Cyrus is a startling figure for most. Probably because of the boobs to be honest.
The girl stands relatively short, reaching about 5'4 in height. She weights a bit lighter then normal, and no, she won't tell you an actual weight thank you very much. Just know she's underweight. Her skin is clear, and her body is relatively well made, with a nice set of curves. Obviously, her chest and butt are clearly defined and it's clearly obvious that the person in charge of shaping the body was male. Not that said male told the other scientists what he was doing, but yeah. Her legs are longer however, which gives her a nice little omph when people realize she's wearing booty shorts.
She has a nice, oval-esque face, giving her the appearance of a sweet and innocent girl when you combine it with her wide eyes and soft features. Her eyes are an amber color, giving them the bright look of coals - which works well with the fact her hair is fire red. It's pretty long, reaching past her butt too. She tends to wear it a ponytail, as it's a lot easier to manage when it's not crowding her face or falling all over the place when she crouches or something. Her clothes tend to be revealing in general, but she wears the same bikini top and booty shorts because honestly, they're the only ones that don't explode on her. But she's completely comfortable with herself and it shows on how she moves.

Cyrus is a relatively easy going gal.
She's got an easy smile for just about anyone. She's someone that's curious about this big new world she's a part of, and the best part is that she gets to wander all over in it. What's the funniest thing is that she's almost like a kid. She gets easily excited, and loves to run and point. She loves playing games, and she's the kind of bright eyed young girl that makes people smile. Helping others is definitely a good thing, and she doesn't hesitate to jump in if she's needed. Although sometimes, she assumes way too early and ends up causing more trouble for herself, but that's what Kurama is for!
Although Cyrus is such a bright soul, there's something that lurks in her. A cold, calculating part of herself. This part tends to come out when she needs to be serious - and it's almost a 180 from her normal self. She becomes more cold. To Cyrus, death isn't really understood, and as such she just treats it almost callously. If someone stands in the way of Kurama and herself, she will have no problems eliminating them. But what's the most important part is that she's an Observer - she watches, she studies, she plans, and she finds what makes people weak. She wants to destroy the opposition and knowledge is the key to that.
This is slowly morphing, as with Kurama she often keeps her upbeat personality, and her happy quirks, but when it's time to be serious, it's like morality just slips away. It's like she's no longer exactly human, and has become more of a machine then an actual person. And that's what perhaps the most frightening - she sees nothing wrong with it. She thinks it's normal, and doesn't even fight it when it happens. To Cyrus, those that stand in her way are disposable, and she must protect by observing, gathering and breaking those that come across her path. Needless to say, this means she has a pretty ruthless streak, sometimes even causing excess pain to someone because they were particularly annoying.

The people that made Cyrus had an ideal. That the world would be better served if humans and machines worked together, and were symbiotic to each other. Of course, such an idea didn't really sit well with a lot of places. So eventually, these people got absorbed into another organization - one that was created as a secret. Some of these people had been workers for other great minds in the world. But yet they had felt shadowed, and thus struck out on their own - and absorbed many other like minded fellows, which her creators were a part of. The entire goal of the organization?
The advancement of human evolution and the creation of utopia.
So her creators had gotten funding and a place to practice on. CYRUS was their first - and unknowingly their last - project. CYRUS was made specifically to bridge the bond between the human mind and the concept of a computer network. They spent years forming a perfect life form using some DNA they found inside a test tube. What was the most important however, was to regulate the life form's mind. They were using purely organic means, as their first two tests with a cyborg, and then an android didn't go too well. But they recycled parts from the failed experiment, and forged a life form that had a mechanical implant. This implant was to connect to a specific network - a surveillance network that would connect to any object hooked up to it.
Of course, they left the forming of the body to a male scientist from the people that gave them the money to make this. So despite CYRUS always being thought of as male, they realized their mistake when their project came out boobs first. And initially, the project was indeed successful. CYRUS could connect to the system and control it - they simply needed to make commands. But over the process of three years, CYRUS observed the humans. And realized one think it lacked compared to them - CYRUS did not have an ego, an identity. Perhaps this is where a glitch happened, or a technical flaw that none of them could have seen, but CYRUS had decided that in order to function, it needed an ego.
And thus, she was born.
Of course, it immediately became obvious that she was not meant to be here. And thus she sent out a help message through an encoded transmission - and she honestly did not expect who would answer it. That was the first time she met Kurama, and since then, she's been at his side.

