Tatsuki's Tier upgrade and Bankai addition

Reasons For Upgrading: Using the funding I earned from the mini burst I jumped Tatsuki up from 2-3 to 1-5 (transaction pending) in order for him to learn a Bankai. Then in my training thread I'm going through the motions in having him learn the bankai and solidify the relationship with his spirit. This is also to power him up so he can make the eventual transition from Vice Captain to Captain of Squad 9.

What Are You Upgrading: I'm adding three tier upgrades and a bankai to the list. With the addition of the bankai and tier upgrades it has augmented some of his original powers (the storm lasts 5 more posts, and his lightning rod now soaks up 2/3 of electrical attacks instead of 1/2) in addition to adding more.
Any Extra Notes: Not that I can think of.

I believe the Transaction was approved so approving this, and if I remember right the bankai was approved so approving this also.
