What Are You Upgrading: Tier upgrade to 0-1 exclusively while in the Soan Mode form, his most powerful transformation.
Reasons For Upgrading: I think instead of posting a big ol' wall of text, it'll make more sense to just do a list of reasons:

1. Stefan is a legacy character, having existed since the summer of 2011.
2. He has been in dozens and dozens of threads over the years, and any time I'm active he's extremely active, moreso than any of my other characters.
3. He has also appeared in a multitude of major events, including but not limited to: The Vizard war, The Malaysian Conflic, the Iceland war, etc.
4. Since his creation, he has always fought against worthy opponents (Colin Washi, Austin, James Mizumuzi, Moonie Iramasha, Setsudan, etc etc) and always strives to fight stronger and stronger enemies, showing he has been pushed to his limits and to the brink many times over the years.
5. Stefan started out as a 2 tier, and has progressed through many threads, fights, events, experiences, and conflicts.
6.He has held many high ranking organization positions, including a commander position in the Monsuta, Monsuta's second in command, and has even been the org's leader. While currently a rogue, he has a long history of holding powerful positions.
7. As he is now, Stefan is maxed out in nearly all regards, having unlocked the vast majority of his potential. This upgrade is one of the final steps in his long, action-packed journey.
8. He is currently active in the Iceland event, an extremely high level fight against Cero, etc. I also have many, many plans for him at the moment, and he is also in a thread with Yuel, will be in another one with James Caldwell momentarily, among other things.
9. Finally, an upgrade like this that clearly defines the difference in power between normal Stefan and Soan Mode Stefan makes a lot of sense. How the form operates is by removing all of his individual powers and abilities, he is able to increase his overall energy+power to levels he cannot reach under any other circumstances. It is by far the strongest form/anything in his arsenal, and is essentially his "True" form as it enhances his strengths to maximum levels (primarily his physical strengths, speed, and overall power). Soan Mode has a limit of only a few posting rounds, and can be extremely detrimental to Stefan's health if used for too long, causing severe damage to his body. All of these characteristics together explain why this form could possibly warrant an upgrade to 0-1.
Any Extra Notes: Gotta be honest, never thought I'd have the opportunity to make this upgrade, or even think he was worthy of such a thing but looking back through everything he's been through, and what I want for him, I firmly believe he is at this time.

[adm]Like I said, I don't mind approving this, but he is going to need more progression and fights before this occurs. So, I'll put this in WIP upgrades until that time comes and re-check it later. It's not an approval or denial at this point.[/adm]
