Early morning. A time to begin. Normally, Xaver would be happy to see the rain falling from the dark sky above Seireitei--a reminiscent sign of home, a world away from this strange and unusual world of spirits. This, of course, was not the case in this morning--a place at which he was almost forced to remain within; he was the Commanding Captain, after all. It had been so long since Jenna--the previous Commander--had died, and during that time he had only been acting as Commander, waiting and biding his time for a successor to come along. But none stepped forwards. None were powerful enough. None had the resolve that this male had.
For the first time in a long time, he raised the clothing of the Shinigami over his shoulders, letting the black material fall onto his bared flesh. The sash was tied, and he placed hands upon the balcony, staring out over the sodden and drenched world that he now protected. "Fuck... why me," was the lamentation that escaped from his lips. Why him? Why not someone else? What made him so special that he had to be the one to lead these people...? He was just some rabid dog from Ireland--hell, even Ito had more fuckin' worth to run this place than he did. Actually, no, take that one back. The Gotei would fall if Daigoro ran it.
Chuckling mentally at the picture of the Seireitei falling down around that oblivious redhead, Xaver let his eyes flicker up to the grey sky. "Y'hearin' me, Ambisagrus? It's Lugh's kid." Almost laughing at himself for such a gaff on that part, Xaver just turned away and shook his head. All the rain on this plane was false, there was no way a deity of the weather would hear his voice from here. Shaking his head and moving towards the centre of the meeting hall, Xaver finally picked up the last piece of his ensemble--the white coat, and its plain black symbol, adorned upon the back. The haori. The proof of his Captaincy. Flicking it over his shoulders, Xaver let out a long breath that spread out as a mist from between his lips. The rain cooled everything down--even his mood that could've flared up at any second. Sitting down on the ground with his legs crossed, he slowly closed his eyes and held out the palm of his right hand. "Alright... let's see if I can do this one righ'."
In the palm of his hand flickered a black light, and from within that black light spread several dark shapes, each of them forming themselves into a butterfly. At first glance, he counted about ten. That made two missing Captaincy spots... that would have to be fixed soon enough. Breathing in a long and deep breath, he would gather the jigokucho in a pair of lines before him, and then start speaking. "I want ya t' relay this f'er me, got it? Alrigh'.
'So sorry 'bout waking you, at least if you're asleep. This is a message for all Captains, reminding you that there is a meeting scheduled approximately fifteen minutes from this time. I repeat, fifteen minutes from this current time. All Captains are to report to the meeting room of the First Division within that time. Vice Captains are to take over the minor duties in lieu of their Captains while this meeting is taking place. That is all.'
Alrigh', guys, you know where t'go, right?" As if recognizing his message and hearing his words, the butterflies disappeared into the rain, fluttering to find their marks. They'd be fine, he was certain. Smiling quietly to himself, Xaver closed his eyes and chuckled. "I gotta wonder 'ow things are gonna go from 'ere, y'know?" Speaking to nobody in particular (the room was empty of everyone, even his Lieutenant) Xaver would lean back slightly, letting the only thing to enter his ears be that rain, falling from the sky...

Chilly prime of dawn, the point of time in a day in which the darkness of night had finally disappeared and would begin to be replaced by the calming blues. Such would be the case if the weather hadn't decided to be so sullen; unfortunately, not everyone got their ways. This day, as one would think the morning star would just begin to rise over the horizon, instead moody gray skies expanded across the atmosphere; clouds galore. It reflected the crisp climate down on ground level, waking goosebumps along any unadorned skin that lied prey to the winds. The crux of it all was the heavenly deluge... or to simply put it, today was a rainy day. Everything the eye of the sky could see would be showered upon. It truly was some crummy weather, and yet some people had no time to spare thoughts dithering upon the elements, for they had troublesome tasks to take care of from the moment they awoke. Some people had to sit and toil away at a desk, pen in hand and a demoralizing stack of paperwork to fill out and file. Some people, such as the violet-haired Yoruichi Shihouin, would prefer to be dancing in the rain than stuck under the weight of the daily grind. There were the good parts of being a Captain again, and the bad parts. This, without a doubt, was one of the worst parts. She didn't have much time to shake off the groggy cloud in her mind that came along with just waking up, so often time she was frozen with her pen point on a line, not writing anything because she couldn't think. Her brows furrowed and she moved her face closer to the blank space, and eventually it would come to her; it was like she was filling out a school test. It was too bad she had never liked those.
