Information: There have been a recent explosion of incidents regarding an individual who goes by the name "Sou". In the picture above this report is an image of the suspect. He is considered armed, dangerous and should be taken off the streets ASAP. This male has damaged the Karakura Hospital, killed many innocents through accidental mishaps with his powers and has performed many illegal usage of his powers in city limits against civilians.

Therefore, there is a large bounty on his hand to see that it that his suspect is arrested. Anyone who sees this man should contact the proper authorities, or, if one is strong enough, take him down yourself without killing him or harming innocents. With his teleporation lack, the suspect should be still hiding in the city limits. All organization officials should keep an eye out for the cities borders if he attempts to escape.
