Personality: Ants, crushed beneath his boots. That's all that the general populace of humanity is to this man, despite whatever noble intentions he may seem to act with. They were made to be ruled, he would say, beings that can only ever find true peace beneath the leadership of a benevolent master--there are few of those in the world, so instead it would be up to a Tyrant to ensure such a thing. Luscinia's arrogance is great, a man who finds himself far above the common drabble, believing that he was one of the few beings in existence truly created simply to command and rule--and the way he fights is almost an extension of that. He feels that, if the ground beneath his feet does not allow him passage, or if the trees do not bow for him, then they are forever against him. For resisting his rightful place as ruler, they must be destroyed.
It's rather obvious, then, that Luscinia is quite ambitious. Although he is joined to the Kokuryuteshi, he would much rather be in control himself--he knows, however, that he cannot stand up to someone like Kin Iramasha without supporters. For this reason, he remains in the shadows, keeping his ambitions hidden until such a time as he feels that he is no longer under the All-Seeing Eye of his gracious leader. He hates that feeling--in fact, Luscinia cannot stand it when someone else tries to give him an order. He'll begrudgingly follow what someone like Kin or Gilgamesh has to say, but he feels that he can only answer to them. Anyone else is simply another obstacle, standing in front of his path to greatness.
Of course, he is quite capable of a softer side. A King needs his Queen, of course. And for that, he is always on the lookout for someone he could actually love. Love is a strange emotion for this man. He won't willingly admit to it--sometimes coming off as cold and harsh towards people, and occasionally rather brutish. Otherwising these traits, Luscinia is a man of masks; sly, suave, a true rogue. He'll do anything to get on top of his opponents, forcing them to submit to his will.

Sign Frames
Basic Sign Frames:
Befehl: Angriff (lit: Command: Attack): This Sign Frame allows Luscinia to exert his will upon a singular inanimate object, giving it what we would call "temporary sentience". Upon doing so, he commands the object to "attack" a target of his choice, and the object is granted the necessary powers to do so. A rock will suddenly levitate and thrust itself at the target. A tree will bend its branches and attack with them. This lasts for one round of posting, and he can use a maximum of ten in a post.
Befehl: Schützen (lit: Command: Protect): This Sign Frame allows Luscinia to exert his will upon a singular inanimate object, giving it what we would call "temporary sentience". Upon doing so, he commands the object to "protect" him, or a target of his choice, and the object is granted the necessary powers to do so. This holds the only exception to the "inanimate" rule, allowing for him to command weak-minded beasts to protect him, or Zanpakutō to miss on purpose (shikai-maximum). This lasts for one round of posting, and he can only use one per post.
Custom Sign Frames:
Kommandant (lit: Commander): This is the Sign Frame used to summon all other Sign Frames in conjunction with Luscinia's ability. Upon this Sign Frame, Luscinia is able to designate, at a maximum of a hundred and five different places, co-ordinates for the Sign Frames to be summoned within 5 kilometres of his body. From these Sign Frames (which are sized to fit the ship they're summoning), the ships are summoned into battle.
Out of these 105 places, 5 of them are able to be designated as Capital Ships, from the five shown battleship classes. Only 1 instance of any class may be present on the battlefield, and there must be at least 1 Capital Ship present in order for battle to commence, or else the Frigates and Cruisers will have no proper command.
Around one of these Capital Ships, there is space for up to 20 ships, a combination of Frigates and Cruisers. There can either be (up to) 20 of one, or a mixture of the two. These ships, the Capital Ship and its associated Strike Craft all make up a singular Squad, and Luscinia can command up to five Squads in battle at any one time. He can do this using his Kommandant Sign Frame if he wants to be precise, however he can also either just envision a target and force them to attack, or have them do their own thing. None of the ships are manned, though they can be made to carry soldiers as transports, beaming them to ground. This also allows for these soldiers to be stored within the Sign Frames for each of the ships and easily carried from one place to another--one person would look a lot less obvious than an army.
Capital Ships: These large ships are the heads of each of the Squads that Luscinia summons. Each ship has an insane amount of firepower, or can summon quite a few quick Strike Craft. One of these is the equivalent of a 0-3+ in terms of tier, though this is only for comparison.
Frigates/Cruisers: Frigates and Cruisers are effectively the general infantry of Luscinia's Squads. Although their firepower isn't as great as the Capital Ships, they make up for it in numbers. One of these is the equivalent of a 1-1+ in terms of tier.
Strike Craft: Although Frigates and Cruisers are the general infantry, the Strike Craft are what really protect the Capital Ships. Most Capital Ships are capable of releasing at least one Strike Craft, and when one is destroyed, it's immediately replaced--though the number that can be fired off at once depends on the amount of catapults a ship has. They are exceptionally quick--much quicker than any of the other ships--and are the equivalent of 2-1+ in tier.
It's worth noting that, in spiritually-rich dimensions, such as Soul Society or Hueco Mundo (or anywhere that isn't Earth), Luscinia loses access to anything more than two Squads.
If a ship is destroyed, Luscinia cannot use its slot again in that thread, however the ship is not lost forever. He simply builds a new one before the next battle. Each ship can also be returned to their Sign Frame to be stored and repaired for later.

Past & Roleplay Sample
Character Background: When someone lives upon a ship that's devoted to its people, there are times when the very seriousness and monotony of such a place can really get to someone. One of those people was Luscinia HāFez, a man who saw that there was more out there than his Horizon. He wanted to understand the world better, and was completely innocent to what lay beyond. However, that innocence wouldn't last for very long.
Not long after he left his Horizon, he came in contact with a community of humans that were ruled by a tyrant. That tyrant would demand them to work for him all day long, killing those who didn't listen to him. He asked the people why they let this happen, and because of the all-seeing eyes and all-listening ears of their leader, they told him that they did it because they wanted to, and that they liked being ruled this way. The naive mind of Luscinia took this to being the "right" way to rule the populace, and decided that he was going to become a leader himself. He'd disliked the way the others had lead, so why wouldn't he try to do such a thing himself?
He started to train himself; learning the proper way to use his Sign Frames in combat, learning proper battle strategy, learning everything that he could to become a true leader. Most of his technology, especially compared to the time, was amazing. So when he finally decided to make his first conquest, it was a swift victory that required as little power as possible from the man.
He marched into Canada alone, walking through the streets of one of their towns as the people walking past watched him with wary eyes. Suddenly, and without any prior warning, he would quickly summon his Sign Frames, the ships sliding out from what was effectively hammerspace, beginning their easy assault upon the capital of Canada. He quickly toppled the Government and claimed himself to be ruler; the army tried to resist, but was quickly destroyed by his superior weaponry. From that moment on, Canada would become a horrible place to live--ruled over by a tyrant.
However, he would soon relinquish that control when a new opportunity was presented--the Kokuryuteshi. A group that he could use to slowly build up his influence and attempt to make himself stronger still. It was a good thing that he would take advantage of; but it would require time and patience. So after allowing Canada to be returned to its people (mostly because he didn't want to bother with running a country while he built himself up) he would turn his sights and enter the Kokuryuteshi with new ambitions...
He can't remember when or how he lost his eye. He really doesn't care, either.
