Everything looks good to me with the request above. I am going to say that Area X is going to be a 0 tier area because there was a lack of creation going on with it. Lower tiers can join, but it will be at their own peril.

This powerful spell was accompanied by a red laser light show as hundreds of skyscraper tall pillars of crimson light lanced into the air. These new creations are Tier 1 in strength and don't seem inclined to leave Area X at the moment.
