforts diluted at best. I've gathered you here however cause, recent activities have proven that there are holes in our information network, mostly due to internal squabbling over whose job means what and not sharing information like children. This is where I propose we make amends to that way. Our new enemy can and has, easily exploited this weakness. It's time we remedy it. Ironically enough, the only Division representatives that had the time to arrive. The twelfth. The fourth. And the nineth alongside my second, are the divisions who can best gather, organize, and apply this information to crucial points so it's a more solid start than I anticipated. I will also point out that, until we agree on an information status of secure and unclassified that it will not be shared with unauthorized individuals, if purely only for the safety of the Seireitei. Any questions before we proceed?"
Shinryu moved forward and opened the folder he spoke of in question that he shared with others. It was important that is was also himself doing this, the 2nd Division most notorious for keeping information from others as the first to wish to establish an open dialogue, would definitely get the others attention. Or maybe they wouldn't care, he couldn't say for sure. But he knew he had to get the ball rolling at least.

Isae would give a little chuckle. "Yes you have a point there is a good amount of laziness and failure to think things threw amongst our rinks as of late... But to think it has got to the point where you must lay out treats as if their children and need an incentive to do there jobs. it's a bitter tragedy no?" moving her left hand over a bit she would start coiling her long black hair around her index finger. " I Am Happy to see at least some other divisions had enough respect for your position to send a representative... But i don't like to make assumptions if it can be avoided. so i would like to confirm verbally that you all have the authority to speak on the behalf of your squad. Just as a precaution.. I hope you under stand the red tape."
in truth she would normally be Extremely irritated by one of the people's actions... but this was not an official meeting and they was in another squads barracks, there for not her call to make. she with breathe a light sigh and a passing glance at Tatsuki Arashi before turning her focus back to them all as a grupe. Isae walked across the room. "As long as you're willing to Agree not to overstep any clearance issues then the 12th is willing to give any information it can." the left hand swinging down and letting the little bit of hair that was tangled in it fall loose once more as she said a word ever so faint "Haien.." a small purple stream would quickly fly from her fingers tip hitting the discarded parts from a cigarette left on the floor. a flash of flames would blaze for less than 2 seconds. but after it was done there was no trace that the fire was ever there. no smoke, no burn marks. the floor was unharmed at all. the cigarette butt was gone. its very existence burnt away by the flame. Isae ended her little walk by going over to the 12th's table and taking her spot at the captain's chair.
