Amber Membrane: The defence system in Minatumi Harbor is literally built into the town. Reiatsu is seeped into the buildings, and on command, can be expanded into a dome capable of reflecting energy-based attacks and reducing the power of anyone who enters through the dome with hostile intent - the empathic nature of the power making it very easy to detect such.

Basic reduction is a 30% loss in power if you are weaker than the dome. 10% fall-off for every full tier you are above the creator of the dome (one sub tier in 0 tier due to the scope). However, the source of your power is always factored into the equation. People who have powers rooted in negative emotions, either pure or mimicking the effects of, suffer in the bright vibrancy of the Resolve Flame, and take an extra 15% loss in power. On the flip-side, characters who's sources of power are positively aligned, fuelled by the bright side of emotion are not as restricted as normal, suffering 15% lower loss in power. The tier point for drop-off is based off the person who made the dome, not the dome's inherent power.

The power of the dome is a strong as the person creating it, as they mingle their own power with the power in the buildings to create the dome. Due to the inherent power within the buildings, the dome is never weaker than the ability to withstand 1-5 tier energy blasts. Any being who has the Resolve Flame in their heart can spawn the Dome, meaning it is not wholly reliant on Ulv's usage.

However, due to the nature of the energy, were the dome to suffer a blow in excess of it's capabilities, the city itself would take the brunt of the blow, buildings cracking and occasionally being destroyed completely depending on the force of the strike, and how far in excess the blast is to dome strength.


Resolute Architecture: As a secondary precaution when the dome is breached or fighting comes into the city itself, the power of the Resolve Flame can be filtered into the buildings itself, granting them inordinate amounts of durability and requiring phenomenal effort to be destroyed, effectively making them excellent bunkers for the civilians to hide in while a fight rages around them.

The Dome and the Architecture can not be made at the same time.
