And just like that, things had gone from being annoyed into combat into a lecture by the very person trying to instigate it. That earned Ulv a little more than a deep, beleaguered sigh from the low ranking semi-diplomat. Most of what she did wasn't dealing with things that were this far over her head. Truthfully, she admittedly went a little on autopilot when dealing with things in the Soul Society. Still, she wasn't just going to keep quiet as she was torn into like that. After all, having to search for her wasn't exactly her fault. "Yeah, I didn't come to your home. All I was given was a name from the mission Dossier. I guess they expect everyone to know your name, but I'm not exactly filled with knowledge on all of the strong people out there. I haven't exactly been doing this diplomat thing for a terribly long time, after all." She explained as she ran a hand through her hair, her expression blank as she tried and mostly succeeded to hide how irritated she was that she was being torn into over her own rather logical reactions to both scenarios.
For one, she very honestly had never heard of this woman until now. She had very recently made her way out of the Academy, and had been placed in a squad seemingly at random. Sure, she had diplomatic skill, but of course it wasn't great. She was literally going from being a soldier in training to a would be diplomat. But she wasn't done talking as she kept being accused of handling the situation poorly. "Well, I don't know what reaction you were expecting to get, putting on a persona of a would be lesbian rapist with a superiority complex." She said, being rather to the point and blunt.
"Sure, I'm fast. I could have run. I also could have been chased, as you've made it very clear that you could easily have kept up. But I could also simply act and defend myself. Acting quickly in that kind of situation is better than just letting something absolutely horrific happen to you because you're worried about getting in trouble." She was probably coming off as quite the interesting one to Ulv, given how she was speaking and how she seemed to be a big advocate of action. Then again..she wasn't wrong with the kind of persona that had been taken on.
As for the last comment, she sighed softly. She couldn't really claim against being untrained. But she at least had an excuse. "Well, judging on how the rush order was put on this, and how much emphasis there was on speed, I was probably at the end of an admittedly short list of people. So, sorry. You could have gotten more experienced diplomats, but you ended up with me. As for pretending to be from the gotei..I think you are more than equipped to tell what kind of difference there is here. If I was here for some reason other than talking with you to settle the matter of the stance of you and your city, then I would probably be either the world's bravest, or most ill prepared woman."
She said, seemingly taking the eyes on her in stride. Secretly, she was thankful for the experience at being watched by crowds that both training at the academy and running her Dojo had given her.
"I'll speak plainly though. My orders were to meet with you and try and find out if you and this city really are neutral or not. The higher ups are really worried about having to deal with opponents on all sides already. I guess you register high enough on their danger scale to be worth checking up on. She said as she looked Ulv right in the eye. If she hadn't made a good impression with the Vizard..well the Vizard in front of her had certainly made a rather negative first impression on her as well, what with that bullshit act she had pulled.

The woman was pretty interesting. No lying from her, which was actually worse. Because it made Ulv plam her face.
"Your orders were to meet a person with nothing to support you, no picture, or address, or anything? I really find all this hard to believe. Not, that you got those orders, that I believe. Tatsuya got orders to nuke a city, apparently. And didn't question it one bit. And you, got 'go here, talk to anyone who claims to have this name' and didn't think to go talk to Murasaki or any one of the three Captains that know me for clarification"
Ulv's despondent feelings towards this whole situation were compounded when she got a Hell Butterfly. Reading the message, Ulv waddled over to a chair, and collapsed in it, beginning to mock sob.
"Why am I cursed to exist in a world of such fools?" Ulv shook her head, before looking up to Crosimia.
"Ok, so, say this city had a deal going between the police and the criminal underworld. Arrests don't really stick, and criminals don't really commit crimes. Outsiders like you stir the pot a bit, but Police can smooth it over. However, instead of going to the local law enforcement, you decide that the best course of action is to kill the person making unwanted advancements like you are entitled to their life from the off. This, kicks off a gang war where the truce entirely breaks down, gangs rape the city for all it's worth, police have to turn dam-near military in response, and hundreds of people die in the crossfire.
Would you still hold to the fact that you were entirely in the right?"

