The rebuilt Vanguard base was constructed in order to replace the former which was destroyed during the Lunar Conflict between Shadow Fall and The Vanguard. This project was led by Radioactive and funded and fueled through both resources open to Russia and the Vanguardian people. This was ultimately a way to further establish that the Vanguard were recovering and to otherwise show that Russia was willing to land a hand and become more active on the world stage.
Below are some of the specifications of the base to go over:
General Information:
Due to how dangerous it is from it being a world target, there are mostly Vanguard personnel on the moon base at the moment.
Active Personnel: At any given time there can be roughly three million people scattered across the compound that are Vanguard, Vastime or Russian related. All of them being evenly divided the among three.
Tier 4-5 to 4-1: 1,000,000
Tier: 3-4 to 3-3 1,000,000
Tier 3-2 to 3-1: 500,000
Tier 2-5 to 2-3: 300,000
Tier 2-2 to 2-1: 100,000
Tier 1-5 to 1-4: 20

Population Capacity: The Vangaurd moon base should be capable of housing 15,000,000 people
Size Comparison: The V2 Vanguard Moon Base is roughly in comparison with the size of New York City, New York. So if a person needs a size comparsion, this is the best reference.
HSEA [High Speed Energy Access]: Every inch of the vanguard's moon base should be reinforced with a dense energy. The moment that someone steps into this place is the same moment that they'll feel this heavy pressure lingering in the atmosphere. This is because there is a core of raw energy that is sealed within the root underground section of this base. It is then connected through a series of small fibers that are scattered throughout the compound and seeks to naturally empower every square inch of the facility with a high supernatural resistance.
Thus, this project was otherwise named "HSEA" which stands for "High Speed Energy Access". Given the previous failure of the moonbase which came before it boiled down to being unable to respond fast enough to the threats which invaded it, HSEA was designed to be able to direct high volumes of energy throughout the base as they travel throughout these connectors.
So, written below are some of the benefits which come from having this system in place
Benefits
Highly Potent Defenses: Every bit of material that compromises the moon base is fortified by this raw energy which swells throughout the compound. This means it is capable of withstanding heavy amounts of damage even from upper 0 tier characters. It is capable of taking an energy blast shot from a 0-3 and still being able to withhold most of its structure. In order to break through this durable material, would take a constant bombardment of these attacks to begin cracking through its durability.
Rapid Energy Transfer: As stated in the name, the HSEA allows for rapid transference of energy throughout the compound at the digression of those who are in charge of operations at the moon base. There are two primary modes which are used in order to utilize the energy which is centered within the root core of HSEA.
Option 1: The first way that RET (Rapid Energy Transfer) can be used is through the material found on the base itself. By traveling through the series of fiber wire sealed within most of the structure that the moon base is made out of, they can have high volumes of energy appear anywhere and they are in control of the particles associated with it as it can be remotely controlled if it is not absorbed by a person. When in the middle of an invasion or war, this trait becomes invaluable because they would be able to form makeshift shields, improvised restraints for unruly invaders or they could outright make their own energized attacks if push came to shove.
Option 2: An alternative course of action that they could take is that they could transfer energy to Vanguard and Vanguard allies. The functionality for this ability was taken into consideration because of the fact that many of their own men were going to be injured or drained during a war time scenario. Consequently, it made sense to invest in their allies and men by creating the ability to transfer this energy to them in a time of dire circumstance.
For the purpose of giving their men an extra edge combat, the process of transferring this energy would begin through the inner network of the Moonbase. This is because this energy is to be directed through their own network following the sequence of actions which leads to the Moonbase otherwise having pinpointed the location of the person that its energy was being sent to.
Of course, the person on the receiving end is going to need be aware of their own limits and how much energy they can absorb within their body. As, if they take in too much, this energy can cause them to become ill and injured. Vomiting, broken bones, disrupted flow of inner energy, the inability to transform and other unwelcomed side effects can occur if too much is taken without consideration to how much their body can handle.
Having said that, the person can use this energy in a variety of manners. They can choose to have a two or three times increase in their strength for duration of five posts or so. Provided that the person opt's to choose this route, they will then have to wait another three post before they can use it again and they are only able to use this enhancement style roughly three times per thread due to how much it improves upon their power.
A different choice that a person can make is that they can simply choose to idly store that energy. Provided they give their body two post to otherwise become adjusted to this external energy, the person can use it as a secondary source of fuel to draw from when performing attacks. This is useful because if someone is an ability user that has many different techniques, abilities and powers that take up energy; they can use this as a second source of fuel to help make them last longer in a war time battle.
Finally, one of the last options that a person can choose to do is that they can have the energy directed into their equipment. Say that a person had a damaged weapon that was low on energy. The HSEA could transfer the energy from its core into the object in order to try and make it functional again by giving it new juice to feed off of.
Drawbacks/Dangers
Monitoring: These systems require precision control and oversight. Therefore, a mixture of man and artificial intelligence is always required to make sure that things are balanced within the core of HSEA. If the core becomes too unstable to use, someone will have to disable it or activate a negation protocol to otherwise cease its functions.
As, if it is allowed to remain unbalanced, unstable and damaged; it will potentially stop working in the best case scenario. In the worst case scenario, the whole base may implode on itself or large chunks of it will be destroyed because of the imbalances that come with it becoming destabilized.
So they need to be able to recalibrate the volume of energy that is output at a given time, ensure that the facility itself has enough energy shielding the core from outside influence, check for any disturbances within the core and to otherwise make sure it has not been compromised.
