Shunsui had been through this experience countless times over the years. He came up with an idea he just couldn't execute on his own, and then it was off to ask the higher ups for approval. At least he didn't have to worry about the central 46 these days. Those guys had really enjoyed making things difficult. The Captain Commander, although the person who held the position didn't always remain the same, was usually more reasonable, and often saw the benefit in what he proposed.

He pulled the large straw hat he always wore down, partially covering his eyes, as he made his way across the courtyard. Straight ahead of him was the Captain Commanders office, the sun rising behind it. He'd chosen to come early in the day to get it out of the way as soon as possible, so there weren't many people out yet. That was fine by him, he enjoyed the silence of an occasional early morning. The morning sun was always bright though, and he often found himself strolling directly into its overpowering light. That his hat blocked this light was only one of its many advantages. Besides, he'd never liked sunglasses, they always seemed to hamper him more than they helped. In only a few moments he found himself upon the Captain Commanders quarters.

Ascending the small set of stairs that lay between him and the doors to the Captain Commanders office, Shunsui took a moment to compose his thoughts entirely. He wanted to present his case in a way that would give it the best chance of success. The defenses of the Seireitei, and of Soul Society as a whole, were sorely lacking. Since he'd taken over as the captain in charge of realm enforcement only a few months ago he'd had to repel an alarming number of invasions. That told him that there were many who believed they could waltz right into soul society.

What truly worried him though, was that if none of the captains were around the invaders would be able to wreak havoc. Even if they weren't able to get into the Seireitei, the Rukongai districts would be their playground. Granted, that was a very rare occurrence, but by this point they should be prepared for any turn of events. In addition to the defenses of Soul Society, Shunsui planned to bring up the integration of the Rukongai districts, and a possible alliance with the hollow in the future, at least a portion of them. It was vital that the Shinigami come to a decision about these things, and if he could even gain the endorsement of the Captain Commander on some of these topics before he brought his meeting up to the other captains, his cause would be bolstered greatly.

Reaching the doorway Shunsui halted, waiting a moment before he knocked. When he did he gave the door three sharp raps, then joined his hands at his waist and called out.

"Captain Commander? Shunsui Kyoraku, Captain of the Fourth Division. I'd like a word with you, if you have a moment. The matter is somewhat urgent."

Shunsui hoped he'd chosen the right time for his visit. He already had a lot on his plate, and it would be a huge drain on his own time if he ended up having to return later in the day.

Tiredness.

That's the only word that came to mind with waking up in the morning so early.

Yes, Ibiki Suika was one who was strong, trained hard, worked herself to the bone and proved herself to be a capable person of great feats. All that was grand and fine, but she did not find much joy in being a morning person right now. As she sat in her office, the devil-horned commander barely her fiery amber eyes opened after dealing with a few morning briefings on the well-being of the soul society, survey reports and all the mundane day-to-day stuff that The Captain honestly couldn't care less about.

Buh.

It was going to take copious amounts of sake to get through this morning. This the reason why the bundled up Suika curled herself up in layers of blankets, stayed under an orange kotatsu, kept her office toasty through the warmth of her energy and began drinking liter after liter of the good booze to keep herself awake as it was her coffee. Soon enough she'd turn into the nimble eyed, cheery and powerful commander of the Gotei; but for now, she was just trying to get through the grinds of the morning until her next meeting with one of her Captains.

Ibiki wasn't briefed much on what the Captain of the 4th division wanted to talk about, but she was willing to hear them out and give him the time of day to be in her audience. So it's why she allowed for him to enter into her domain and greeted him with a tired, but chipper smile.

"Hi, hi~ You can have a seat~"

Tapping the top of her kotatsu, The Devil Shinigami motioned for the veteran Captain to have a seat on the floor since there was no other furniture in her room at this time. With a tiny yawn, the oni woman stretched herself out, turned her sleepy amber-lit gaze towards him and held her arm out to give him a quick handshake before moving forward with asking why he wanted her audience.

"What's all the urgency about, Captain Shunsui~?"

Shunsui entered the building, glancing around slowly as he did so. It was always interesting to see how the Captain Commanders quarters changed over the years. It had certainly been different in old man Yamamoto's time. Not better, not worse, simply different. It had changed a few times since then, but one always felt the same commanding presence when within. Perhaps that was due to solely the merit of the current Captain Commander, whoever that happened to be at the time, or maybe the fact that so many great people had held this very position lent them additional status. Whatever the case, he always found himself impressed.

