Added the fact that hes the Top Tier Kidō user on BPH, and got rid of his Shikai and Bankai (hes still strong enough to use them and has them unlocked, they are just Unknown for now).

Tessai is most likely on the same level as Kisuke Urahara and Yoruichi Shihoin... How the HELL is he only an 0-5? Bumping tier to 0-2, at the least for now.
