Okay, I went and had a discussion with a few people, because this character is apart of one of the most important parts of the demon history past. If he were to be the fourth demon he wouldn't be a quincy/demon. Now going back to him being the fourth demon, I talked with Frost and that wouldn't happen, you'd have to discuss with him about something like that before I can go and continue grading your app.
I know it isn't much however I need these things fixed before diving in deeper.

Edit: I thought that the Quincy demon was a race on site that was approved, however it is not. From what I was told Quincy demon mixes cannot exist on site unless if it's some sort of race mutation. For me, I'll be denying this however I did tag another staff member in this application so I will give them their opinion as well. If it was even possible for this mixbreed to exist it most definitely would not exist that long ago. Quinces only first showed up 1500 years ago so this is a huge problem.
If you do end up keeping him as a Quincy-demon, I think we should talk about DE; as far as I know that is an approval only energy manipulation power in which I have to discuss with the other staff members about (since he isn't a full demon). Also since this has huge mention of Frost's characters and organizations I'll be tagging him in this app. @[THEFROST]

Anyway we, collectively, have decided to deny this application. But I, because I like watching people squirm, am offering an alternative.
This is supposed to be something shed off of one of your characters...which is boring but we'll roll with it, but because this isn't, you know, a fully functioning character(I really hope you weren't expecting a high tier with a 10 sentence personality, for realsies.)
This is effectively you trying to piggy back a zero tier off a previous character and this app doesn't merit it, and that's before even going through all these abilities on a case by case basis. So you have two choices. I can either move this to denied, or you have the opportunity to remove all these abilities and start this character at 5-5 and yes, you are prohibited from using Yen to upgrade this characters tier and parameters, and actually build him up to what you are expecting.
