"This emergency session of Central 46 now begins. The topic of this forum is with regard to the future of the Seireitei, and the role of both the noble houses and the Gotei United therein, having been requested by several families. I will, as moderator, cut off any discourse which is not meaningfully productive."
As representative of the most prestigious noble house which sat outside the Great Noble Families, and as former Captain Commander, it was only natural that Abalia Kyoraku be the one who would oversee this particular assembly of Central 46. Of course, given the circumstance in the Seireitei, the overwhelming majority of noble houses had requested permission to send their own representative; all had been approved as a matter of course.
"The floor is open."
Whoever opted to speak, Abalia's attention fell squarely upon them. She would not tolerate anything less than the utmost decorum in this setting, not when the situation demanded immediate attention.

The recent catastrophe in the Soul Society left no question that this meeting of Central 46 was inevitable. All nobles had the right to attend, and so three specific individuals, each with a personal stake in matters, made their appearance.
Byakuya Kuchiki's presence should not have been surprising. Duty-bound and unwavering in his convictions, he was not one to neglect his responsibilities, especially as the Head of the Kuchiki Clan. Once he entered, he took his spot and remained silent. Before speaking any opinion, he would hear the others.
J. Saionji's appearance might have been mildly surprising, since he had not appeared at many meetings like this in the past, his focuses generally elsewhere. However, the war that came to the Soul Society, not just the Gotei, J felt that his presence was necessary. He would provide whatever he could.
Hana Aoyama's presence would be a surprise, since she was never present at anything like this, and her father would normally have been the one here. She had no idea what she could provide here, but after receiving notice of the meeting, she felt obligated to attend and was wary of consequences for those who didn't.

Kuukaku's presence was probably a big surprise in a forum like this. No less the mantle that hung on her shoulders, signifying her status as the head of a great noble family. How many damn years had it been since she even put this thing on? A few times in recent memory, but she hardly put any thought into it. She was here because for once, this place actually had something of importance going down. Making her way to one of the seats that had been offered to the Non-Central 46 members, she made no effort to look around or make eye contact with the other nobles nor Elders comprising the Central 46 Proper. She wasn't here to be social, and the two large men flanking her: Koganehiko and Shiroganehiko, echoed that seriousness as they promptly stood on either side of her while she took her seat.
She didn't pay much heed to the other nobles that gathered, but once Abalia had spoken up, the woman did garner Kuukaku's gaze as she opened the forum. Naturally she Shiba wouldn't be making a fuss. Goofy as they could be, her Guards knew better than to act up. After all, Ganju had been nice enough to volunteer and guard the estate while they were gone, they knew better than to make her regret that decision.
The Subject had been set. And the floor was promptly opened. And it was at that time that Kuukaku promptly drew attention to herself by peeling the wrappings from her head and set them down on the table, leaving nothing but those dark locks on her crown as she folded them quickly and set them firmly onto the table in front of her before speaking.
"There's no use in beating around the bush. With the disappearance of the current Captain Commander, the fate of the Sereitei is up in the air once again. Given the extent of the changes that have been made in the last two Commanders alone, Soul Society has seen extensive restructuring and change. With the Gotei's new independence, the new commander will decide the landscape for the foreseeable future without a whole lot of constraints. However, as of present, while they have a Stand-in Commander at this time. It's no secret that the remaining Captains, our most viable candidates for a new commander, are a pair of flakers who never had any interest in Captaincy in our current day and age till Murasaki took over, as our acting Captain Rio Shihoin who has found her position no doubt to her own surprise, Acting Captain Julian Vendemiaire, the infamous Elyss Kishimoto who if I'm not mistaken: is stuck in the world of the living, and our Muken Alumni Kanae Nagoshi.
I think a good place to start would be who it is that's likely to take that position without any formal body having the authority to appoint the next commander. As well as just what sort of repercussions we can expect based on who it is that takes that position." She stated firmly and without looking around further. There were certainly a number of other concerns that they could get into.
But Abalia had said it herself right? The primary subject of this forum was: The Future of the Sereitei. And as their Moderator herself had proven, this unfilled position was going to be the biggest deciding factor on what that was gonna look like.
"I'll go ahead and be the crass one and ask: Which one of these potential leaders is gonna suck the least? And how likely do we think that they wind up being the one to step up?"
Was she psyched about being here? No. But this shit was important and she didn't want this forum to drag its feet humming and hawing itself like it had in the past. Nor did she want any of these fresh faces sitting around too scared to speak. She looked at each and every attendant as she spoke, making it clear that she was expecting them to speak.

