Tsubine knew he wouldn't be the only ones making moves in the Rukongai. He did, however, expect to be the only one in the furthest reaches—out beyond what many in the Seireitei called "civilized." Even his home district was in that classification, and that was part of what allowed him to operate for so long. It wasn't bringing in income, so the nobility paid it no mind, and the Gotei United only really responded when it was a big enough Hollow. By the time they got there, it was usually dealt with anyway.
The people out here were closer than many thought. So when someone else started to edge in from the outside, Tsubine was keenly aware of it. Such things needed to be addressed in one way or another. The horses took him deep past 66 and into the 70s. It was Tsubine, Kohaku, Sazanami, and Suzukawa along for the ride. J had Mayumi duty today. It didn't take long to find where his informants said this new group—some kind of alliance—was taking up residence.
Tsubine had worked through a variety of intermediaries to secure safe passage to meet with the leader of this alliance. He hadn't been told much about what to expect, except that she was definitely different than the other people he'd dealt with before. Was she like that Captain? Worse? Or was she more like some of the people he had heard about in the Gotei? Either way, it was set up to be a tense meeting.
The setting sun darkened most of the path, but sporadic lanterns lit most of the way. It was almost eerie how it looked out here. Tsubine was keenly aware he was being watched and possibly followed despite not seeing anyone. His gut told him to be ready for an ambush, and yet none came. Approaching the scheduled rendezvous point—an old inn set back from the main road—Tsubine called out to the seemingly-empty courtyard. "Hello there." His voice carried well out here. "I am Tsubine Shirazumi, and I represent the interests of District 66 West. I have an appointment with your leader, a Miss Kazura Yukiyama."

"Hello Indeed." Those blood red eyes opened up from the shadows, and the large Beast Clansman stepped forward, having blended completely with the surroundings, the crackle of reiryoku peeling along her frame, camouflage dissolving as she lightly stepped forward into the light, a calm smile playing across the narrow muzzle as she let her eyes sweep across the man as well as his compatriots he'd arrived with.
"I was wondering when you'd show up! AH! It's just so great to finally meet you!" She chuckled, clasping her clawed hands together as she sighed. "Oh you wouldn't believe it, Some didn't think we'd hear from you till winter. But you really are a go getter." She stopped just short of the man and promptly dropped into a squat, resting her forearms on her thighs as canted her head to the side. The soft slither and shift of other forms in the area would no doubt draw their attention. A few other beastclansmen of varying types settled nearby. Present, but not threatening as of yet.
"Quite the trip to come out here for little ol me. So, Tsubine, dear. Why don't you tell me what brings you here to see me?:"

Tsubine totally didn't jump when the she-wolf stepped from the shadows. His horse did. He did his best to calm the beast under him while listening to her almost sing-song voice. He stepped down from his horse and passed the reins to Kohaku. "Someone who waits until winter to stock up is not someone who survives that winter." Although it may have beast-ish connotations, the fact is it was something he knew all too well. Winter was hard for anyone and everyone. Right now, he felt it to be especially true regarding the current state of things.
Tsubine took note of the various forms appearing. Although not quite a show of force, the message was clear. They weren't alone. "Well, simply put, I was actually out here to make sure that you and your... alliance here were getting along well in the outer districts. The Rukongai can be a rough place—sometimes less tolerant than even the worst of the nobility because out here? There's no face that needs to be saved."
"It's not every day that you see such a large gathering of the beast-folk." Tsubine scanned the shadowed gathering. It was a variety of forms—not all were lupine like Kazura here. "Honestly, I didn't think I'd see... such a variety of forms. I mean no offense by that." He was quick to point that out. Even if it was perhaps racist, it was the truth. "I have only met members of the Wolf clan before, and that was just when I was trading."