She didn't sense the ashen-winged insect until it landed right onto her nose while she was in the middle of writing something out. She was surprised for a moment, her lazy eyelids finally rising from their halfway situation, but it was too early to maintain the surprise. She stopped what she was writing and tried to focus in on the butterfly as it seemed very content with its landing. It only took a second, but soon the telepathic message was passed on, causing Yoruichi to make an 'oh' shape with her mouth, before humming in thought. The Jigokucho departed quietly, its wings barely making an audible sound as it fluttered away, but she paid it no more mind. What was more intriguing to her was the summons sent by their new Captain Commander, Xaver Chayton Von Breanainn... a mouthful. It had been established that he'd be the one to lead the Gotei 13 as their head, and yet prior to this there had been no real meeting between them and the rest of the Captains. Each Shinigami acted on their own as they saw fit, not having any semblence of true organization. They were only lucky that no great war arrived on their doorstep. But now it seemed their Captain Commander was finally comfortable enough to invite a round of Captains. And boy were there things to talk about: What was to be done about the unfilled Captain position of Squad Eight? What about the various unfilled Vice Captain positions? Would there be further cooperation and communication with the Zero Division? Or how about the deteriorating situation on Earth. The Soul Society had fallen behind in the absence of a Captain Commander to take up the head of this military force, which happened to be the reason Yoruichi was a Captain herself now. Still not having met Xaver, she gave him kudos for taking this step; it was needed.
"Zero!" she called, standing up from her seat at the desk. She stretched her limbs out and yawned a great big yawn, revealing her sharper-than-ordinary canine teeth and sticking out her tongue in the process—much like a cat. With that healthy breath, she called out to ZX once again while she grabbed ahold of the stack of paperwork. "You got work to do, have fun with it." She threw the massive stack straight into his face, and without further adieu was gone like the wind, flash stepping away before he could muster up a retort. Three steps was all it took, a decent amount considering her morning aridity: Her form could be seen upon the rooftops of the Division Barracks, appearing only for a slight fraction of a second before it vanished again, leaving onlookers wondering if it was merely a mirage. The rain would barely be distorted by the woman's speed, though she still ended up soaked by the time she made her third step. That final step ended up being upon the glossy wooden floorboards of the meeting hall. It was a light pad of her soft shoes, followed by a series of pittering drops hitting the floor caused by the rain. Rain... turns out, it was pretty good at catching the Goddess of Flash, but it was one amongst few. Regardless, she had arrived five minutes after the Jigokucho had been sent off with their messages, yet ten minutes until the official meeting was meant to commense. True to her reputation, it turns out Yoruichi was first to arrive at the designated location, san Xaver himself. She was already in her Captain's get-up before she left, wearing her Executive Militia outfit underneath her Captain's Haori, the inside of which was orange and unique to its own division. She wore her hair as usual, done up in a ponytail by a tan-shaded band, while her bangs were split down the middle. She wore the mantle of her clan, adorned with a trinket resembling the Shihouin insignia. She had left behind her sword for this one, still not quite comfortable with him.
Her amber hues locked onto the visage of Xaver, a little put off by seeing him clad in the Haori of the First Division. From her first impressions, she couldn't decide whether or not it fit, and she wasn't talking style... still, she smiled at him and crossed her arms. "Sorry, couldn't sit around and endure that irritating paperwork anymore; I'm sure my Vice Captain will enjoy it more than I. It was on your orders after all." She chuckled lightly to herself, before heading toward one of the walls of the room. Figuring she had some time to relax before the official meeting began, she would delay before having to stand like a statue in line. Instead, she resorted to the shadows of the room's edges, leaning against the wall and furthermore crossing her legs. Comfortable, she closed her eyes and tried to rest, at least so that she could be in the right state of mind for this meeting. She knew it was important though she didn't act it, so it was crucial for her clear her mind. After all, how would she ever deal with the other Captain's like this?

