Moriarty VS The Master

SO; James/Jim Moriarty of the Sherlock Holmes universe VS The Master of the Doctor Who universe. Which one has accomplished more feats and better feats, in regards to their relative universe. As such, one cannot simply say that, because The Master has, on several occasions, threatened the whole of reality, that he would win this thread, since, in the Whoverse, practically every season has multiple occasions where the entirety of reality is threatened. For example, The Master committing genocide is just as impressive as Moriarty stealing a crown jewel of the Queen, since, although Genocide is a much more impressive feat, it is still a feat in the Whoverse, which has on more than one occasion had genocide occur. To Paraphrase, it's like looking at The Master's accomplishment as 900/1000, whereas Moriarty's accomplishment is 9/10. Although The Master's feat is on a different scale, it is still equal to Moriarty's accomplishment.
