Let me tell you this thing.
Tosen's Bankai = Could not even defeat kenpachi.
Sajin Komamura's Bankai = Could not defeat kenpachi.
Zanpakuto Rebellion = not even most of the zanpakuto spirit could defeat kenpachi.
Byakuya = Its unknown and maybe either a tie, kenpachi wins or lose.
Ichigo = because of his so damn reiatsu, even ichigo can feel a sword that was pointing at his neck.
Starrk = ehhh!Since his reiatsu and durability is so damn immense and like a damn monster, he could even defeat starrk.Starrk doesn't have the "strongest hierro".So, kenpachi's eyepatch and strength can easily overwhelm starrk with his strength, durability and speed.

I'm not biased at all with any characters; yeah, they're both badass in their own way.
Starrk and Kenpachi are completely different people with a ridiculous opposite personality, fighting style and looks. Starrk is smart, he thinks before he acts, pretty laidback, fast. Kenpachi is more of the rash, "fuck the consequences", hyped about fighting and has high strength.
I think I'll go with Starrk clearly because I know the saying; "If you're fast, nobody can hit you. And that's game over already."

I do want to bring up a discrepancy and a fan theory that I've heard that might clear up some of this, specifically pertaining to the Ichigo thing.
Compare the power of all of the Captains(Zaraki included) during the Soul Society arc and the Hueco Mundo Arc. All of the captains appear to be a great deal stronger during that Hueco Mundo Arc than they did during the Soul Society arc. Pertaining to Zaraki, I've heard several different reasonings are to how this happened; the ones that make the most sense to me are either:
1) Aizen was altering the outcomes of the fights, both to possibly weaken the forces he would have to deal with down the line and to see where Ichigo would go since he was the most recent Vizard seen. Some fans believe that either Ichigo was getting a boost from Aizen or that the captains were getting a downgrade.
2) This pertains to Zaraki alone, since the discrepancy in power is the most notable with him between the arcs. After his fight with Ichigo, Zaraki acknowledged the existence of his Zanpaku-tou, and even asked for its name. My thought is that the zanpaku-tou's response was "FUCK OFF" and that was all. However, during Ichigo and Zaraki's first fight Zangetsu notes that Zaraki's Zanpaku-tou is basically working against him, acting as a built in limiter on top of everything else that Zaraki does to limit himself. It is possible that while Zarkai did not learn the name of his Zanpaku-tou, his Zanpaku-tou may have ceased working against him, thus allowing him the use of his full power.
Now both of these are only theories, and good luck getting Kubo to answer anything about that. Its my personal opinion that the fight would be pretty damn even between the two; Zaraki has proven to be damn quick when he wants to be, durable like a boss, and absolutely destructive when he hits. Starrk has a great deal of power, speed, and guns. I just wanted to posit some ideas to consider concerning the discrepancy between the power levels of the characters between the arcs.