The sullen sky wept openly it seemed this early hour of the day, the Crimson haired Captain was returning from a small dispute from within the Rukongai, however the messages that he'd gotten so far and sent out informed no life was lost nor was anyone harmed. His squad had sent five people to deal with one hundred, the matter was simple enough he'd used something that made him special. His Captain's Haori dripped with water, as he and the other four returned to the barracks. His eyes of such a coal like quality scanned the area, his orbs closed for a moment. "Go and rest, I will file the final report." He said in a soft voice, patting one on the shoulder. This allowed a glimpse to the fact he was missing his arm, the length of the missing arm seemed to be just above the elbow. He kept it tied in the white shirt he wore. Not desiring for people to see the stump, he rubbed it with his arm seeming lost in a train of thought. The morning seemed to be a woeful time indeed, the men had departed slowly to their beds. Not that they could be blamed for that, this trip had been tiring and Damien had frightened them. Not many could do what he did, however it was an easy and clean method. He walked slowly heading to his desk, beginning to file the paper work he'd been away from the office for. His facial features seeming to be unshaven around the beard and mustache. His floral pattern pants worn to about just above his shins. His footwear was simple clogs, the wooden footwear was comfortable to him truth be told. The Zanpakutō he wore on his hip was worn on the right side. Some had asked him why this was, he was left handed originally and it was more comfortable was the answer normally.
He'd never had much desire or interest in this place, not since his perhaps singular friend from his time as a younger man Captain Kyoraku. He'd been studying his well let's just history and other things. He understood his purpose and job now with a greater extent. Learning was a big part of life after all, sitting down he began to write down the report. The first thing people would find strange was his hand writing, it was amazingly neat for someone who lived the way he had. His master had taught him writing and such basic skills. Sitting upon his desk, Damien's eyes scanned the parchment as he read it back to himself, deciding it may be wise to do so. The contents of it were fairly simple it read the follow. " The skirmish in the Rukongais boarders were settled without incident, I took care of the one hundred men and women personally. The number of people was one hundred their actions will be discussed at a later date. The matter has been quelled and they have been given ample warning. I've brought five back with, the others will be out cold for several days. I will return with my squad and return with the rest at a later date if so desired. Signed, Captain Crow. "
Well that would conclude the dashing one armed male's journey for now. It was time for the crimson haired Captain to take to his quarters. Damien's frame walked into the room, when inside people would find the strangest thing. The room was well set up with a sand table for drawing symbols and such with a stick. A pot for tea and several musical instruments from the flute to the harp. The male was highly skilled at these, his frame walked to the bed in the corner of the room. A window was beside it, as he laid down and looked outside the open window into the pouring rain. The deepest depths of this pouring deluge was something he seemed to run into so very frequently. But his eyes of coal slowly shut, he was beginning to doze off finally.
That's when it came, the creature known simply as a hell butterfly. It landed on his forehead, he opened his eyes slowly. Standing up slowly he looked at his men who'd been informed of the situation, a Captain's meeting. It had been sometime since he'd been to one, since the day he was made a Captain. He had laid down in his haori so nothing remained unchanged there. The rather well structured male walked to the door, before he vanished. It didn't take much effort for him to move from place to place, after all this was simply child's play. He was tired from the journey home, but a meeting was a meeting. The Captain Commander, someone he'd not gotten to spend much time with. Damien's frame arrived on the door step, traveling fairly quickly to the location of the meeting. He could detect two here thus far, by his calculation one was Captain Shihouin and the other was Head Captain Xavier. He'd met Captain Shihouin once, oh crap he'd nearly forgotten he was told not to address her as such.
Rubbing his neck, smiling softly as he entered the room. Taking his spot now, the location where well he would be most likely, such a formal event these things were. "Just returned from the trip down to the boarder..Sorry if I am late, was getting better acquainted with a pillow." Damien said, making a joke about his bed as he grinned his infectious smile showing itself to the two. Deciding he had sometime, much like his good friend he decided they had the time and well. He found himself a wall opposite the dark skinned female Yoruichi and leaned upon it. He closed his eyes enjoying a nice breath of air before exhaling and seeming to rest peacefully. He'd met only a few of the fellow Captains, on none meeting basis. Yoruichi and Zeda were about it, otherwise he'd not had the pleasure to meet any of them beyond that job. Damien was thinking about his next trip, to where ever it happened to be. He did enjoy travelling it was such a fun thing to do.
Now the only thing to do was to wait, for how long was the question without an answer.

