Reasons For Upgrading: Not only was he the Kidō Corps Captain (A position described as being higher than average Captain rank) 430 years ago, but he is also someone who can easily use Forbidden Kidō as well as High level Kidō without showing any sign of exhaustion from it.
What Are You Upgrading: Kidō Skill to Grandmaster as well as any Tier boosts if the grader finds them appropriate (He is 0-5)
Any Extra Notes: He's probably the single best Kidō user in Canon, as well as being one of the strongest Kidō users on the site. Also, it should be noted he is part of the Urahara, Yoruichi, Tessai trio.
