Upgrading

Name Of Character: Reiji Hagomora

Reasons For Upgrading: He already mastered his bankai and mostly some kidou too, I do believe that he should a higher ranking then 2-3. He maybe a rogue shinigami but still come on 2-3tier. What else do I have to do?
Any Extra Notes: Reiji Hagomora was one of many people that I created before entering. Did anybody not notices it at all? I sure didn't but I do now. Please tell me what else should my rogue shinigami do?

If he has master Bankai then shouldn't he be closer to 2-1 than 2-3 and last but no least if he has gained Bankai can you show me the thread he trained for it in and i might be able to approve this.