"To what end do we wish to debate the nuance of terrible candidates as you put it, Lady Shiba?"
He spoke up from his position. The crass voice of an old man up in his years shot back a question and adjusted his glasses. Kagenaga did not want to waste the forum's time with discussing this folly, rather they should attack the issue head on.
"We are gathered to discuss the future of the Seireitei, and yet we should discuss the present. Many here have suffered losses, not once, but twice to foreign incursion into the Seireitei. Both times the Gotei Thirteen and United have been responsible for the protection and both times they have failed to prevent or minimise damages."
"Yet you begin the discussion with asking how we ought to weather whatever storm cast onto us rather than address the issue. In thousands of years of history, the Soul Society has never seen more invasion, more damage, than this last century. The living world has changed in an irrevocable way with its rise of spiritual awareness that has only made the shinigamis' role more difficult."
"Why are we in this situation? It's simple, there has been no captain-commander that can succeed the founder since his passing! I ask everyone here how much longer we are to weather this storm? How many more times will the balance of the three worlds be threatened? How many chances are the Gotei to be given when its spirit died with Genryusai Shigekuni Yamamoto himself!?"
He rose his voice to make sure that it projected. He was passionate about the topic he brought to the forum but his motives had to be put aside for now in the interest of the noble family that he served. Regardless he had to raise the elephant in the room. There was no Yamamoto and accused as they were of maintaining tradition, this was one that had overstayed its welcome.
Until someone rose with a new system that could evolve to the new situation of the three worlds, the Gotei was a shadow of itself. Without returning the world to the same state prior to the events of the Winter War, it was an archaic idea that would continue to fail.

"The Gotei has been attempting to compensate for the loss of its founder with structure change after structure change. Still we find the streets torn to rubble - and we will rebuild - but the faith of the citizens is the lowest it's ever been! None of those candidates do anything to fix that. Lord Yamamoto was many things, but what they all remember, is safety." A surprising amount of emotion from the man, his eyes sliding across the other noble families. Shishiyuki wasn't attending - some attendant for the Koizumi Hitoshi didn't recognize.
"The tragedy that we've all gone through demands a righting of the ship. We are in no position to be taking more damage, and acting rashly means sinking us all. For that end, the Kurata would ask to put a motion to vote. " Raising a hand, Hitoshi's gaze flicked to Byakuya's for a moment, flicking back forward all the same. "I propose we leave the seat of captain commander vacant, and with the full backing of the Central 46, we find a candidate to be trained for the position. A symbol that everyone of Soul Society could look up to." his voice was steady, confident, and after a pause, he lowered his arm, finishing his peace.
"And until they reach the appropriate status of Genryusai Shigekuni Yamamoto, the Central Forty-Six acts in their stead."