Zedas eyes opened as his fellow squad member rushed in with an important message, the day was young, far too young in Zedas view; his tired eyes opened as he looked at the squad member, the individual spoke rather quickly without haste nor stuttering it was clear what had to be done even after the first word was spoken. Without time to waste Zeda rose out of his bed at which point the man began to leave the room, as the door slammed shut behind the squad member Zeda rose up and looked at his captains haori that has the squad badge on it. Rather blatantly he smiled at which point he grabbed the Haori and swung it over his shoulders whilst marching towards the frame of the door; the message was rather clear, 15minutes from now which meant that Zeda still had around 13 minutes to reach the squad one barracks at which point he diverted his entire attention to arriving on time.
Firstly he moved his hand towards the knob and turned it in order to open the door and make his exit; as he exited the room it seemed that the message had already woken people up especially his vice-captain and several seated members of the squad at which point Zeda diverted some commands towards these individuals in order to maintain security after his departure. “Branborough your in charge” he grinned as he spoke calmly and raised his hands in order to rub his eyes that were still partially filled with fatigue.
Secondly Zeda walked down some steps that lead down from his chambers and reached a rock like circle that had some warm water inside it where he began washing both his hands and face where he could get refreshed. Upon completion he kept track of the time and realized he had around 10minutes to reach the squad one barracks so without wasting any further time he vanished out of sight in order to reach the barracks with the least possible amount of strides.
Thirdly as he arrived at the barracks he began marching towards the entrance of the meeting, it had been the first time Zeda had come to this area but even still he looked rather excited. Upon entrance his eyes caught sight of the magnificent squad two captain, the goddess of flash: Yoruichi Shihouin. He grinned as he looked at her, although he wanted to talk to her, he didn’t see the current environment as suitable for a conversation especially since the captain commander was present in the room. His eyes then diverted to Captain Damien who he had previously seen several days prior to the captains meeting, Zeda was aware of every captain within the gotei 13, however he had no true idea of their power he was still aware of their uniqueness.
In summary as he entered the room he smiled and nodded at each of the individuals and eventually took his position alongside the other captains as he awaited the arrivals of others.

Day to day, Unohana was dealing with wounds of those who are injured during their trip to the World of the Living and the practices at Shino Academy. It seems a while since a meeting was called for and the commanding captain is currently Xaver, who was a Royal Guard acting in that position to fill in for leadership until a new actual commanding captain takes up the spot. Unohana would be at the World of the Living to assist in the struggle against Shadow Fall, a coalition of Demon's Sin Fall and the Arrancar's Nuevo Espada. If there was a meeting, it must be referring to the condition that the Seireitei is in, especially with the state that the Gotei Thirteen is in. Collecting her nodachi Zanpakutō, Minazuki, Unohana walks out of the barracks and makes her way to the meeting. When she arrives, she was following Zeda Yuudeshi, the newest captain of the ninth division into the meeting room at the first division's barrack.
Those in the room are Xaver of the Royal Guards and the First Division, Damien of the Seventh Division and Yoruichi of the Second Division. With her soft steps, she naturally has a habit of startling people the moment she speaks; her reputation among the older members of the Gotei 13 to be the first Kenpachi and the original Eleventh Division Captain did not help lessen the startling either. In figurative terms, Unohana knows enough techniques to kill the younger captains, especially the Seventh Captain. Covering her bloodthirsty self was an alter-persona that most can considered to be bloodless and motherly. She gives a gentle smile and speaks to Damien, "You're not late, Crow-Taichou." Playing coy, she unconsciously has a vibe around her that would send chills to veteran captains' spine, but only for a brief moment until they know it is just her.

Gray skies as far as the eye could see, hovered over Soul Society like an ominous veil. A downpour of rain soon followed, tainting the entire day with its gloom. Some enjoyed the rain, and others abhorred it due to how depressing it was. One man, however, was completely neutral to the torrential assault of water showering the Soul society. He was, as usual, forced to take care of the paperwork that his inscrutable vice captain had left him with. Growing used to it by now, he simply placed the pen against paper, losing himself to the noise of raindrops hitting the ground. Although the rain was not one of Hitsugaya's popular weather climates, it allowed him to reminiscence on the past. However, before a travel down memory lane could be made, Hitsugaya was informed of a captain's meeting. Nodding assent, he placed his pen besides the stacks of completed paperwork and exited his office without making a noise. The message, of course, was from no one other than Xaver, the acting captain-commander and a member of the royal guard - the Zero division. Although he didn't have much of an opinion of Xaver, he still had to follow orders. Reaching the office in record-breaking timing, Hitsugaya calmly walked towards his seat and awaited further instructions. How would this meeting go? He wondered.

