I'm confused about the angel race and wanted to ask...Can you become one? and if so, How?

Not off the bat, no.
They're for existing characters that can past the test set by Truth.

so in my understanding, anyone in any level can go through this process and come out as an angel?

Yes, but I'd rather that a character built themselves up a rapport on the site first. I don't like to make it sound like I'm being picky, but it makes me feel more comfortable, since Angels aren't born, they're made. I'd rather that, as a new member, you didn't go ahead trying to make a character become an Angel just yet. I apologize if I seem like an asshole going about this, but there are only seven Angels in total at any given time, so yeah.
