Okay, I guess I have no choice but to wait it out tier wise but what about the skill upgrades?

There is a limit of 3 upgrades per character per 3 weeks, period. Pick 3 upgrades total, skill, tier, or otherwise, and those will be approved.

However, you will be on a trial period to make sure you don't do anything funny over the next month or so.