She chuckled softly at the idiom offered by the man, and flashed a pretty little smile, at least hy her kind's standards, as she waved a hand dismissively to the side. "We know that all too well. You wouldn't believe how cold it gets out there." She chuckled, sighing a bit before she let her eyes shift to the man's horse. What a strange thing, to see one not wild. But she didn't pay that too much mind.
"How very thoughtful of you. I won't lie, some areas have been pretty territorial. But I was ... surprised to see the state of people out here." He brows furrowed as she stood up straight and began to pace across the street, diverting her attention from Tsubine as she paced a line infront of the man at a steady, but purposeful pace as she took a moment to recall.
"You know, you take things for granted out there in the wilderness. You have to be prepared for anything. But coming here? And seeing them getting hewn like grass by hollows." She shivered a little and that warm, inviting expression briefly turned stony and displeased. "The Clans have had their differences, but when hollows show their masks. It's an unspoken rule that querrels are set aside." She murmured, before her bright red eyes shifted towards Tsubine.
"Our forms may differ, but I think you'll find us not so different from yourself." That smile returned and she lightly tented her claws as she let her head dip slighglty to the side amicably. "Who stands before you is not merely the head of a clan. But many clans. In the interest of survival and bettering our circumstances. A Great number of Beast Clans were brought together. My very own Extended family." She noted with that gentle smile, before she took a small step forward. "I understand that might seem a bit foreign. At least from what I've heard of nobles and families here. But it suits us well enough. We have even welcomed a few families among the outter rukongai citizens into our own." She noted. And indeed, not all that were in the area were the beast clan.
"But you must be exhausted, this is QUITE a ways away from your usual territory if I'm not mistaken. Would you like to come inside?" She offered, gesturing to one of the nearby shacks, while at a glance it still seemed desolate, upon closer inspection it seemed it was a bit more together than the other nearby buildings.

Tsubine nodded in response to the she-wolf's offer. "Of course. Business is best conducted where both parties can feel comfortable." He nodded to his trio, and was led to the shack. It was definitely better off than other places he had been, but it was still a shack at the end of the day.
Tsubine found something to sit on; and it may have once even been a chair. He just didn't like sitting on the ground when he could afford it. He steepled his fingers in front of him, still amicable and warm as he spoke. "You mentioned that this is a gathering of clans—and that this is your extended family. I understand that more than most. Family is more than just blood. Family is sometimes people who you respect more than others, people who you know better than anyone else, and people you know who have your best interests... And, well, family is a pain in the ass despite that. They'll annoy you, but you'll want to forgive them. You'll want to see them do better in the future, and, well, hope the best for them. And when you're not just hoping, you're doing the best for them."
Tsubine leaned in a little. Even inside, he kept his sunglasses on. His blue eyes peered over the dark rims without a hint of threat. And yet, it was like looking at naked steel—a drawn blade that was just held in one hand without an intent. "And that brings me to what I really wish to discuss. Why has your alliance moved into the Rukongai—and why is it what is 'best' for your family?"

She waited patiently as he expounded on his feelings regarding family. And certainly, he at least seemed capable of making the noises in his mouth that outlined the sentiment. But whether or not those noises matched what his intentions were remained to be seen. And an excited little smile formed as she settled just across from him. The furniture creaking, but holding well enough underneath her mass.
Though at that question, she couldn't help but chuckle softly as she leaned forward and sighed quietly, giving him an amused look, as if they were both holding up a bit of a secret. "Oh sweetheart. Is that truly a question worth asking?" She gestured over her shoulder in the direction of the wilderness. "I think you, who has your territory so far out from the center of the soul society, knows very well what it means being further from the reaches of the Gotei. Less shelter. Less civilization. And More Hollows." She noted calmly, folding her clawed hands infront of her as she looked at him plainly.
"your reach doesn't even go so far as the outter districts. And I hardly blame you. But asking why we don't want to live even further out? We are here, for a better life. Comparative safety. Hmm, you may be a little young to remember. But this is hardly our first visit." She smiled a bit wider, certainly, the alliance had once before attempted to settle, but had been repelled by the rukongai citizens and some soul reapers.
"Only this time, instead of 'savage beast invaders'. We're the ones that took care of the hollows running amok out here. And continue to do so at that." She noted calmly, certainly there were STILL an obnoxious amount of hollows around there. With the gotei presence all but entirely gone now, the beasts had certainly taken notice. "This of course isn't anything new for me and my clans. Constant hollow threat is simply a fact of life for us. But now, we get to do it in warm shelters instead of caves and temporary villages." She leaned forward and let her elbows rest on the little table between them.
"So why don't you ask me what you REALLY want to ask me?"

