Give Rukongai the 21th Century?

The State of Rukongai (DISCUSSION+VOTE)

So, following Frosts PM, I'll make this thread to discuss the current state Rukongai should be in. Now, my idea was along the following lines:
As we all know, Rukongai in canon time is resembling the edo period - roughly 400-500 years in the past for the canon. Now, we have the year 2411 - so my idea was that Rukongai is now in a state 400 years to our RP-time past, in other words, in a state similliar to the 21th Century.
Of course, we'd have to decide which districts could change. The farthest away are imo riddled with too much crime and brutality to ever really advance, and the Gotei doesn't care for them enough to fix that either. Some districts can thus remain Edo-like with only minimal electrical advancements or even steam-punk like elements.
What do you guys think? And don't forget to vote, so that we can see a general opinion. Remember that if we do it, we'll most likely go with the option with the most votes, unless someone has a really good point why it doesn't make sense. If that happens, I may shorten the pol and erase that point.

What I'd say, is make the lower number districts MORE futuristic, and the higher number districts LESS.
Mainly because the closer to Seireitei the district is, the more well-kept it is, as per the canon.

Definitely NOT the closer districts.
However! If the architecture doesn't change, then I see no problems.
I just don't see things like the Kuchiki Manor being these Frank-Lloyd-Wright mansions, yanno?
I mean, think. The average form of Zanpakutou is a katana. Until we see flintlocks as the standard form, I'd personally say that the entire idea is pointless. I wouldn't want to have a site where we see apartment buildings instead of Edo/Sengoku-era houses. If the architecture does change, then change the entire layout of the Gotei. Zanpakutou as swords would be outdated. The standard outfit would be more modern. I mean, would you really want to see Shinigami in Red Hot Chili Peppers shirts, hoodies, and jeans? I wouldn't. I think that on the inside, there would be more technical things. Mainly in the middle districts though. You see many famous celebrities in the 21st century staying in older-style architecture. However, you see houses being upped to new standards and such. My opinion, in the end, is that architecture stays the same, but the interior can be upgraded.
