Comments/Notes: Discussed changes with Gin in call alongside Henrex and Shizuo. Shizuo specifically checked the equipment. Also, besides dropping all his masters to Elite, nothing changes with his skill sheets. Reason I'm dropping his tier to 0-2 flat is because at the moment he doesn't have any positional relevance regarding orgs, events, so on so forth.
Tier: 0-2; 6-0 in Soan Mode (equivalent of 0-2+ final form).

[adm]After discussing with Staff and also Gin personally, I've determined that it's only fair that Stefan maintains 0-2++ all around considering the organic growth he's done ICly and the fact that the App isn't outdated from modern PH standards. Thus, bumping his tier back-up to 0-2++ passive.[/adm]
