Since it is in Minatumi City and in DEPTH-Com territory, I'll run NPC Control under two or three factions on Neutral side (meaning they will neutralize or arrest those who they see as an offender.) Naoki Shikijou is the administrator of Minatumi City and it will be his concern if he realizes that the bank is being robbed.
First Level Faction: DEPTH-Com PD
Description: They are your average grunts who will try to arrest the offenders and defenders if they saw as a threat. They are your typical police force, but they are armed with anti-xenomorphic weapons (aka guns that can be PAINFUL against non-human races, including Quincy.) Their protocol are first to contain the situation and make it very difficult for both offenders and defenders to leave the bank.
Second Level Faction: DEPTH-Com Security
Description: At some point, they will come in as they are comparable to military soldiers who will shoot to kill if shot at first. Unlike the PD, they don't care about hostages unless they are of some importance and to avoid identifying the wrong person, they have helm-mounted GUI that is pretty much similar to the A.I. in Halo Series. Finally, they are geared to handle Gillian Menos, but it is their number over equipment power that makes them able to take on tougher enemies.
Third Level Faction: TARN (Tactical Assault Recon Network)
Description: If the offenders and defenders are getting more dangerous for the civilians, TARN steps in as the few (there are only five of them,) but they are decked out and enhanced experimental technology, which allows them to take on top-tiered foes such as leaders and elites. Their protocol are simple; observe, break, kill, ask later; as along the threat will be downed, they will wreak havoc upon unfortunate souls.
Members of TARN
First TARN: Boss - Inhuman Body Enhancements: Stunning Physique (can ignore defenses with unarmed attacks; always leaves himself exposed to attacks when unarmed.)
Second TARN: Dust - Inhuman Body Enhancements: Stealth (creates a gaseous hallucinogen that distorts vision for as long people are in the range; anti-gas methods like gas masks and wind-abilities can counter it.)
Third TARN: Name - Inhuman Body Enhancements: Cloak (assume the identity of another person both visually and aesthetically, but does not copy personality and abilities.)
Fourth TARN: Hell - Inhuman Body Enhancements: Bend (Absorbs spiritual attacks and uses them to have temporary invulnerability for one turn; does not work against physical attacks.)
Fifth TARN: Skye - Inhuman Body Enhancements: Faith (Heals other TARN overtime within the thread; cannot heal if attacked.)

Reentering the event through talking to Dansen.
Instead of entering as a NPC Controller, I'll enter with Hanako Iramasha as a neutral force with a tier 5-5 NPC with her named Michael of Sector B Security.
Background of Michael: He is one of the sub-administrators of DEPTH-Com in charge of security and the special team called, "T.A.R.N.". Though he (along with other sub-administrators) does not have powers, he is best known for not being the smartest of the four, but handy with a special nightstick that can turn into a 7-ft long spear while he is not easy to take down once he is motivated. When trouble comes around, the head administrator and Hanako's father, Naoki Shikijou could not trust anyone more than Michael to handle grunt work of security since it is better than him filling out paperwork with doodles of his daydreaming about being the ultimate hero of Minatumi City.

Does anyone have any desire to RP out this mission anymore? As far as I can tell, not too many of us are too excited for the continuation of the thread, and at this point it's kind of just sitting here.