Taking a seat on the floor as he was directed Shunsui returned the handshake he'd been offered, then removed his hat and placed it on the floor beside himself. Best to mind ones manners.

"Good morning ma'am. I'm sure you've heard that there have been an alarming number of invasions in the last few months. As the captain of the fourth division I feel it's my responsibility to take care of it. With that in mind I thought I'd use this opportunity to propose some change that I feel is much needed."

He paused momentarily to slightly adjust his position, as well as once more determine exactly the wording he would use.

"What I'm asking for is a meeting of all the captains regarding the current issues facing us. In addition to the invasions, the Rukongai districts have been slums for far too long, and there's been a hollow attempting to create a truce between whatever forces he can gather and our own. It seems to be a very eventful time, I think it would be in our best interest to reach solutions to these matters that everyone can get behind before anything else comes up. With that in mind I ask that either you call a meeting, or if you don't have the time, give me the authority to do so. If I'm to lead this meeting I'll bring the results back here and we can discuss it further. Either way, I believe this is something we should move forward with. "

Shunsui crossed his arms in his lap as he finished speaking and waited for a response.

Swiftness is something Ibiki appreciated in the morning. After her fellow Captain in arms sat himself down, the male wasted no time jumping straight to the point and allowing her time to think about some of the intrusions that have occurred in her realm. It is true that there has been an unnerving amount of hostile actions on their home in the past few months; something which needs to have an immediate action to curbstomp and put an end to. Otherwise, more lives were going to be at stake if nothing was done about it.

So, for the reason of real mortal danger befalling those who call the soul society home, the Suika Commander gave a nod of the head and allowed him to speak as she saw no benefit to her uttering any words until Shunsui got everything he needed out. As it was a rather amusing idea to gather up all the Captains, have a sit-down and figure out what to do about the circumstance they were in. It had been some time since they all had a proper meeting, so it was going to be interesting to see how all their ideals clash against one another, how they learn to compromise and then work as a team to otherwise achieve an entire objective of keeping the soul society safe and in one piece together.

Hence, despite the outlandish idea of uniting with hollow's, Ibiki did not seem to care much as she was more interested in making sure their goals were achieved rather than getting anal about the methods it took to achieve it. Ergo, to that end, the woman could only give a carefree shrug before her weary amber eyes became lit with life and fixed themselves solely on the male.

"If you feel it will help, I will take the time to listen. Gather up the other Captain's, find a date that works and I'll oversee it with you leading it. I'm curious to see how those under me feel about this whole ordeal. I'll jump in after I hear them, okay?"

With that, the deal was sealed as far as Ibiki was concerned. She had trust in the people she appointed to power, so she'd hope they'd have her best interest in mind when it came to upholding the values of The Gotei United going forward into the new year.

As Ibiki finished speaking Shunsui bowed his head slightly, scooped up his hat, and then after a moment he stood once more. Fortunately, he'd been able to get through everything on the agenda in record time, and the Captain Commander seemed to have been very receptive of what he was saying. That was reassuring, at least. Unfortunately, he now had an even bigger task ahead of him. Rounding up the other captains was sure to be an interesting time though, at least there was that.

"I'm sure it will help, and I appreciate you hearing me out, I'm sure you've got a lot on your plate as well. I'll get to work then, the sooner we can get this under way the better. The others may have points to bring up that will delay us, and I feel we need to get these solutions in place as soon as possible. I have a feeling something big is going to happen soon. I can't put my finger on it, there's just something... off. I better be heading out though, enjoy the rest of your day Ma'am."

With that, Shunsui turned and made his way out of the building, back into the courtyard. As he exited the building he placed his hat back atop his head, then adjusted it slightly so that the brim covered his eyes once more. The sun was a bit higher in the sky now, and at least this time he'd have his back to it. Letting out a small sigh he began his search for the other captains reiatsu, wondering exactly what he'd gotten himself into. It was sure to be a nightmare to work out the best time for all of the captains to get together, but if they could come to some sort of resolution it would be worth it in the end. Letting out a much larger sigh this time, Shunsui headed off in the direction of the closest captain, the wind blowing at his back. He'd need a few more drinks than usual at the end of this day.
