Reasons For Upgrading: Well, just after a little conversation we had in the xat, I realized/learned that apparently an Arrancar has to be at least 0-3 to have a Segunda Etapa, and Diablo is currently 0-4+. That being said, he was the first Arrancar on the site to actually have a Segunda Etapa I believe, and that had been approved quite a long time ago. I'd also wager that he is one of the most powerful Arracnar on the site; either top 5 or 10 in my opinion, and given his Segunda Etapa, I think that possibly he should have a tier of 0-3 just so that there aren't any misunderstandings in the future. Also, not to mention that even after I came back, people still knew the name Diablo Cortar, so I'd also wager that he's a pretty significant character... despite his antisocial tendencies. So yeah, that's why I believe that Diablo deserves this upgrade; it's cool if you don't, but just be ready to explain the situation if need be.

I'm tentatively approving this. Any mod who thinks otherwise can deny this if A. You go inactive again within a Month of approval as in no posts within a Month. B. Your character is used in an abusive manner that causes a toxic manner within the site, C. We deny it on some other logic that can be proven or based on true facts.
