The reasons for the decreases have to do with the fact that he shouldn't be a jack-of-all-trades, and should instead be a monster physical fighter, which is what he actually is. This explains the major decrease in Kidō, as with these changes, he won't ever be able to use Kidō again. He also loses out on his Acid Skill, though that wasn't very high to begin with. His regeneration was lowered because he really isn't the type to regenerate anyway, and would actually probably prefer to stay injured. As a physical fighter, he wouldn't be using Cero or Bala techniques much anyway, if at all, so both of those skills were lowered. He never would have tried training up his garganta skill, so that was lowered as well. While he is a Hollow-reliant fighter, he wouldn't have worked on his mask protection skill, so that was decreased by quite a bit.

As for his two increases, he can be related to people like Zaraki Kenpachi, who may be shit and unable to do anything with a lot of special techniques, such as Kidō, but is a monster physical fighter, and so at least one of those increases makes sense. This is amplified by the fact that his Power Augmentation skill is so high,which provides major increases to his physical stats, and the fact that Stefan has been involved in a lot of threads where he fights almost solely with a sword, and doesn't use many (if any at all) special techniques, and actually does rather well.