If there was something that you could completely and utterly guarantee when it came to Captains, it was that they would never really be completely and totally late--they came when they felt it was well and true to do so, and Xaver appreciated that. If they all came at the same time, he felt that things would get a little worse from here on in. It was a blessing to have the first face appear through the doors: dark skin, accented by hair of violet. As Yoruichi Shihoin fully appeared within his vicinity, he smiled softly. Having been of the Second Division at one point, he knew that the work of that specific Squad was certainly not the easiest--she had probably been knee-deep in paperwork...god did he feel sorry for her Vice Captain. Laughing to himself without showing the expression upon his face, he blankly watched as she approached him. Wet, even--there were times when he was reminded that although it seemed as such, Shunpo was really not a teleportation device. The unique outfit that she wore, alongside her Captain's haori, made her quite visible compared to most Captains, but he guessed that, among everything, it had a purpose. He noticed her piercing gaze upon his person but made no note of it--until she spoke, of course. One would always notice when someone spoke. "Sorry, couldn't sit around and endure that irritating paperwork anymore; I'm sure my Vice Captain will enjoy it more than I. It was on your orders after all." He grinned quietly, sharing her disgust for paperwork. "So 'dat's why ya got 'ere so early," a chuckle escaped his throat, "Well, do whatev'r ya please." Not that she needed to be told, disappearing into the shadows at the edges of the room. Just as one would expect from the Second. He missed Soifon, though--wondering what it would take to bring that silly woman back into the Divisions.
Red hair and scars would come next through the doors. The one-armed Captain, Damien Crow. He found this one... interesting--he hadn't had much to do with him, well not much to do with any of the Captains really, but this was something he had to really get used to. "Just returned from the trip down to the boarder..Sorry if I am late, was getting better acquainted with a pillow." He laughed softly, shaking his head. Apologies meant nothing to Xaver; especially when it involved things like this. Flicking the red lance around in his right hand with a soft smile, he would simply touch the tip against the ground with a chuckle. "Y'er early. Still abou' nine minutes until the meetin' starts." With a nod, he made certain to flick Gáe Bolg onto his back once more and close his eyes. That made two of eight so far; who would be next to enter through this door? Not having had enough real time to get to know these people, Xaver was certain that he would have the time in the future... but he needed to review what he knew anyway. Damien Crow... service record... he couldn't remember. Anything... nope. Nothing was coming to him--he'd have to read up on it later, instead. Sighing at his own incompetence, Xaver's red eyes opened once more, staring out at the door in order to await the next arrival.
Next... the Yuudeshi kid. Xaver said 'kid' in response to his demeanor, but it didn't make him any younger. With a chuckle, he stepped forwards, down a mote to approach the proper stance of this area. The Yuudeshi... what a fuckin' joke of a family that was. So many of the fuckers, and not enough world for 'em. He loved them, don't get it wrong--but there were times when he wondered how they prospered, even with people like Shadin and Zin in their realms. There was a satirical rumor going around that severe inbreeding was the case... obviously not true, but it was always good to have a laugh here and there. That said, he still wasn't too sure about the status of Zeda. He'd need to check that out at some point as well. With about four minutes to go, he could count three responders and five remaining and yet missing captains. As Unohana Retsu walked in through the doors, a chuckle escaped once more. This one... well, she was mysterious in his eyes. Yea, she was strong--almost as strong as the ojiisama, he heard--but she wouldn't have been someone to take up the Head Captain's position. Did she enjoy healing that much? Well, to each their own, eh? "You're not late, Crow-Taichou." Wait, what? Strange... but okay. Sighing quietly and avoiding her gaze carefully, Xaver watched the door for the next arrival--ah, it was the quiet kid.