Croisima hadn't liked the persona that this woman had put on earlier, that was very much indisputable. But really, she didn't like the way she was being talked down to now all that much either. She was given orders and had followed them. What made things more annoying was that she clearly hadn't been listening to what Croisima had said. If she didn't know her name, how would she have had any way of knowing who knew her? Still, she didn't stop her midway through her spiel about how this should have been handled, her expression unchanging, but her arms folding beneath her chest.
"In that purely hypothetical scenario, I obviously wouldn't be in the right. But this narrative that you're trying to present as being what was happening, has one hole: I had no plans on killing anyone. The sword was only drawn because I don't fight with my hands. The bold final move? Taken because of the exaggerated nature of your following of the path of my attack. Yes, I could have acted more rationally. That much is clear, and it's not why I take issue with what you've laid out."
"The issue in it is that this entire scenario was something you fabricated. I was merely going to wander until I found the correct building. Harmless, given how very few people are unable to see the supernatural anymore. You could have simply gave a simple, small pulse of energy for my senses to attempt to follow. Instead, you chose to approach a new arrival and antagonize them, for what? Entertainment?"
The tone of her voice was the same level that one would expect from a low ranking soldier talking to a superior, completely neutral. But what she was saying was more than enough to drive home the point she was trying to make. She very clearly understood that she had handled this situation poorly, and was not trying to deflect. However, this was a situation that had only been caused because of antagonism from the person she was supposed to be talking with. Still, she sighed softly.
"Just pointing out everything I did poorly, as well as offering forth hypothetical consequences of what was done gets us nowhere. I understand that I should think a bit more before acting. You've done a wonderful job of pointing that out. But, as useful of a lesson as it is, it isn't what I was sent for. What I was sent for was to discuss with you the matter of your neutrality, and if that will be changing." She hadn't exactly been on the up and up in this discussion so far, and it was a touch obvious that perhaps she wasn't actually supposed to be a true diplomat.
Perhaps she was just one of the rank and file soldiers that showed no favor towards anything that would have placed them in a different division. After all, the seventh wasn't home solely to diplomats. Many of their rank and file were simply soldiers that were either all rounders, or hadn't proven themselves enough to be assigned to a squad with a more focused mission. After all, she had proven to be lacking in several places already. Her combat skills were average, at best. She had yet to show any sign of skill with Kido.
As much as she likely would have taken ire with it, she would be unable to deny that she wasn't exactly clever. And she was fast, but not exactly versed in stealth. And by her own statement and general level of power, it was obvious that she had absolutely no chance at being placed alongside the members of the sixth. That narrowed her skills down to being placed either in the fourth or seventh divisions. If anything, it honestly seemed like a coin had been flipped on the day of her division assignment, given how ill prepared she was for this particular mission. But perhaps she could prove herself, now that she was trying to force the discussion to the reason she was even here to begin with.

"Seventh is Earth Affiliation. Which means you need to be smart, you need to research where you are going, who you are going to. You need to be able to talk to the locals, you need to be able to socialise with a large variety of characters. Added to the fact that I really didn't trust you, because when some Shinigami bumbles in and tries to sneak around by dumping their Gigai, and I have no forewarning said Shinigami is going to be here, things get suspicious. And having already dealt with one of your rogue operatives who didn't question their orders and ended up nuking a city and killing some eight hundred innocent civilians, I am well within my rights to be suspicious"
Ulv would then go to the cupboard and start making tea, boiling the water in a few seconds by letting off a blast of powerful reiatsu and then bringing the tea to her.
"I just talked to Murasaki, and she sanctioned no such mission. Which accounts for the lack of communication. You were bundled out of the door with a hastily thrown together dossier by a guy who wanted to show initiative so badly he got you to scapegoat instead of coming himself, and never questioned a thing. This constant tirade of telling you off might seem harsh to you, but you have a very important job. You can't half-ass it, and you can't just shrug off your duties. You have no pride in yourself, or your job, and a very low sense of self-worth. How can I take you seriously, if you don't take yourself seriously?"