Lady Aiban's voice would very quietly assure Lady Morikawa as she remained quite firmly settled in her seat, leaning forward slightly and somehow managing not to hunch despite her age as she let her eyes shift over to the young man that had put forth such an impassioned speech. Well, to say nothing of the brief roll of her eyes she'd given to old Honkers making a fuss of things just before him. Hmph.
NAturally, this had been the first time that Lady Aiban had had been to a gathering QUITE this strictly noble. Who'd have thought that she'd see the day Shunsui's little Starling would invite her to one of these things. Like a damn drowner pulling someone else in with them~
What a charming little twerp.
But all the same, she had shown up. All formal'd up and pleased to see that 'cooler heads' were prevailing just as much no matter how fancy the furniture. Still, this time she spoke loud enough for all to hear.
"The Position of Captain Commander is a shrine to decisiveness and stepping up against the tides of time and trouble. Wise as can be, the Central 46 is NOT a body that can move to the tune of the Gotei. Otherwise the Sereitei would have been led by it from the beginning." She turned her attention to Kagenaga 'Honkers' himself. "So you want to grab them by the ear and show a firm hand? I trust there's a Candidate that you have in mind then. It must be someone quite good if you think it'll be enough to impress Miss Masamune. And I can only imagine Young Master Kurata has someone in mind as well?" She ventured, shifting slightly in her seat as she lightly folded one leg over the other. Oh if this were a slightly less formal meeting, she had a right knockout guess as well~ But even she wasn't sly enough to think she'd be spared a stern look from Miss Kyoraku just for her age.
"That said, I do feel we should touch on Lady Morikawa's point by the end of the night. Speaking of the present, I've heard that there's been some real rousing going on in some of the districts. The gillian razing so much of the rukongai has the citizens scared and riled up. We may have more than just the Gotei to concern ourselves with in our immediate future. I can't speak on their behalf, but I can say firmly that the Sakutaiso is going to have its hands even more full by the end of the week. We should take into consideration measures to keep our City calm. I don't think anyone needs a reminder of what can happen when the rukongai believes that the Gotei no longer have their best interest at heart." She noted firmly.
"But certainly, the succession is a worthy subject too. Can't really offer my own suggestion as to a candidate though. My knowledge of the Shinigami roster is older than this Chamber." She conceded with a smile.

Machihara Masao | Family Head
The Machihara were far from a prestigious family, lacking the pedigree that many of their peers had earned from proximity to the original Gotei and having had few members of their clan ever join the organisation let alone rise to any prominence within it. But they were still a longstanding noble family, and so an invitation had found its way to their door. Given the pandemonium, they were busy with several members of the family injured whilst others were left tending to the wreckage that had been left in the wake of the invasion but the family head would make the effort to represent them all today.
Masao Machihara was a broad-shouldered man with a wide build, though he was not tall and far more rotund than actually imposing, with rounded features and a small clump of balding pink hair so dark that it would have been easy to mistake for brown under any circumstance. He sat on a chair that was struggling ever so slightly to uphold him, legs bowing inwards, a walking cane held out in front of him to act as a ballast. There had been the thought that he might tap it on the floor to show his support of any given opinion, but it had remained quite still ever since the moderator had called for this meeting to begin.
Gotei this, Rukongai that. It was like they had forgotten that the Seireitei had borne the brunt of the destruction, countless nobles were not here today because they had been caught up in that disaster. He had lost valuable business assets to that wanton destruction and the focus remained upon how they could best serve others and not a thought for how to best serve themselves. But people enjoyed appealing to that goodwill, to help out the unwashed masses and such, so he would have to be quite coy. Unfortunately, that was a characteristic he certainly lacked. There was a quiet creak and pop as big Masao pushed himself to his feet, slicking back a few strands of hair from his face before he spoke.
"My dear fellows, I appreciate all your fine words. It is certainly true that the Rukongai and the Gotei both need further guidance, and we few have the experience to give it." His spectacled gaze glanced around the room, not lingering on any one person before returning to the centre. "But I do not believe I am the only person here that feels like we must look inward as well as out. The reforms of recent years have been a terrible burden on our resources, and now - after even more has been destroyed - we are positing the idea to offer up what little we can spare? I say we must think of ourselves so that we can think of others, repeal and reassess."
Returning to his seat with a huff and a puff, he settled in to watch where the discussion would go. His remarks would likely win him few friends, but they were genuine and certainly shared by many even if they would not admit it quite so publicly.

