Kasha answered and then countered her trivial question. It was not just a moral argument but presented it as an obligation rather than his subtle way of evaluating the soul society's situation with this investigation as a suitable pretence. Then again, this lockdown was inconvenient and something that was beginning to bother him. It affected those around him and rather than wait for others to resolve it, or wait for the situation to devolve further, he opted for a more hands on approach.
Even if that hands on approach was done with a ten foot pole but distance was never a problem if a person knew how to pull the strings to make the puppet dance.

It wasn't the answer Kei was looking for, but perhaps it was the one she needed. She was reminded of what she felt during and after the Winter War and World War III and, more recently, of why she re-joined the Gotei. She had enough of sitting on the sidelines while others that she cared about suffered. Even if some things might not be perfect, she had to do something. If Kasha was genuine, then the two of them shared something beyond good looks.
Kei let the silence hang for a moment purely for dramatic effect. She then dropped her gaze and wrote as she spoke. "Very well then. By my authority as Third Seat of the First Division of the Gotei United, I authorize you, Kasha Koizumi of the Eighth Division, to conduct an independent investigation into the string of murders and the bombing mentioned before. Your liaison with the Sixth Division will be Fourth Seat J Saionji. Meet with him within one week's time. Once your investigation is concluded, you will submit your findings to him for final review before submitting them to the First Division."
Others might have used a stamp for documents, but Kei enjoyed signing important ones with her own hand. This one was quite an important one. She handed the second form to Kasha—it was a carbon copy of the first that showed her authorization. She kept the original. "I'll inform my—Fourth Seat Saionji of this decision, even though I doubt he'd question that document's authenticity. Do you have any further questions or concerns?"

Kasha said with a polite bow. She had given him what he wanted after all, though he did find her caveats to be a little frustrating. Oh well, he could not have his way in everything. At least there were two third seats for the moment, and the other shared a mutual friend which would work in his favour.
So he stood up and gave her one more bow for good measure. As much as he would enjoy any further small talk he had one week to substantiate some theories and eliminate others. There was precious little time to waste.
