  • Reasons For Upgrading: Kisuke has had a Life time of training and been practicing and developing skills after he left the battlefields.
    What Are You Upgrading: Bringing Kisuke's Tier from 0-2 to 0-2+ and checking his skills. Change or grade what you think is correct, I believe I did them pretty much in order of what he would of been developing in time skip.