Cyrus' combat style is primarily a supportive style. Her function is to observe and analyze the enemy, gathering intelligence by using her network and it's servants to figure out their weaknesses. She's also the one that's going to keep an eye out around the situation and secure what she can without engaging in combat. But that doesn't mean that people should assume she's useless. She's not the best in immediate combat no, but she is an efficiently brutal sniper. Her best work is done at no risk to herself, over a very long distance. Even with that, it doesn't mean she's useless despite that.
She has a strong ability with equipment, generally knowing how to fight with guns and other weapons. She prefers ranged weapons, so she'll often stick to those and what she can throw or can set up. It doesn't even mean just that, she works really well with traps and installations too - she's the girl that will leave you a cookie trail right into the bear trap. That or shoot you in the knee where you can't see it. Basically her role is to be the scout, the spy, the diversion and then the sniper all in one. But she can go ham on the town if she has to. You really don't want ham on the town, it's kind of messy at the very least.

Cyrus has access to a special power - The Network. She doesn't really have a name for it yet, so it's pretty much a work in progress on her part. But to summarize really quickly what it's about, the network is an electronic network that is wired to her mind. It doesn't use her chi, so it stands outside that power segment. The more she uses the network, the more mental strain it puts on her, causing her to have headaches, dizzy spells, black outs, and even severe imbalances in her psychological state. It honestly depends on what she does with the network at the time, and even if she doesn't feel the backlash immediately, it will happen. Some things have become so common for her to do that she has little to no stress for doing them at all, which is wonderful.
That was the simple version.
The Network, as it had no name at the current time, is a project that was developed in order to bond the capacity of the human mind with a computer's processing. This was to give a living host the power to interface with things that were ranged from complex to simple, by the virtue of using the mind and one's energy to supplement these things. This 'Network' as it's called is not connected to any existing network, connection, or wave length, unless the current host decides to do so. It is a stand alone thing, as it centralizes around Cyrus herself and the connection she makes to things in order to utilize them. It seems like a primarily digital thing at first, but it is not. The Network is primarily dealing with connections to materialistic objects, as long as they are non-living, such as animals, humans or spirits. It is meant to be a level above the human mind and a computer's network, combining it to synergize with all of things that exist. As this is the prototype, they failed to synergize to living beings, although sentience is a mixed bag for it.

This is the first capability of the network. It is also the most important one. This basically allows Cyrus to connect a device to the network. This device can be anything - from a weapon to a camera, to a vehicle. These devices must either belong to her, or have permission from their owner to be connected to the network. Conversely, she can also disconnect a device from the network at will, allowing her to segregate and destroy any harmful thing within the network.
Paratírisi :: Observation
This second capability of the network is very simple. It connects Cyrus' senses to any and all surveillance devices that are current connected to the network. At will, she can tune into a particular device, and supplement her sense with it. So say she has a camera, she could see a ghostly projection of what's going on in the camera's field of view at will. She can even select more then one device to do this with. However, she can only handle about two simultaneous devices without stress, after that it starts wearing her down.
Tromázo :: Alarm
This third ability also plays off any surveillance devices. Cyrus can set the devices to alert her when someone that is not identified as acceptable crosses them. This lets her set a perimeter and keep it safe. Generally, she likes to input a very specific command - should an intruder be found, there would be a blaring noise that only they could hear, courtesy of a certain chi ability she has. It's meant to immobilize and paralyze them, until she is ready to go extract them and deal with the problem. This ability causes little stress with one or two devices, but anymore then that starts to build up the stress relatively quickly.
Teíchos Fotiás:: Firewall
This fourth ability is actually a passive one. Basically, should Cyrus come under any immaterial attack that could threaten the network, it will react to the threat. Firstly, it will stop the threat in it's tracks, and redirect it into one of the devices linked to the network itself. And then it will purge the device, which is basically just brutally assaulting the attack until it either dissolves, or leaves. If the purge proves to have no effect, the network will automatically disconnect the device, and that will expel the attack, generally destroying the device in the process. Think of it as redirecting immaterial attacks to another source and destroying it. This immediately generates a lot of stress, due to how it's processing everything.
Prásino Vélos :: Green Arrow
This fifth ability is a passive buff of the network onto Cyrus. Basically, it let's Cyrus preform intense calculations rapidly, and minutely control a weapon device to the amount of recoil it generates, to the force of the shot, to even the sound of it firing, and finally if the bullets would be coated in some form if it is a gun. It's the total symbiosis of Cyrus and whatever weapon she desires, as long as the weapon is mechanical enough to be entered into the network. One weapon causes no stress, but if there is more then one weapon being used in this manner at a time, it would severely affect her.
Geráki Máti :: Hawkeye
This sixth ability also effects her weapons. However, this is something else - intense battle calculations can be done in a moment. Where as the previous ability does this with the weapon itself to draw out it's maximum potential, this concerns the environment. Many people liken this to 'The Zone' which is basically a state of mind that is extremely focused and even heightened above the average person's state. This causes large amounts of stress when used, and thus is only used in absolutely critical moments.
Anakoínosi :: Communication
The seventh ability is one that causes little stress on the general. It allows Cyrus to communicate with anything mechanical or electronic. Of course, each thing has a personality if they're sentient, and if they are not, she can temporarily place her will upon the device by opening a temporary connection to the network. However, if the device in question is being used by someone else, previous permission is needed as Cyrus cannot override the spiritual signature of the device's owner.