Unlike with Zeda, this really was a child--but a prodigy. The child with the most powerful ice-element Zanpakutō: Hitsugaya Toshiro. He chuckled at the name, but shook his head at the idea of that kid--he probably had more attitude and maturity than Shinigami fifty times his age. "Looks like we're outta time. I'll let th' stragglers catch up, since I'm sure we're all itchin' to begin," He spoke suddenly and powerfully, letting his voice spread throughout the room. Moving carefully towards the centre of the hall, he stood with his back straight and his eyes directly forwards, the haori falling around his shoulders. "F'er those who don't know me, and for those who do but have forgotten, my name is Xaver Cheyton von Breanainn. I am the Captain-Commander of the Gotei Thirteen, and expect to be understood as such..." His face, though sombre, showed an amusement at his situation, "'course, that doesn't mean I need to be addressed as such. If you're more comf'rtable with callin' me 'Xaver-sotaichou', then go ahead. Hell, I'm fine with you callin' me 'that Irish bastard' if y'er so inclined... just make sure you do what you think is best. I don't see how tellin' someone to say your name in a proper way is going to garner more respect." He sent a casual grin in Toshirou's direction, before changing back to his serious expression.
"'course, we're not 'ere to chew th' fat, are we?" He chuckled softly, the harsher tones of his Kansai dialect showing in his speech. He knew why he'd called this meeting--it was his first proper meeting as an official Captain-Commander, and it couldn't have come at a worse time. After that shitstorm that was Malaysia, he had come to realize that the Gotei needed to finally unify properly--that martial law period had been something of use, but it was still not enough. While Xaver was against putting their lands back into that style of law, he knew that something had to be done, and fast. "Righ'. I'm certain that we all have issues that need to be brought up--while I have very few of my own that may be different to yours', I'll be ready to mediate anythin' that's needed. So, let's get down t' business.
"War fringes our very edges, and it's almost time for us to act. While we take our job of purifying the Pluses and Minuses seriously enough, the balance of souls may soon be damaged far beyond repair. We need to stop that, and I'm sure you can all agree with me on that much." His eyes were slender with annoyance, and his brow was furrowed. What was to come of this meeting?

Cat's eyes; strange thing about them, how they almost seemed to glow in the darkness. As the dark-skinned woman peered through the dim shadows, her amber hues seemed to be highlighted, the most visible of any part of her. It was by no stretch of the imagination because they were phosphorescent, but rather that their golden color was particularly vivid. They wandered aimlessly throughout the room, moving from the floorboards to Xaver, to the Old Man's antique throne to Xaver, to the pink walls to Xaver and... the room was actually quite lackluster; plain yet functional. There really wasn't much to look at, and of all the things there were, only one defied the rest as something she hadn't seen here hundreds of times before. Her eyes locked on the Xaver once again in keen scrutiny, but did not manage more than the last time in determining whether or not he belonged. In truth, all she knew is that he once took up the reigns she had dropped, before just as quickly releasing them to join the Zero Division by the discretion of the Soul King. He might have taken notice of Xaver, but Yoruichi never had, and still hasn't. What exactly had he done? What gave him the right to take the place of the Captain Commander? In the end, she would shake her head to break her focus off, and thus shake herself from that train of thought. Though it was true she harbored doubts, she had never been one to argue with the Soul King and his decisions... she only wished he'd have stayed in Zero Division. For now, the meeting would go on, and Yoruichi would have to judge Xaver so that she could finally know if he was strong enough to lead them like a true Captain-Commander.
Her eyes shifted finally, watching as the newest Captain amongst them joined up, almost as early as she herself had. She grinned slightly at Damien's appearance, figuring he too had dumped his paperwork on the head of his Vice-Captain. It was an assumption, but an educated one at that. She noticed that while there were a lot of differences between them, there were actually quite a few similarities that made the man more relatable than others. She recalled their get-together after his inauguration, where they had drunk down a couple cups of Sake before he had tried to jump paces and pull out a serious topic of discussion just as she was beginning to enjoy herself. She had given her answer, but that night could have gone so much better without the sober talk in the way. In the end, she left with a clear head and childish disappointment, before drowning herself in the new paperwork that had somehow managed to make its way to her desk while she was gone. After Damien's arrival and subsequent pointless apology, Xaver responded in his lazy dialect as he had to her moments before, skipping a couple of phonetics to get through the words. She'd only heard it a couple times before as it was quite rare, but not unique. A stark contrast to the harsh tones of old man Yamamato, the only other Captain-Commander she had experience with. Perhaps it was not fair to make the comparison between the two and that was the root of the entire problem, but it was all she had to go off of. Xaver had to be the best Shinigami, without a doubt, as Genryūsai had been in his time.
