The New Council

It took time and effort but the journey of a thousand miles has finally bared fruit. The birth of the new Council of Central 46 has been completed. Talks and such have set up the system in a way that allows the Gotei 13 to act with both the common people of the Rukongai and the Nobles. The Kuchiki Clan will select a representative for the noble houses. They will speak for the Nobles and be the voice of them at this council. The Commoners of the Rukongai will select a representative of them all. This person will bring issues within the Rukongai to the Gotei 13's attention. The Captain Captain or Lieutenant of First Division shall represent the Gotei 13. They will act as a voice for the organization and speak for the military. This council will act as a voting system, each problem will be voted on fairly and evenly. Every issue will be documented and filed for later notice with the Council. The Council will be under the protection of the Stealth Force and Unabara Clan, this will give them the proper protection while debating. The Council's will shall be enforced till a vote occurs again for an issue. The Council will work like this in simply explanation, an issue arises and the Gotei 13 wants to act. They will discuss it's effect with the Council if they do not act through the person representing the Gotei 13. The vote will be held and if the action is passed the Gotei 13 will go to it. This is how the organization shall function from here on. Should a Council member be killed they will be replaced by the second in line and so on. This Council is easily replaced and can be refilled multiple times. Their are over a hundred people who are looked at for the council position by the groups handling such. This notice is sent to all of the Soul Society, the Dictatorship of the past is dead.
