Re-Doing WIP A Bit

Due to the fact it was beginning to get a bit silly with how WIP was set-up, I went ahead and removed Old WIP. Instead? We'll now just be reviewing over characters every month or so to check up on what the status of their creation is. If there is no reply from the author within a time period of three to five days? Then we'll consider it inactive and move it into archives. Of, which, you can request unarchived or make a new character creation.