Next came Zeda Yuudeshi, another Captain rather recently accepted into his position, and easily one of the younger ones. He was another red-head with that auburn shade to him, but boy was there a huge difference between a full-grown man and one just barely making his way into young adulthood. It was evident which of the two was more attractive, but at least the Yuudeshi had some genes working in his favor. Her golden hues disappeared into the darkness for a moment as she closed her eyelids, reminiscing. Memories of her old student were stirred, another with these prodigous genes who went out into the world and grew up to be a celebrity. He always wanted to be faster than her; faster, faster, faster, just as most the students before him, and after him. She was always amused by such a wish, but nobody would ever be able to catch up to the Goddess of Flash, not unless she wanted them to. She woke from the nostalgia with half-drawn eyes, meeting Zeda's dark brown ones fully. She detected the obvious eagerness in those orbs, seeing that familiar tinge of reverance swimming through. She let out a quiet sigh in response. That was right, she had never been properly acquainted with Zeda, and thus with him having heard the stories of her past, he probably thought ardently of her for her accomplishments. He was one she hadn't quite managed to disillusion yet; legend was different from reality.
Then she noticed the benevolent figure behind Zeda with a suddenly great smile, her teeth showing. Retsu Unohana trailed not five steps behind the kid, her soft face visible over the top of the Yuudeshi. Now, Yoruichi was glad to finally see such a familiar face among all these strangers; Unohana was one of the only two Captains who had held their positions way back when she had. And outside of Kisuke, she had always been closest to Retsu. Now this was a reason to stop sulking in the shadows, decidedly pushing her back off the wall and throwing her arms into the air as she stretched out, yawning audibly. She walked over to her designated spot in the line-up of captains, set out for the 2nd Divison specifically. Retsu, being the captain of the 4th, would situate herself to the Shihouin's right. When she filed in beside Yoruichi, the dark-skinned woman would turn to face the motherly one, her smile still sticking but not wide enough any longer to show her teeth. "Aw, man, is it good to see a familiar face around here," she would quip in a delighted voice, though with her usual notes of playfulness hiding behind it. "I see you still like teasing the boys as much as I do, hmm? Their reactions are always so delectible." She would chuckle, feeling comfortable in the woman's proximity regardless of what she knew about her. She never had been put off by the aura Retsu exuded naturally, and perhaps it was that that allowed them to get along so well.
One more captain joined the meeting, but Yoruichi didn't take notice of the silver-haired boy when he did. She and Retsu went far back, and regardless of the setting it had been a long time since they last saw each other. The wait before the meeting was a good enough time as any to catch up, even if just a little bit. She'd talk with the woman as much as she could, but they weren't given much time, for moments after Toshiro arrived on the scene, Xaver's distinguished voice called out with new strength, a call for attention; it seemed the meeting had begun. Yoruichi, resigned, turned away from her good friend and to the head of it all, the new Captain-Commander. No longer sitting, he chose to walk between the two rows of captains, bringing the Shihouin's attention to the astounding lack of them. One, two, three, four, five... Six in total, including Xaver Cheyton von Breanainn. According to the information she had recieved, each of the thirteen positions had been filled, and yet only four of the twelve other divisions were represented in this meaning. Was it the lack of morale in the captains with Xaver at the helms? Or was it simply a testimony about the state of the Gotei 13; in shambles? Yoruichi shook her head in disappointment, for it was pathetic. It was probably a new all-time record for the lowest amount of captains rallying at a meeting, even in the time of Aizen's betrayal.
Then began the speech of their great leader: Strong voice, a sure stride, strength transmitted through body language. Yoruichi may not have often enjoyed her position, but her skills were not wasted; years of studying the signs were engraved in her mind, and she used to them to analyze the type of man she was dealing with by what little she had to observe. So far, he possessed passable power by appearances alone, but knew there would be far more to it depending on his ideals, goals, and of course his capability to fight—those were to be determined in the future, however. For now she continued to listen as Xaver spoke, and the further his speech went, the more... incredibly underwhelming it became. He wanted everybody to consider him their Captain-Commander in mind but then preferred he wasn't called as such. Now, this notion was interesting enough, and any other time if you asked her this would be Yoruichi's ideal Captain-Commander; just, she'd say it jokingly, never seriously. The tact displayed by the blue-haired man was just like Yoruichi herself, actually, and yet still she disapproved. It was not the type of person they needed right now, and if it had been, she'd have taken up the position herself; but then she'd wonder how many would disapprove of that, including herself. The speech was now a situation to be salvaged, and the Shihouin listened in closely, expression serious now.
