Hey im new and not to sure how you get npcs into a topic specifically shinigami. I breached the karakura barrier and need a little squad of npc shinigami to chase me down.

Just make 'em up. That's what I did when I was being chase down by human Cops.

i thought of that myself but i want an admin approval on that. Some places have rules for this sorta thing. since it may eventuly envolve them dying

Well, it depends. If you want someone that'll be in multiple threads with you, then make an NPC application. However, if its like 48 said with some passersby that'll chase you (such as cops, soldiers, thieves, et cetera) then you make them up on the spot.