The bumbling of idiots was something Chidori Shihoin seldom had time for, the bumbling of 45 of them, however, was enough to drag her out of her palace and fulfill her duties as head of her family. She sat in her seat on the floor, one of the people closest to the mediator. For the previous moments she sat and she listened and she disagreed throughout. Something must be wrong with the new generation and something was definitely wrong with the older ones.
“First and foremost we should tackle one issue at a time, no?” Arms crossed, her gaze shot across the arena and locked with the Machihara representative. “We can throw your self-reflective pity party later, after we figure out how to move forward.”
“Focusing on matters at hand…” A brief pause broke her decrees as her body shifted in place, bringing her up in her chair. On her face as an expression of exhaustion, bags firmly planted underneath her eyes. “I find this meeting to be a waste of time.” It wouldn’t be Chidori if she didn’t state her opinion, just that over time she has lost her formal touch. Nonsense was a game designed for children, and a child she was no longer.
“To act as if Murasaki is incompetent is downright disgusting, to sit here and compare her to her predecessors is dangerous. She is not Yamamoto. Hell, she’s better. To sit here and say that you preferred the rule of a violent tyrant? As a noble?” Annoyance now took precedent in her emotions, a clear expression of disgust to accompany it. For the moment her statements were getting personal and the mature Shihoin could almost feel the gaze of the moderator and quickly decided to get to her point?
“Those who have been left behind are clearly the best choices we could ask for. Men and women die while all we do is sit in a room and shout at each other.” Eyes scanned the crowd for the older individuals. It’s not as if she particularly cared about who heard what she said, but after having taken a step away from the politics she knows how easy it is to get swept away in the dramatics. Some want to put up their own people, others want a plan, most want change but have no idea what they want nor how to achieve it.
“From where I’m sitting, there are two courses I would like to present to the floor. The first is that, clearly, the position needs to be filled. Regardless of whether or not they are capable of doing so, with the lack of some key members it proves that now is the most important time to do our jobs. Pick one, pick someone, we don’t have the time or manpower for molding our own. Just say a name, if you claim to care so much then you must know at least one name to put forward, no?”
“On the other hand, things can stay as they are. Each captain is capable and they already have meetings without us. Make them a council. Perhaps not permanently unless you trust your colleagues to not make a mockery out of war.” To her it was likely that noble families would start to collect captain positions like it was an exotic treat, getting high off the power that influence could give. It was bad when there were 13 captains and with less it would only become worse.
Her thoughts have been spoken, leading to a return of slumping deep into her chair.

Whether by good fortune, by their own refusal to settle for a life of ease, or some combination of both, the Sawachika Estate had suffered quite little in this attack. Of course, the same could not be said of the Sawachika themselves, for they were not the sort to sit idly by when their home was under attack. His eldest daughter was still in recovery and had nearly exerted herself to an early grave; his youngest son was far from recovered, and his wife would likely be in bed for weeks while her wounds healed over.
Even so, Lord Sawachika would be present for something as momentous as this. He had no intention of speaking just yet, preferring to study the people around him, to look for those weak points and be ready for when they collapsed in time. His daughter accompanied him, allowed on the grounds that she was ready to assist if his own injuries from the battle became troublesome. They would not, of course. Lord Sawachika was a man who did not falter. But she had been adamant in her desire to accompany him, and so he had allowed it.
"There has been no Commander whose presence equals that of Genryusai Shigekuni Yamamoto. Of that there is no question, and the voice of Honjou speaks true in that regard. However, there will never be a Commander who does. He is the one, you recall, who built the Gotei into existence. Had he wished, we would have been turned into nothing but ash. It was simply the nobility's good fortune that he built a military, and nothing more authoritative than that."
To speak on hypothetical destruction, in the wake of such real destruction, may have seemed unreasonable to some. But the reality was that Yamamoto would have inflicted far worse, had he only wished to do so.
"Does the Seireitei intend to raise another man of that nature?"
A pointed question, and one which did not address the more pressing matters. Could such a man even be raised in the hands of the nobility? Could a man like him come from anywhere other than decades of conquest as a warlord?
No. Lord Sawachika doubted that very much.
"With regard to reconstruction, even assessment of these damages will take time. To rebuild will take far more, and will be costly beyond anything we have faced since the era of the first captains. Our resources are great, certainly. But they are not infinite."