Whether or not it was he sensed the animosity, he quickly changed subject, his voice becoming rougher. He addressed the possibility that issues could arise, or were simmering beneath the pot and waiting to just blow the top off when it grew out of control. It was necessary; they hadn't had a Captain's meeting in ages, causing the unspoken problems to fester and the organization of the Gotei in general to falter greatly. It was one step in the right direction. Then he finally said the one thing Yoruichi knew was on every mind present in this room: War. Apparently, the Soul Society had rested peacefully for too long, and it was time yet again for arms. There was a moment of silence afterwards, showing that Xaver was done speaking on such an ill note. She compiled what she had learned and what she knew, and then took the silence as their turn to finally speak. Yoruichi went first, knowing the meeting had to progress forward. "We will fall," she began curtly and bluntly, the first to step over the boundary of silence. "As the Commander-in-Chief of the Onmitsukido, I know battle; I know how to assess the strength of an enemy's forces; and I know when to fight and when to flee. If this"—she gestured her arms to the five other captains present to emphasize her impending point—"Is the extent of our military force, I can tell you right now that we will fall.
"The first and most pronounced issue is that the Gotei as it is now lacks any semblence of military union; we are divided and acting alone, and that needs to be resolved before we can even muster up an opposition to our enemies. So... excuse me if I'm a little averse to seeing you in that Haori when you wished to begin with more than half of our Captains absent." Her golden hues pressed into those of their 'Captain-Commander', unwavering. Strong voice, sure stride, powerful body... but still Xaver missed the X-factor that Yamamato had. He could not command them like the old man did as he was, and Yoruichi did not know if he ever could...

Damien merely listened, he was in a sense serious something that most people wouldn't see often. The puzzle that's been put to the front of the Captains now, only a half of the true force was here. Kenpachi Zaraki, Hijikata, the Sixth Divisions new ringer. Things were missing here, so a full guess of the military power couldn't truly be brought forward by him even if he tried. His blood felt cold when the female Unohana Retsu came forward, he'd almost gone for his weapon but he'd restrained it and touched his arm instead. That feeling when he lost the limb seeming to return for a moment, he appeared to be thinking thoughtfully about the people here. The Head Captain was strong of course, but what were they to do in this situation. Shunsui sometimes he wished his friend would just come in and give him the answers to the problems at hand. So he began thinking like his friend were here pondering the question at hand. The amount of military power they had was almost abysmal now even Damien could see that, Captains had come and gone for such a long period. The former Captain who lead his Division, Sajin Komamura was one of the men he remembered clearly. His other memory of past Division Captains included the Siren Kaminari. But something needed to be done, this situation couldn't remain how it was. Damien cleared his throat, once he was certain Yoruichi was done. Remembering his language skills as he made a fool of himself before Yoruichi last time. He had a slight buzz that time though and in his defense, he'd been partying all night. Damien would wait for the report on the situation he felt his black coal eyes settle on the others that he could see. Reading them almost, it seemed as though he could see through them.
"Things do look rather bad, however I think we are more then capable of coming up with an answer to this situation. I've seen many things before I came here and joined the Gotei 13, the world of the living is in shambles outside Karakura Town. Organizations of Darkness have indeed taken over that place. The Rukongai is still in shambles from the time of my youth, no changes in the form of what tyrants may lurk in these places. I have an idea that may aid the situation slightly, I believe we may of used this at some point long ago. But joint training missions and drills for the Squads, pair them together with other Divisions to promote the ideal of working together. I would suggest even us among the Captains participate. At this point I believe if we work together and make a strong enough team we may be able to make this mountain before us move. But at the very least we'll be able to give the people working for us a chance."
Damien let this settle for now, he wanted to suggest they bring back Captain Ukitake and Captain Kyoraku. But he felt that perhaps these were times that they needed to handle, but what else could they do. Those were some of the most powerful Shinigami who were alive. But the new generation did have to fend for themselves, he had given his idea of training people. People may not of liked it wasn't forced of course, they weren't going to be made to work with others. But Damien had seen the world of the living and the Rukongai and the rough shape it was in, Ukitake was back in Captainship of course, but Shunsui Kyoraku was going around telling people he retired. His friend had a funny way of trying to stay out of the affairs of the younger group. That he just wanted to lay and be a drunk, a respectable choice in Damien's opinion.