Refueling: Additionally, another thing that they must be able to do is refuel the core. This is not an infinite source of power, but it will take many different forms of energy. This can be spiritual energy, natural energy or whatever else have you. It requires a person or thing to enter into the chamber, deposit the volumes of energy into it and wait a few post (2-5) for it to take effect. This becomes crucial in wartime scenarios as it will burn through a great volume of energy to deal with a threat. So this is a non-issue in peace time circumstances, but life or death when the moon base is under attack.
Encrypted Network
Upgraded Security: Backdoor vulnerabilities, security measures, vulnerability management, hardware protection mechanisms, secure operating systems, secure coding and updated access control lists have all been implemented into the Vanguard Network in order to prevent hacking, compromises or breaches in their security.
On board, this vessel is a series of mini-super computers which are sealed underground. These are connected to produce a network of machines which are able to have an incomprehensible number of sequences go into effect when they suspect something or someone has attempted to break their security.
Furthermore, they have even gone the supernatural route and have input metaphysical code into their network and machines that is heavily encrypted to prevent unintended users from overriding system controls. This system was mostly added on because of the fact that the Vanguard is aware there are some types of powers which go beyond the scope of their physical technology and bit of metaphysical science was needed in order to breach that gap.
Drawbacks/Dangers
High Amounts Of Energy: These mini-supercomputers do take portions of energy away from the raw core and are added into the equation when it comes to balancing where energy resources are divided up within the moon base. So, if something should happen to the core, then the performance of these machines may lower or go down entirely. Fortunately, there are backup generators within the underground compound where they are stored.
Physical Tampering: If someone was made aware of the location of these series of mini-supercomputers, then one could simply walk in and try to destroy them to otherwise leave them more exposed to attack or lower their security. Of course, this won't be a walk in the park as they already have defense protocols for such an event if it occurred. Not to mention that other Vanguard operatives may very well stop them before they reach this point.
On-Base-Weapons
As stated previously, the HSEA allows for the Vanguard to begin an attack at almost any range and at any place while within The Moonbase. However, this doesn't mean that it doesn't come without specifications or limits.
Accessibility: Again, to restate, this weapon can be used at any point of the moon base.
Range: To get things out of the way first: the furthest that the Vanguard Moonbase's on-base weapons can reach is Earth. However, this takes a considerable amount of time to calibrate and adjust. So, this may take a few post in order to unleash (somewhere around two to five post depending on how potent or far the target is.) While anything on the moon can usually be reached either within the same post or within one to two post. This mainly depends on how much power is put into the attack and it goes without saying higher volumes of energy will take more adjustment to create.
Charge-Up Time: This is a weapon that has a high amount of flexability, so depending on it's usage, it can have a variety of charge-up times. Below is a simple chart to fellow if you are trying to make extremely potent attacks:
4 to 2 tier range attacks: Can attack in same post
1 Tier Range: May need one or two post to charge up.
0 Tier Range: Anywhere from 3 to 4 post charge up.
Cooldown: Depending on how much energy is put into an attack load for the HSEA, it's possible that a cooldown time is not needed. For example: any type of energy load equal to a four to two tier being unleashed typically won't need much of a cooldown time. This type of force is often used for dealing with easy to manage threats. Whereas when you start getting into the one tier range, the cooldown times may equal to one or two post.
Then, with 0 tier level attacks, cool down times can increase to three to four per thread. Keep in mind: it is possible to scatter attacks across different threads. So, while the HSEA may have a cooldown time in one event thread, in another it may be able to attack again.
NOTE: Charge up and cooldown time may be accelerated depending on if there is another character in the thread it is being used in order to charge up the HSEA. However, there must be at least a minium of one or two post of charge-up and cooldown time. As it would be possible for Radioactive to potentially send his energy into the HSEA and have it attack either in the same post or within one post, but it would still require a one to two post cooldown to prevent the weapon from overloading. And that's provided there isn't damage done to HSEA.
Emergency Escape Functions
Teleportion Portals: Throughout different sections of The Moonbase are various wormholes. These range in size from being able to sit a single person, all the way to having entire rooms fitted to transport entire squadrons of people through varying locations. As many of these portals will lead to Vanguard bases on Earth.
But, as an alternative, there are others which lead to stations located in Russia due to its affiliation via Radioactive. Additionally, they can also be adjusted to transport individuals to allied locations such as any teleporting point The Yuudeshi Clan may have on Earth.
Remote Bases Nearby: There are many smaller bases that are located near the moon base. These are positioned to hover over the base and are positioned a few miles above it. The reason why they are positioned there is that they often store either extra tools, resources, soldiers or they can be used to house people in the event of all-out war. Since The Vanguard can control the direction where these bases levitate towards, they can even be hidden within the space-time sky with the proper cloaking system activated in order to make it blend in with the darkness. So the remote bases have a variety of uses, but they are never larger than a small village or so.
Disassembly: Most of the base itself can be broken up into smaller pieces of worse comes to worse. This process can either be fast or slow depending on how large of a chunk the base plans to divide itself by.
For example: say that someone has invaded and is planning to destroy a large portion of the facility. They can potentially begin dividing up city blocks to eject towards space, or they can have whole portions be spilt up to be directed towards some type of wormhole to transport sensitive information or dangerous weapons away from enemy targets.
Of course, if an enemy becomes aware, they can try and stop this process by damaging the area while it's in mid-shift. So it's up to Vanguard forces or the equipment they have to prevent this from happening to begin with.