One of few chi technique that Cyrus has learned and mastered fully. It's a very simple - Cyrus imparts a part of her energy onto something, and imbues an effect from within her mind onto it. Basically put, she can impart a modifier from her mind onto the object she's thinking of. This is often used in combination with her bullets, and takes little energy to actually preform, so she could possibly do it several times in a row. This technique isn't limited to just one item, but rather by her intent. She must either be touching the item itself, or touching whatever the item is residing in, and have a clear mental image of what she wants to impart, and if it's more then one target, how many receive a singular effect. Effects include, but can be other then: electrocution, freezing, burning, shrieking.

Another chi technique that Cyrus is intimately familiar with. By slowly pushing her energy out, and concentrating on a shape in her mind, she may reproduce whatever inanimate object that shape is. For anything complex and mechanical, she needs to have memorized every detail - and lucky for her, her favourite things are guns and traps. However, this spell is generally used with the memory of her network - anything that does not belong to her cannot be reproduced in full capacity, unless she's received permission from the creator and has uploaded a copy of the schematics into her archives. Otherwise, she can reproduce things as much as she want - saving time in case some asswipe ends up destroying her beloved rifle.

A chi technique that's mostly used. Cyrus can concentrate her chi energy, and then proceed to push herself. It's similar to the normal Vindeca of the Chi Humans, but a bit different too. What this does, is channel her energy in a compressed burst. This burst can either be used to help her escape, go faster or even push away something that's attacking her. It's best not to use it too often because it does take up a good chunk of her energy to do so when she's fighting, however she can draw energy from around herself when traveling.

Comments/Notes: Overall, seems alright, enough ties in together for me to understand the basic concept of the character and how they're intended to work, there are a few issues I'd like to address, however.
First off, for this 'Network'. Is it a network completely independent from the others within PH? If so, could there be more description on it, how it works, how it was created. Things to explain just how powerful this Network could be when used.
The rest of this check will begin to focus on her actual powers from this point on.

This is the first capability of the network. It is also the most important one. This basically allows Cyrus to connect a device to the network. This device can be anything - from a weapon to a camera, to a vehicle. These devices must either belong to her, or have permission from their owner to be connected to the network. Conversely, she can also disconnect a device from the network at will, allowing her to segregate and destroy any harmful thing within the network.
The majority of this ability is approvable asides from one part. Here is says that anything can be connected to this digital network, ranging from weapons to vehicles. I find it a bit difficult for something without an interface to connect to something digital, so I'd prefer it if this ability listed items with an interface, such as more advanced vehicles, weapons and such. The idea of a club or regular sword being interfaced with something digital seems a little bit out of the ordinary.

This fourth ability is actually a passive one. Basically, should Cyrus come under any immaterial attack that could threaten the network, it will react to the threat. Without knowing how strong the network is without any real extensive knowledge, how could someone properly gauge it's strength against something much more well established? For situation's sake, what if someone who was able to get into the most secure networks of powerful organizations attempted to access this 'Network'? Would it just shut them out instantly and completely negate any prowess they may have had in hacking? Overall, I'm fine with it's defenses, but is there an exception to those who might have much more experience and intelligence than those who've created the Network in the first place? This is more clarification for me than anything else since as someone who checks stuff, anything that's a full-proof defense always makes me feel uncomfortable.

Only weapons that have the capability of already being modified should be able to be affected, or else it doesn't really click with me how she would make a completely average gun react much differently than another with just the pull of a trigger.

One of few chi technique that Cyrus has learned and mastered fully. It's a very simple - Cyrus imparts a part of her energy onto something, and imbues an effect from within her mind onto it. Basically put, she can impart a modifier from her mind onto the object she's thinking of. This is often used in combination with her bullets, and takes little energy to actually preform, so she could possibly do it several times in a row. This technique isn't limited to just one item, but rather by her intent. She must either be touching the item itself, or touching whatever the item is residing in, and have a clear mental image of what she wants to impart, and if it's more then one target, how many receive a singular effect. Effects include, but can be other then: electrocution, freezing, burning, shrieking.
Overall, the power is fine, what isn't the fine is how little energy it's stated to take. Changing the effect of a shot or weapon is something that typically only very high tiers can manage with a minuscule drain. For everyone else, it's an active effort, especially with how diverse and how many different effects could be made. Unless this has more of a drain on it, I'm personally not fine with approving this ability. As a side notice, if the drain is increased, it doesn't mean she have to use it for each individual shot, but rather one burst of energy to change a clip of ammunition to the effect she would prefer.

