People are still making their characters for this. I.E. Pocky and some others. This is supposed to be a thing for it to be up till the places in the hierarchy are filled up. Right now since we don't have anyone for Eastern it's still open until a character is created for it.

Reason: Umeko is known as a prodigal child among the sugiura as it was believed that she died over three hundred years ago when one of the Guardian Beasts that lived in Sugiura legend abducted her and took her into the forest. Whatever happened after that is a mystery to everyone except for Umeko and her Guardian Beast, Avalon. When she came back to the sugiuran lands, it was the East that she spoke to. She spoke of a plan to optimize the kingdom, and after serving as an advisor for an extended time, she eventually succeeded the current ruler to become the Queen of the Eastern Kingdom.

Going ahead and anointing Umeko as head of the East for reasons that are somewhat obvious(Pockeh actually got the app done/no other real candidates for the East made any headway/Umeko is already the right tier.)
