There was truth to Yuuto's response, more than some might hope but the questions he asked were entirely fair and even expected. However while there was truth, there were also hidden motives that Yuuto was unaware of... though those motives existed long ago and were brought about during a time when Yuuto was not around.
"You misunderstand my motives, Hisakawa Yuuto. If you wish to have your secrets then have them, they make no difference to me. As for your claims you are correct in only half of your deduction, my districts safety is of utmost concern to me as its ruler and protector. As such I will answer all of your questions with just one answer; I left the Gotei 13 because I was there only to keep the promise I once made. When Genryūsai Shigekuni Yamamoto came to my district, he offered a deal as I am sure most are aware. Follow him or die, I saw easily enough that following him would ensure the safety of my district and thus promised to follow his Gotei. At the moment of his death, it was no longer his Gotei and as such my promise was both fulfilled and finished."
His eyes the entire time remained on Yuuto, his posture mostly neutral to hopefully avoid agitating the man. "As for why I never re-emerged, I saw how the Shinigami of this day fought. I had confidence in their capabilities to protect this realm, and protect it they did. When 'all of creation' went to war, as you say, my concern was the protection of my district. I saw no need to unshackle my Zanpakuto, for the Shinigami and those fighting were proven capable enough to protect everything as is evident by the fact we still exist. Had I thought them not capable, I would have returned. Do not think I have any loyalty to Genryūsai Shigekuni Yamamoto, I followed him to ensure the safety of my district and nothing else."
He then motioned towards the scene around them, even now as his body turned to aid with the gesture his eyes remained trained on the other Shinigami "However not a week ago an attack swept through my district that wiped out almost a quarter of the entirety of it. It was an attack so enormous it made the ground itself quake before even arriving, and for several minutes after it was gone. I tell you my goal is the protection of Soul Society as a whole for two reasons, neither of them you will like or agree with. One, because the safety of the Ryugon District is my problem. Two, because the fact a quarter of my district has been wiped out without any Shinigami coming to aid it before, during, or after the invasion. Do NOT question my motives, Hisakawa Yuuto. I am many things, but a liar is not one of them. I whole heartedly regret leaving now, I will gladly admit to that, doing such is my greatest regret because clearly doing so has left the Gotei so weak and feeble as to lose track of their own Captain Commander, have it dissolved by their Leiutenant, and put up a response to this disaster that is so utterly weak that I felt no longer safe allowing the Shinigami of this day to provide protection. Because clearly, some of you are incompetent."

A desire to keep his district safe, as well as selfishness masked with gloating and arrogance. Yuuto's eyes only narrowed in further doubt, suspicion, and irritation as Suigan continued to speak. Whispers taunted and teased him from his head, though he still managed to latch onto every word from both sides. There was a hand that rested not on his sword, but at his side, and as the hissing, hazy whispers echoed in his head, the hand twitched lightly.
That thing called for blood, called for him to make Suigan suffer. Yet, he resisted, no matter how heavily the strain and tension he could feel in his arm, desperately trying to be forced into movement. He would not give in to something that claimed to be the worst of him.
"Do not refer to your goals as such," Yuuto said. "When they are so blatantly mired in selfishness and arrogance."
Suigan had been consistently contradicting himself, to a point where Yuuto had grown tired of it. Yet, he still remained firm as he glared at the other man. He claimed he held no loyalty toward the late Head Captain, yet he gloated so freely of how none of this would have been possible under his reign.
To some extent, that was true -- to many, Yamamoto was unstoppable, immortal. He had served as Head Commander for over two millennia, never in that time or now had another Shinigami been born that could best him, much less rival him.
Yet, he also knew that nothing was impossible. The fact that Yamamoto now lay dead was enough proof of that. While he processed and heard every word that Suigan said, much of it was filtered out -- most of it was irrelevant anyway. However, his final comments earned something that could resemble ire from the former Stealth Division Captain.
"I would hope that insult is not directed toward me," Yuuto warned coldly. "Nevertheless, if you wish to offer aid, then spare the ego, and get to work. Prove that you deserve to be called a Shinigami."

Selfishness... Arrogance... Yeah that summed it up pretty well admittedly, though he hadn't ever claimed not to be those things. In fact referring to the entirety of the Ryugon district as his district in and of itself was probably one of the most arrogant things one could do, which admittedly did illicit a slight chuckle from Suigan.
As for his comment... well "My insult, if you must know, was directed at those who abandoned their sacred duty in this most pivotal of times. So unless you abandoned your duty to defend Soul Society, and given you're standing before me within the Seireitei I would like to think not, then no it was not directed towards you."
In truth he had no desire to 'prove' he deserved to be called anything outside of the one who ruled the Ryugon District. Nevertheless, it did seem these two things were likely going to be side-by-side with each other in the upcoming years. "Very well then, Hisakawa Yuuto, since I am working alongside the current day Shinigami I have only one more question for you before we go our separate ways; Given our conversation, I doubt it would be looked upon with any measure of gratitude if I summarily executed them on the spot, so if I should find a traitor where shall I bring them?"

Yuuto's eyes narrowed at Suigan's response. It was entirely possible he was lying, especially since now he was going on about the Shinigami's "sacred duties," another piece of irritating irony from him. Nevertheless, Yuuto took a moment to consider what should be done with any remaining traitors found. He didn't want them executed on the spot, there was information that would need to be extracted from them -- particularly for the sake of making the rest of this task easier.
So, Yuuto simply took a breath, before turning around and beginning to head back to his office, leaving Suigan with only one directive: "Bring them to me."