Another chi technique that Cyrus is intimately familiar with. By slowly pushing her energy out, and concentrating on a shape in her mind, she may reproduce whatever inanimate object that shape is. For anything complex and mechanical, she needs to have memorized every detail - and lucky for her, her favourite things are guns and traps. However, this spell is generally used with the memory of her network - anything that does not belong to her cannot be reproduced in full capacity, unless she's received permission from the creator and has uploaded a copy of the schematics into her archives. Otherwise, she can reproduce things as much as she want - saving time in case some asswipe ends up destroying her beloved rifle.
Alright, same issue as the ability before it, only this one doesn't say how much it drains her at all. It should be easy to say creating simple weapons shouldn't take much of a drain, such as a club or simple sword. But creating an entire gun? There ar emany different moving parts and minute details within it that wouldn't only take a great amount of concentration, but energy to form in the eaxt way she would like it. I'll give my limitations on this ability, and you're free to dispute it with me, that simple weapons that are not firearms would take a small amount of energy, but anything higher would begin to take a fair or medium amount of energy. If she attempts to create a rifle that, let's say can fire rounds capable of tearing through a tank's armor, would take most of her energy to create and would leave her with very little left to work with. Essentially, this ability would be better if done in a non-combat thread, but in the heat of battle, creating any type of firearm may be more costly than retreating; at her current level, at least.
Those are my overall gripes with this application. Sorry if any of it is a bit lengthy, I'm just a bit nitpicky when it comes to checking apps.

I realized I missed a chunk of explanation, since I thought I had summarized what the 'Network' is pretty well as I didn't want to drag on the application. But I added the following in the top section, which should actually hopefully answer quite a few questions.
Now, just to make sure - the 'Network' isn't purely digital. It's rather an experiment to make someone able to utilize and manipulate anything that's added to the system. If you're familiar with fate, think of it as Shirou's trace, but with more technomancy and less materializing. If you're not, well just think of it as Cyrus being able to make things as an extension of herself. I'm pretty sure I covered that with the blurb above, but let me know if it's still fuzzy, I know it's a bit weird and out there!
With that done, I believe Connection should be fine as the 'Network' isn't digital in nature, but rather Cyrus' bond to the thing in question.
Firewall: the protections are as strong as her own level, I didn't think I need to elaborate that as every power is assumed to be like that. but if this isn't a power level question, then let me try to answer as it is written - to hack into the network, they need to be connected, as she's not connected to anything else. This deals with immaterial attacks, such as mind wipes, controlling her will etc. As the network is not purely digital, but more of a digi-organic, I think that makes more sense. Also, the purge assaults the redirected attack - it's quite clear that if the purge doesn't work, as in the person is stronger then the firewall, then cyrus will just disconnect whatever the firewall redirected the attack into, and thus not give them a way back in. I left it open ended to keep rp opportunities open and will probably tweak should other situations arise (ie I want someone to hack her and see how it goes and how she develops, although that means they'd have to try and hack her through a device she's connected to that's connected to another network, like a phone. but I'm rambling sorry)
Green Arrow: It's pretty obvious it's to the weapon's specifications, as she doesn't bend reality. If she did, I'dve mentioned it. It basically means she can get the best out of the weapon that she is connected to. taking your glock example, she could take an old rusted one, connect to it, and make it work like it was brand new. keep in mind that this work simultaneously with her chi spells too, so there's that to consider.
Imbue: Again, this works to what exactly she's imbuing. A tiny 9mm bullet with a simple freeze on contact takes a hell of lot less chi then say coating an entire round of machine-gun bullets. Notice that when I mention the low energy it's in relation to her bullets, which are small in nature. Now saw I wanted to coat an entire mace, well that would obviously take more. I made it specifically to change each shot at minor cost, or change a lot of shots at a bigger cost. So she'll have to decide if she wants to coat one bullet, or do several.
Creation: Size, shape and mechanics. I didn't think I had to add a basic assumption that 'the more shit you do, the more it costs' but if you really want it, I can slip a note somewhere.
And no problem, hopefully I explained what I was thinking properly, and keep in mind that I try to avoid specific mentions of energy as characters grow, develop and change. That and I shouldn't have to mention things like 'the more you do, the more energy/power/whatever is your thing it takes' because that's common sense lol. That was the simple version.
The Network, as it had no name at the current time, is a project that was developed in order to bond the capacity of the human mind with a computer's processing. This was to give a living host the power to interface with things that were ranged from complex to simple, by the virtue of using the mind and one's energy to supplement these things. This 'Network' as it's called is not connected to any existing network, connection, or wave length, unless the current host decides to do so. It is a stand alone thing, as it centralizes around Cyrus herself and the connection she makes to things in order to utilize them. It seems like a primarily digital thing at first, but it is not. It is meant to be a level above the human mind and a computer's network, combining it to synergize with all of things that exist. As this is the prototype, they failed to synergize to living beings, although sentience is a mixed bag for it.
