Predictable, as always. So many words, yet little of substance. This entire display only reinforced Byakuya’s notion that silence is often the wiser course, as it allowed him to take in what little they bickered over. Still, he needed to speak up, but the only definitive proposal? To leave the Captain Commander seat vacant—absurd, and impossible. The Gotei, now "separated" from noble authority, would simply appoint someone without so much as consulting the nobility. If any of the people here wanted a choice in the matter, to regain some authority, it was important to act swiftly.
"Setting aside the undeniable success of the former Head Captain, Genryusai Shigekuni Yamamoto, it was his prolonged tenure and failure to groom a successor that led to disastrous complacency. His death forced an abrupt change, one we were ill-prepared to handle, leaving us incapable of adapting effectively in his absence.
Another obvious issue is that this so-called Gotei "United" resembles little more than a social club. After engaging with several members of the newer generation, it's clear they are weak—more interested in camaraderie and entertainment than in upholding the balance. They’ve strayed far from their intended purpose.
Given this, I believe the solution lies in a balance of tradition and innovation. The next Commander must not only uphold the laws that ensure Soul Society's stability but also possess the foresight to embrace progress. Only through such a blend can meaningful, beneficial changes be realized without undermining our security.
The Soul Society is weak, and the Gotei "United" has lost even its dulled edge. What we need is decisive action, not empty words. If no one else capable of leading—of taking up the mantle of Captain Commander is named, then I will do so."

They skipped all that fucking himming and hawing that these meetings sometimes had. Fuckin good, she could see it in plenty of faces around the table. ‘What a bunch of idiots’ ‘This is a waste of time’ ‘I know whats best’. They always fuckin showed up, but at the very least they were opening their damn mouths.
So three camps so far.
They had the ones reminiscing about the old days. About yamamoto apparently. Kagenaga and The Kurata Brat. Guess they had another mini Tsunayashiro cropping up. They seemed to have similar ideas of shoving themselves into the gotei’s business.
There were some Rukongai representatives, bless their hearts. Aiban and Morikawa. Abalia’s invites if she were to guess, and probably not the only ones.
They had the Shihoin and Sawachika who had a very different remembrance of what kinda man Yamamoto was in terms of what they needed at a time like this.
Ah. And a representative from the purse clutchers. Machihara.
Kuukaku closed her eyes as she took a moment to consider the situation. Good, everyones stance was clear. Better out here than muttered to eachother in their little burrows.
”Sawachika. Morikawa. If you still got concerns about restoration and reconstruction we can speak after the meeting. If theres a problem with funding or manpower The Shiba is willing to assist.” Weren’t no secret that building shit was practically a hobby of hers. And the Shiba used their own, contractors rarely had her vision. She and her boys would be more than enough to supplement the construction effort, they specialized in fast reliable work.
”As for succession of the commander, the Shiba family does not have a candidate in mind at this time.” She wasn’t going to concern herself with that. Frankly, she doubted it would matter. She figured that the moment she’d received the official report. About her brother being slain as subject of treasonous accusations. That alone told her enough about what was down the road. But she knew well enough what to say to get hackles raised and peoples opinions out in the open.
And the more she knew about where these people stood, the less chance of surprises down the road.

He remained silent through the proceedings as they all spoke their piece, leaning back to listen to one of the attendants next to him. The words made a puzzled scowl form on the face of the judge, he didn't pretend the understand the sense of the person attending him but he was just retainer to the great family as well. There was a better choice in his mind when it came to a powerplay, however, the return to abiding by the law was of higher priority now than seizing control. Perhaps there was a longer term play in mind than he was looking at.
"The Honjou support the Kuchiki, and their attending families, in this decision."
Once he made the stance there were some ripples as each representative of the fourth, not present, great noble family fell into agreement towards Byakuya Kuchiki as the one to hold the mantle until an appropriate candidate came to fruition. By his count that left the Koizumi, the Shihoin, and the outliers to make their own stance clear on the matter.

Bulldozed. Too many voices that wanted to be heard. Taking offense for someone who can't even do their job. Misplaced huffing and hawing for the sake of appearances. Nothing resembling tact or planning -
Well, that was a surprise.
Hitoshi hadn't flagged Byakuya as the power hungry type - the Kuchiki had taken changes to nobility in stride, and he'd stepped down from a captaincy before. If the rumors about the invasion were true... Guilt or honor? Ah, what's the difference. He's making a play. I'll make one too. The man shifted in his seat, leaning forward as he spoke to the room.
"Restoration and reconstruction will take time. What the citizens of the rukongai need is to feel safe, and the Kurata have already begun spreading relief amongst several districts. As our duty, we would not see it fit to speak before you all today without having done at least that much." his head would turn, a level stare towards the Shiba's head.
"There was no intent to name a candidate, house Shiba, but one has presented itself that - we easily believe - has our values at heart. The Kurata support Kuchiki Byakuya in his campaign for Captain Commander," Hitoshi slipped a hand into his robe, producing a file, thick and earmarked."And present a signed petition of two-thousand rukongai citizens begging, no, demanding change. This is their home as much as ours, and we are sick of seeing them walked over!" The Kurata's tone only becoming more vibrant as he spoke, brandishing the papers like a holy book.

Lady Aiban lightly and silently tapped the edge of the small table infront of her as she took a moment and waited, half expecting more candidates. A few of the rabble voiced other familiar names, but frankly they were drowned out by the more vocal ones supporting the Kuchiki’s self nomination. Waiting for a relative lul in voices, she decided to voice her own.
”Noble as the intentions may be, I think it worth considering that appointing a Captain Commander won’t be doing us any favors. The last thing we need is the gotei bristling at this Governing Body attempting to pull it back under its control. Lord Kuchiki, with all due respect: if you’ve held such passion regarding the gotei then perhaps you should have stepped forth and sought to take up Captaincy when Commander Murasaki was seeking them. If you had, you’d be in a far more natural position to take up Commandership. But you didn’t, and as such neither you nor this governing body are in a position to be asserting themselves. House Aiban would like to present the motion to not assert any such authority on the position of Captain Commander.”

Quite a few points had been made, in one way or another. Abalia had internalized everything said as naturally as breathing, but for now, they were reaching something of an impasse. She did not make any particular motion to make clear she was speaking; she simply spoke, her sheer presence making itself so apparent that it might have felt as though interrupting her were asking for death.
"If there are no further motions to be put forward, then it would be best if this was brought to a vote."
Her gaze shifted toward the head of House Kurata, but ultimately, she said nothing. Abalia had, after all, lived most of her life among the people of the Rukongai. She had worked for their well-being far longer than for the Seireitei or the Gotei. She knew, regardless of what the man's true intentions even might be, that the nobility did not care for the Rukongai beyond what they might be exploited for. Addressing a petition such as this, when the Rukongai had their own chambers in Central 320, would have delayed more pressing matters here and now.
"All families in attendance may cast a single vote. Record-keepers will take tally of the results. If there is nothing further to be discussed when the vote is completed, then we will adjourn this assembly of Central 46."
