- Reasons For Upgrading:
For GM in Speed: Kakeru's already normally pretty damn fast, being able to dodge spams of bullets, swords, beams and shit from his older sister who spams these in insane quantities... While he's not as godly fast as say Shadin, He has a way to possibly keep up with him and others. Whch he uses almost naturally without thinking. His Speed is a part of his innate fighting style where he uses his high speed to overwhelm and to kill quickly. Case in Point Redd Tsuken, someone who was a vice captain of Division 2. He managed to use his high speed to get him on the ropes then kill him in less than a minute. Now this doesn't say he could out run Shadin, it says that he could give them a fair run for their money, if they were stripped of their powers, and they had to rely on speed. Everything his body is built for is very high speed combat, which explains why he's so skinny, and a part of the reason when he's going at top speed his body isn't ripped apart from all of the pressures on it.
Gm In Suigura Magic: Kakeru's great control over Ice, is not just the reason for this. He has an affinity for using all sorts of magic types, as in fire, Ice, Lightning, Kinetic, Dark, Light/Holy, Manipulation of it, and has the ability to null phenomena with his eyes and mind controlling his magic to that degree. Furthermore, he also had the ability to fuse magic types with his ice on the fly, also he can make his magic resonate with others to prove how well he controls his magic. Also he uses a very unstable and dangerous type of Tachyonic Magic that links with his already insane amounts of speed. He's very at home with using magic so it's no wonder why he could fuse magic types, and even reject and null other types of magic.

Personally, I'd like to see some more threads with him honing his speed, pushing it further in combat
and working it up still before really jumping to Grand Master this soon in the game.
Thus, by going with my gut, I'll most likely have to deny the first GM Request. You may come back to it at a later point.
I also cannot approve the Second Request because I do not know the Sugiura well enough to do their skill sheet for a GM.