Old-timers had spoken of the previous times the clans had tried to make a new home in the Rukongai. The stories he heard were marred with inconsistencies and biases. It wasn't just from the people who didn't want them there, but also from the ones that did. The truth was likely that, back then, there was going to be no peace or acceptance because the Gotei of that time—if there was a Gotei—was too brutal in stamping out dissident thought. And these folks from outside the realm of control of nobility would certainly have been holding those thoughts.
"Truth be told, part of what you just answered is what I wanted to know." Tsubine let out a light chuckle. "I'm admittedly ignorant of your culture and your views. Knowing such things helps me understand the people I'm around. Because if you had said something like 'we are taking a home that should have been ours long ago,' I would have thought that there was some old deal that might need to be looked at, that or you felt so entitled to believe that what others have is rightfully yours. One would have painted you in the light of a wronged party of a business deal and the other would have made you seemed like a warmonger."
"Neither of which I care to do business with." Tsubine smirked. He couldn't fix a deal from eons ago, when the parties of that time were dead and may not have any descendants. It was too murky of a situation for him to handle. At the same time, someone so self-righteous would just stab him in the back. That would invite conflict, and no one in Soul Society needed that right now. "You're right, I do have another question I want to ask you."
"Your alliance wants a home? That's something I can help with. But it's a big ask for me to do so out of just a sense of charity. I've got to think about the people who live in the same district—people who may just see you as another invading force. If the Rukongai were to be your home, how willing are you to defend it?"

Kazu smiled calmly at that, shaking her head as she tisked softly to herself. Simply watching mirthfully as the man before her wound his way around. Talking about his appreciation of her culture. And then, ultimately, circling right back around to what truly was at the heart of the man's intentions.
"Hmmm." She reached up, and lightly curled a claw along the table, smoothing it along the wood until finally, it snared one an iron nail. And with a slow, gentle little curve of her finger, she slowly peeled the nail straight out of the piece of furniture, the metal surface shining as she lightly tumbled it into her palm, and then gently pincered her claws to begin gently bending it, slowly twisting the little knot of metal as she spoke.
"I've already taken part in killing Gillian. And I've stated that I'm still in the process of killing the stragglers. OR are you, perhaps, thinking of a different kind of 'defend'?" She asked, her voice somewhat bored as she allowed those bright red eyes of hers to flick up and watch Tsubine evenly.
"We have homes already. Out here. Where you and your men can't be bothered to even wander, let alone protect yourselves. We have people who have joined our family. You say you appreciate the sentiment. But it sounds like you have something far more ...transactional in mind." She noted calmly, the soft, creaking squeal of the metal as she continued bending and folding the little thing. Her eyes drifting back down to the sliver of metal, before finally, she set down a little bundled knot of metal that had once been a nail.
"I'm sorry darling. I imagine I'm still getting used to the culture. But perhaps I should be a bit more clear." She hummed, before a smile spread across her muzzle. "I don't need homes. I don't need protection. I have gotten everything I came here to get. I don't need anything from you. As comfy and cozy as I'm sure you can make things. That's really not all that necessary. But you seem to have something you need from me and my Alliance. After all, you're out here, maybe a bit closer. And unlike us, YOUR territory is squarely within the distance that those reapers actually care about. So why don't we start with what I can do for you. And then we'll circle around to what I want you to do for me."
